HomeMy WebLinkAbout11-07-1983 MinutesI I I MINUTES PASCO CITY COUNCIL REGULAR MEETING CALL TO ORDER Meeting called to order at 8 00 P M by E A Snider, Mayor ROLL CALL NOVEMBER 7, 1983 By City Clerk Councilmen present were Susan Boothe, Beverly Green, Charles Grigg, Ira Schmidt, E A Snider, Joe Jackson and Emerson Morgan Also present were Lee Kraft, City Manager, Greg Rubstello, City Attorney, Diane Dolan, Director of Finance, Richard Erickson, Director of Parks/Recreation, Don Francis, Chief of Police, Jerry Conner, Accounting Supervisor and Paul Whitemarsh, Recreation Supervisor CONSENT AGENDA Mr Jackson moved that Consent Agenda be approved Seconded by Mrs Green Motion carried by roll call vote of seven (7) Consent items are as follows a) Approval of Minutes To approve minutes of regular meeting, held October 17, 1983 b) Bills To approve General Claims in the amount of $403,529 86, claim warrant nos 36496 through 36685 To approve Payroll Claims in the amount of $262,728 18, Payroll Warrant Nos 5984 through 6150, and 6151 through 6314 c) Benton-Franklin District Health To direct that the Benton-Franklin Health District Board of Directors be advised that the City of Pasco will provide the same contribution for the Health District in 1984 as was provided in 1983 VISITORS There were no visitors wishing to address the council at this time. VERBAL REPORTS FROM COUNCIL MEMBERS Benton-Franklin Governmental Conference Beverly Green attended meeting on October 21, 1983, and they primarily approved the preliminary budget for 1984 Benton-Franklin District Board of Health Ira Schmidt reported that the Health Department had been asked to cut exPenses by 21 9% in light of present budget deficiencies by various cities Senior Citizen Advisory Committee Emerson Morgan attended meeting on November 7, 1983, and upcoming levy proposition for senior centers was discussed He commended Bill Farrens and Jack Cooney for their hard work ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS ORDINANCE NO 2472 AN ORDINANCE AMENDING CHAPTER 8 04 OF THE PASCO MUNICIPAL CODE AND RELATING TO DOGS OWNED OR MAINTAINED BY LAW ENFORCEMENT AGENCIES Ordinance No 2472 was read by title only Mr Schmidt moved to adopt Ordinance No 2472, exempting Police dogs from licensing and other dog control requirements Seconded by Mrs Boothe Motion carried MINUTES PASCO CITY COUNCIL REGULAR MEETING ORDINANCES/RESOLUTIONS - Continued ORDINANCE NO 2473 AN ORDINANCE CONCERNING MALICIOUS HARASSMENT AND CREATING SECTION 9 04 040 TO THE PASCO MUNICIPAL CODE NOVEMBER 7, 1983 Ordinance No 2473 was read by title only Mrs Boothe moved that Ordinance No 2473 be approved, creating the criminal offense of malicious harassment Seconded by Mr Jackson Motion carried ORDINANCE NO 2474 AN ORDINANCE AMENDING CHAPTER 9 62 OF THE PASCO MUNICIPAL CODE AND RELATING TO THE DISPOSITION AND ABATEMENT OF ABANDONED VEHICLES AND VEHICLE HULKS Ordinance No 2474 was read by title only Mr Schmidt moved to adopt Ordinance No 2474, relating to the impoundment of vehicles and vehicle hulks Seconded by Mrs Green Motion carried ORDINANCE NO 2475 AN ORDINANCE RELATING TO BUSINESS LICENSES GENERALLY AND ADDING SECTION 5 04 210 TO THE PASCO MUNICIPAL CODE AND MAKING THE VIOLATION OF ANY PROVISION OF CHAPTER 5 04 PMC A CODE INFRACTION AND PROVIDING A CIVIL PENALTY THEREFORE Ordinance No 2475 was read by title only Mrs Green moved to adopt Ordinance No 2475, relating to penalties for a business license Code violation Seconded by Mr Schmidt Motion carried ORDINANCE NO 2476 AN ORDINANCE CONCERNING LEGAL REPRESENTATION FOR MEMBERS OF THE CITY POLICE AND FIRE RESERVES Ordinance No 2476 was read by title only Mr Schmidt moved to adopt Ordinance No 2476, concerning legal representation for members of the City Police and Fire reserves Seconded by Mrs Boothe Motion carried UNFINISHED BUSINESS Waiver Utility Service Requirement, PMC Chapter 16 06 (MF #83-13-CUP, Rada) Mr Jackson moved to grant Mr Rada's waiver of utility service requirement, as conditioned by the utility service waiver agreement between the applicant and the City of Pasco Seconded by Mrs Boothe Motion carried NEW BUSINESS Old Pasco/Kennewick Bridge Demolition - City/County Agreement, Supplement No 3 Mrs. Green moved that the City Council authorize the Mayor to sign Supplement No 3 to the Washington State Department of Transportation City/County Agree- ment for the Pasco/Kennewick Old Bridge Demolition Project Seconded by Mr Jackson Motion carried by roll call vote of seven (7) Utility Account of Mr William Moser, Northside Trailer Court Mr Moser stated he was appealing the inequities of his water/sewer bill as he was being charged for a full month, when in actuality, he only used the services for 16 days and felt this was all he should be charged for He concurred that his ambulance portion had been adjusted 1/2, but felt his water/sewer charges should be pro-rated also Diane Dolan, Finance Director, stated Mr Moser's bill reflected a total of $590 10 $128 18 water (1 month minimum of $19 08 plus 27,100 cubic feet of usage), $275 52 sewer ($4 92 x 56 units), and $190 40 as ambulance The City has credited $95 20(ambulance) which had been mistakenly billed as two months Further, PMC does not cover partial service and/or how to deal with it Thus, Mr Moser was encouraged to talk to the City Council I I No further business to come before the council, the meeting adjourned at 8 30 P M E A Snider, Mayor ATTEST MINUTES PASCO CITY COUNCIL REGULAR MEETING NOVEMBER 7, 1983 NEW BUSINESS - Continued (Moser) After a brief discussion, the Council concurred this was the first occurrence where a citizen had appeared before them for relief of a water/sewer bill Rather than do a Code amendment at this time, they suggested that staff look at cases on their own merits and manually adjust accounts, if necessary Mr Grigg moved that staff pro-rate water/sewer and ambulance account of William Moser Seconded by Mrs Boothe Motion carried by roll call vote of seven (7) Public Hearing for 1984 Preliminary Budget Mr Schmidt moved to acknowledge receipt of the 1984 Preliminary Budget, and to set a public hearing thereon at 8 00 P M , December 5, 1983, in the City Hall Council Chambers Seconded by Mrs Boothe Motion carried Audit Findings Mr Schmidt moved that Council acknowledge receipt of the City's 1982 State Audit Report Seconded by Mr Jackson Motion carried SUGGESTIONS FROM COUNCIL - GENERAL DISCUSSION Mr Jackson stated he had received a petition from residents south of Ainsworth, expressing their concern over being "landlocked" when Burlington Northern crosses their area daily The City Manager replied he was aware of situation and had already contacted Burlington Northern, Police Department, Fire Department and Public Works Department for input concerning the scope of the problem and will report back to the City Council ADJOURNMENT Evelyn Wells, C y Clerk PASSED and APPROVED this,// day o 1983
