REGULAR MEETING
CALL TO ORDER
Meeting called to order at 8 10 P M by E A Snider, Mayor
ROLL CALL
SEPTEMBER 19, 1983
By City Clerk Councilmen present were Susan Boothe, Beverly Green,
Charles Grigg, Ira Schmidt, E A Snider, Joe Jackson and Emerson Morgan Also
present were Lee Kraft, City Manager, Greg Rubstello, City Attorney,
Diane Dolan, Finance Director, James Ajax, Director of Public Works/City Engineer,
and Gary Crutchfield, Director of Community Development
CONSENT AGENDA
Mrs Boothe moved to approve Consent Agenda Seconded by Mr Schmidt Motion
carried by roll call vote of seven (7) Consent items are as follows
a) Approval of Minutes To approve minutes of regular and special meetings,
held September 6th and 12, 1983, respectively
b) Bills To approve General Claims in the amount of $211,079 53, claim
warrant nos 36068 through 36210
To write off $1,886 00 of Ambulance Bad Debts and turn over to
Collection Agency, and that $4,039 06 of DSHS contract credit and other
uncollectable accounts be written off
c) Annexation Notice of Intention to Commence Proceeding (MR #81-18-A)
To go on record that the City will consider an annexation petition for
the unincorporated territory generally bounded by the east line of Road
38 and the west line of Court Vista Addition on the west, the north
line of Court Vista Addition on the north, the west line of Road 36
on the east, and the extended centerline of Marie Street on the south,
all as depicted on the map attached to the "Notice of Intention Petition",
and further, that the City will not require assumption of existing
bonded indebtedness, and that the City will assign appropriate zoning
subsequent to annexation in accordance with zoning procedures established
by law
d) 1-182 Freeway Construction - 4th Avenue Interchange - Proposed Revision
to Turnback Agreement To authorize the Mayor to sign Supplement No 1
to Agreement No GM-964, all relating to the State of Washington improve-
ments to the 4th Avenue Interchange
e) Resolution No 1603 A Resolution of the City Council of Pasco,
congratulating Messrs Oberst and Smith for their publication entitled,
"Pasco - 100 years in Pictures," and Mary Lou Enlow, who designed the
cover
f) Resolution No 1604 A Resolution of the City Council, expressing
concern about certain design provisions relating to the improvement
of SR-12, north of Snake River Bridge
g) Water Filtration Plant Upgrade/Expansion - Proposed Consultant Agreement
for Engineering Services - City Project No 92-2-03 To enter into
agreement with CH2M-Hill Consulting Engineers for engineering services
relating to preliminary design, preparation of plans and specifications,
construction administration/inspection and preparation of operations
manual and, further, to authorize the Mayor to execute the agreement
on behalf of the City of Pasco Further, in approving and proceeding
with engineering services on the Water Treatment Plant Upgrade/Expansion,
the following represents the financial status and projected happenings
and requirements that necessarily will have to occur to actually
construct the project
Total Project Cost Estimate $2,000,000
Present City Funds Available $1,000,000
Anticipated DSHS Ref 38 Grant $ 600,000
*Required Bond Issue $ 400,000
$2,000,000
*Will require a Water/Sewer rate increase for this specific
purpose of between 4% to 5%

h) 4th Avenue Overlay Project - Authorization to Call for Bids To authorize
staff to call for bids on the 4th Avenue Overlay/Improvement Project
REPORTS FROM COUNCIL MEMBERS/COMMITTEES
Senior Citizens Advisory Committee Councilman Morgan reported that their Committee
had requested the County Commissioners to write a Resolution for special levy
Further, trial period for senior citizens to use Mini busses had resulted in some
dissatisfaction over manner in which they were operated, primarily, no evening
service but the Transit System has indicated they might be able to work this out
Good Roads Association Mayor Snider reported their #1 priority was Highway 395
to Ritzville They discussed various projects such as bridge at Waitsburg and
possibility of 4-lane to Mesa
Tr-Mats Policy Advisory Committee Councilman Green reported on effectiveness
of computerized traffic recorder on Yakima Bridge as opposed to manually counting
it She called attention to booklet entitled, "Franklin County Hazard Elimination"
and encouraged members to read it
Radioactive Policy & Review Board Councilman Jackson reported on formation of
public information program regarding nuclear waste and the hiring of a consultant
A telephone survey to approximately 600 people in the State of Washington was being
planned consisting of 50 questions, taking approximately 20-minutes The questions
deal primarily with citizens awareness of nuclear waste and their feelings on the
State of Washington being a repository site

III There were no visitors wishing to address the council at this time
ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS
ORDINANCE NO 2468
AN ORDINANCE CONCERNING THE LICENSING OF UTILITIES, AND AMENDING
SECTION 5 32 045 OF THE PASCO MUNICIPAL CODE
Ordinance No 2468 was read by title only Mrs Green moved to adopt Ordinance
No 2468, concerning the licensing of utilities, and amending Section 5 32 045
of the Pasco Municipal Code Seconded by Mr Schmidt Motion carried by roll
call vote of seven (7)
RESOLUTION NO 1605
A RESOLUTION REVISING THE HOUSING REHABILITATION PROGRAM
Resolution No 1605 was read by title only Mr Schmidt moved to approve
Resolution No 1605, revising the Program Statement for the Housing Rehabilitation
Program Seconded by Mrs Boothe Motion carried
NEW BUSINESS

Demolition of Cunningham Hotel Mr Grigg moved to authorize the expenditure
of up to $15,000 from the Revolving Abatement Fund for the demolition of the
Cunningham Hotel and site restoration work necessary and appropriate thereto
Seconded by Mr Schmidt Motion carried by roll call vote of seven (7)

MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL
Recognition of Ken Neilsen, Data Processing Supervisor Mayor Snider publicly
read letter of recognition for Ken Neilsen "because of determination and a
strong desire for self improvement upon completion of Dale Carnegie Course "
He commended Mr Neilsen for a job well done
ADJOURNMENT
No further business, Mr Schmidt moved for adjournment Seconded by Mrs
Boothe Motion carried Meeting adjourned at 8 20 P M
