PASCO CITY COUNCIL
REGULAR MEETING
OCTOBER 17, 1983
CALL TO ORDER
Meeting called to order at 8 00 P M by E A. Snider, Mayor
ROLL CALL

By City Clerk Councilmen present were E A Snider, Susan Boothe, Beverly
Green, Charles Grigg, Joe Jackson and Emerson Morgan Councilman Ira Schmidt
was absent from the meeting (excused) Also present were Leland Kraft, City
Manager, Greg Rubstello, City Attorney, and Richard Erickson, Director of
Parks/Recreation
CONSENT AGENDA
Mrs Green moved to approve Consent Agenda Seconded by Mrs Boothe Motion
carried by roll call vote of six (6) Consent items are as follows
a) Approval of Minutes To approve minutes of regular meeting, held
October 3, 1983
III VISITORS
b) Bills To approve General Claims in the amount of $477,312 44,
Claim Warrant Nos 36343 through 36494
c) Resolution No 1607 A Resolution of the City Council of Pasco,
requesting Benton-Franklin Governmental Conference to trim its
level of operation to cover essential mandates services only
d) Accept Easement/Statutory Warranty Deed (Waterline) From Red Lion
Motor Inn Certified at the regular meeting of the Pasco City Council
on October 17, 1983, the City Council accepted, by motion, on its
Consent Agenda, Grant of Easement for waterline from the Red Lion
Motor Inn, and a Statutory Warranty Deed, dated October 5, 1983, from
Red Lion Motor Inn.
Mayor Snider publicly signed Proclamation for "American Energy Awareness
Week" and presented it to George Carpenter, representing Naomi Sherer,
Chairwoman of Tri Cities Technical Council
ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS,
ORDINANCE NO 2471
AN ORDINANCE RELATING TO THE GOLF COURSE ADVISORY COMMITTEE,
AND AMENDING ORDINANCE NO 2292
Ordinance No 2471 was read by title only Mrs Boothe moved to adopt Ordinance
No 2471, amending Ordinance No 2292 by increasing the number of persons on the
Golf Course Advisory Committee from seven to nine Seconded by Mr Jackson
Motion Carried
RESOLUTION NO 1608
A RESOLUTION ESTABLISHING THE 1984 FEES AND CHARGES FOR THE
PASCO MUNICIPAL GOLF COURSE
Resolution No 1608 was read by title only Mr Jackson moved to approve Resolution
No 1608, establishing the 1984 fees and charges for the Pasco Municipal Golf Course
Seconded by Mrs Green Motion Carried I

NEW BUSINESS
Request for Driveway Approval (Graham - 3rd & Lewis) Jack Graham appeared on
his own behalf, protesting denial of his request for a driveway off Lewis Street
He cited that a driveway to his property would not cause near the traffic problems
as Seattle First National Bank across the street At most, only 4 - 6 parking
spaces would be eliminated
Mayor Snider reiterated this had been discussed quite thoroughly at workshop
meeting, and unless the council wanted to reopen the issue, they would uphold
decision of Planning Commission and deny request for driveway entrance
Contract Maintenance of Parks Mr Grigg moved to authorize staff to call for
bids for contracting of certain maintenance tasks in City parks Seconded by
Mrs Boothe
Discussion ensued as to the possibility of accepting bids in smaller packets
and whether or not the City should allow more flexibility It was finally
decided to proceed with call for bids and see what type of response was
received

MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL
The City Manager asked Council if they would be receptive to a special workshop
meeting on the 1984 Preliminary Budget on Monday, October 31, 1983, due to the
fact that there were five (5) Mondays in October Council concurred with this
request
ADJOURNMENT
No further business, Mr Grigg moved for adjournment Seconded by Mr
Jackson Motion Carried Meeting adjourned at 8 40 P M
