HomeMy WebLinkAbout05-09-1983 MinutesMain motion, as amended, carried by roll call vote of six (6) ADJOURNMENT Special meeting adjourned at 8 12 P M ATTEST E lyn Wells,/,25iyy Clerk PASSED And // day 4PPagVED THIS 6174,,ar— , 1983 to? t E A Snider, Mayor MINUTES PASCO CITY COUNCIL SPECIAL MEETING MAY 9, 1983 CALL TO ORDER Meeting called to order at 8 00 P M by E A Snider, Mayor ROLL CALL By City Clerk Councilmen present were Susan Boothe, Charles Grigg, Ira Schmidt, E A Snider, Joe Jackson and Emerson Morgan Councilman Beverly Green was absent from the meeting (excused) Also present were Lee Kraft, City Manager, Greg Rubstello, City Attorney, Diane Dolan, Director of Finance, James Ajax, Director of Public Works, Webster Jackson, Purchasing/Personnel Supervisor and Gary Crutchfield, Director of Community Development VISITORS There were no visitors wishing to address the council at this time NEW BUSINESS BID AWARD FOR PURCHASE OF $640,000 PAR VALUE OF "LIMITED TAX GENERAL OBLIGATION BONDS, 1983 " Finance Director, Diane Dolan reported that bids had been opened on May 9, 1983 at 2 00 P M for the above captioned purchase Three (3) bids were received as follows Foster & Marshall/ Total Interest Cost to Maturity Less Premium Net Interest Cost Average Interest Rate American Express $340,475 00 $29 95 $340,445 05** 8 154372 Seattle First National $342,625 00 -0- $342,625 00 8 206587 Seattle NW Securities $359,445 00 -0- $359,445 00 8 609461 **Staff Recommendation Mr Schmidt moved that the bid for purchase of $640,000 par value of "Limited Tax General Obligation Bonds, 1983", be awarded to the low bidder, Foster & Marshall/ American Express, Inc at par value plus a premium of $29 95 for a total of $640,029 95 at a net interest cost of $340,445 05 Seconded by Mrs Boothe Motion carried by roll call vote of six (6) BID AWARD - COURT STREET LIGHTING Bids were opened on May 6, 1983 for Court Street Lighting (14th to 20th) U A B Project They were as follows Lord Electric Co $47,295 04 ** Power City Electric 51,928 00 Hughes-Sillers Co 74,050 00 Electric Smith 56,418 00 Knobles Electric 64,841 00 **Staff Recommendation Mr. Grigg moved to award the construction contract for Court Street Lighting to the low bidder, Lord Electric Company, Inc , Richland, Washington, in the amount of $47,295 00, all in response to their proposal as submitted on May 6, 1983 and, further, to authorize the Mayor to sign the contract documents Seconded by Mr Schmidt James Ajax, Director of Public Works, called attention to the fact that Lord Electric (low bidder) did not have all the documents in the bid packet and asked Council's direction Mr. Schmidt moved to amend original motion by adding, "and further to declare that the irregularities in the low bid received be waived " Seconded by Mr Grigg Motion carried by roll call vote of six (6)
