PASCO CITY COUNCIL
REGULAR MEETING
CALL TO ORDER
Meeting called to order at 8 00 P M by E A Snider, Mayor
ROLL CALL
MAY 2, 1983
By City Clerk Councilmen present were Susan Boothe, Beverly Green,
Ira Schmidt, E A Snider, Joe Jackson and Emerson Morgan Councilman Charles
Grigg was absent from the meeting (excused) Also present were Lee Kraft,
City Manager, Greg Rubstello, City Attorney, Webster Jackson, Purchasing/Personnel
Supervisor, Gary Crutchfield, Director of Community Development and Harry Elzie,
Code Enforcement Officer
CONSENT AGENDA
Mr Schmidt moved to approve Consent Agenda Seconded by Mrs Boothe Motion
carried by roll call vote of six (6) Consent items are as follows
a) Approval of Minutes To approve minutes of regular meeting, held
April 18, 1983
b) Bills To approve general claims in the amount of $72,717 50, claim
warrant nos 34609 through 34769
To approve payroll claims in the amount of $382,265 88, payroll
warrant nos 3509 through 3661, and 3662 through 3817, and 3818
through 3982
c) Resolution No 1575 A Resolution establishing the City Council's
objectives and guidelines to direct the City Manager in the
negotiation of 1984, 1985 and 1986 Labor Agreements
d) Special Council Meeting, May 9, 1983 To set a special council
meeting for 8 00 P M , Monday, May 9, 1983, in the Council Chamber
at City Hall for the purpose of conducting the following business
1 Acting on the sale of $640,000 of Councilmanic Bonds

Award of bid on Street Lighting System for Court Street,

VISITORS
Mayor Snider presented a Certificate of Appreciation to JUDITH GRIGG for her
service on the Planning Commission On behalf of the City of Pasco, he commended
her for her many years of dedicated service to her community
PROCLAMATION - "OLDER AMERICANS MONTH " Mayor Snider publicly read proclamation
honoring "Older Americans Month" and affixed his signature He, then, presented
it to Jack Cooney and Bill Farrens, representing Franklin County Senior Citizens
PROCLAMATION - "EL CINCO de MAYO WEEK " Mayor Snider publicly read proclamation,
proclaiming the week of May 1 through May 7, 1983 as a Mexican holiday He
presented the Proclamation to Carlos Diaz, representing Mr Adolfo Torrescano
PROCLAMATION -"PASCO DAY OF PRAYER " Mayor Snider publicly read proclamation,
proclaiming Pasco Day of Prayer He affixed his signature and officially
designated date
REPORTS FROM COMMITTEES AND/OR OFFICERS
Benton-Franklin Governmental Conference Councilperson Beverly Green reported
that the Revolving Loan Fund had been discussed at meeting of April 22, 1983
It will now be under the auspices of the Governmental Conference, but because
Pasco's plan had been completed, it was approved
Tr-Cities Research Bureau Mrs Green reported that Executive Committee studied
ways to go about doing business The group was asked to approve a consultant to
make books and do research on industrial development Since more information was
needed, this was tabled to next meeting

REPORTS FROM OFFICERS - Continued
Benton-Franklin District Board of Health Councilman Ira Schmidt reported that
care for the unemployed once their benefits had run out was discussed by the Board
He stated that Pasco should be against a program increasing percentage amount
on benefits
Pasco/Franklin County Senior Citizens Advisory Committee Mr Emerson Morgan
commended Bill Farrens for the efficient way he conducted committee meetings
He stated they discussed Senior Center in Connell and whether or not a levy
would be needed to finance it It appeared their breakfast program was defeated
for the present time and a full report on Senior Citizen bus transportation would
be available by August
PUBLIC HEARING
MAYOR SNIDER DECLARED THE PUBLIC HEARING OPEN TO CONSIDER PROPOSED LOCATIONS
FOR BENTION-FRANKLIN TRANSIT AUTHORITY PASSENGER BENCHES WITHIN THE CITY OF
PASCO
It was noted that the Hearing had been duly published and posted There was
one communication in protest from First Congregational Church, 10th & Henry
Mr Gary Crutchfield stated that the Transit Authority has proposed to install
passenger benches at 13 locations in the City, all but one of which would be located
within public right of way In some cases, the bench would be placed immediately
behind the sidewalk, while in other cases, it would be placed on the back edge of
the sidewalk In any case, the installation and use of the benches may present
concerns to abutting property owners or tenants
The Council previously determined that abutting property owners be notified of
a public hearing to be conducted this evening to determine the acceptability of
proposed locations Benton-Franklin Transit Authority has provided written
certification that all abutting owners have been notified of the hearing
Mr Brad Anderson, representing Transit Authority, stated that all abutting
property owners had been notified of hearing and First Congregational Church
had withdrawn their opposition
Following three (3) calls from Mayor Snider for further comments from the floor,
either for or against, the public hearing was declared closed A Resolution will
be prepared for May 16th meeting for council consideration
ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS
ORDINANCE NO 2450
AN ORDINANCE AMENDING SECTIONS 9 60 080 and 9 60 090 OF THE PASCO
MUNICIPAL CODE AND ADDING A NEW SECTION 9 60 095 TO THE PASCO
MUNICIPAL CODE, REGARDING WEED AND RUBBISH ABATEMENT PROCEDURES,
ENFORCEMENT AND PENALTIES
Ordinance No 2450 was read by title only Mr Schmidt moved to adopt Ordinance
No 2450, regarding weed and rubbish abatement procedures, enforcement and
penalties Seconded by Mr Jackson Motion carried (Mr Schmidt voting no)
ORDINANCE NO 2451
AN ORDINANCE AMENDING SECTION 9 10 OF THE PASCO MUNICIPAL CODE
DEFINING AND PROHIGITING THE CRIMINAL OFFENSES OF UNLAWFUL PUBLIC
EXPOSURE AND FACILITATING UNLAWFUL PUBLIC EXPOSURE, REGULATING
THE PROVISION OF ENTERTAINMENT INVOLVING NUDITY, AND PROVIDING
PENALTIES FOR THE COMMISSION OF SAID OFFENSES, AND ESTABLISHING AN
EFFECTIVE DATE
Ordinance No 2451 was read by title only Mrs Green moved to adopt Ordinance
No 2451, amending Section 9 10 of the Pasco Municipal Code, which deals with the
lewd conduct provisions of the City Code Seconded by Mr Jackson Motion
carried

ORDINANCES/RESOLUTIONS - Continued
RESOLUTION NO 1576
A RESOLUTION ADOPTING A HOUSING ASSISTANCE PLAN APPROVED BY
H U D FOR OCTOBER 1, 1982 THROUGH SEPTEMBER 30, 1985
Resolution No 1576 was read by title only Mr Schmidt moved to approve
Resolution No 1576, adopting the Housing Assistance Plan approved by H U D
for October 1, 1982 through September 30, 1985 Seconded by Mrs Boothe
Motion carried
NEW BUSINESS
Request for Waiver of Admission Taxes from Northwest Rural Opportunities
Mr Jackson moved to waive admission tax for musical concert, sponsored by
Northwest Rural Opportunities Seconded by Mrs Green Motion carried
Federal "Jobs Bill" Allocation through Block Grant Program Mr Schmidt
moved to approve the time table of events, as outlined in Gary Crutchfield's
memorandum dated April 27, 1983, in order to develop and submit a "program"
to HUD by July 1, 1983, regarding the City of Pasco's allocation of the
Jobs Bill Block Grant Funds Seconded by Mr Jackson Motion carried
Bid Results for Turf Vehicle and Mower Bids were opened at 2 00 P M ,
April 28, 1983 for one 72-inch riding rotary mower and one turf type vehicle
They are as follows

**Staff Recommendation
NOTE Turfgo Northwest disqualified because it did not meet bid specifications
Mr Schmidt moved that recommendation of staff be accepted and bid for 72" riding
mower be awarded to Inland Toro at a cost of $9,210 66, and bid for turf vehicle
be awarded to Northwest Mowers in the amount of $7,077 42 Seconded by Mrs
Boothe Motion carried by roll call vote of six (6)
