PASCO CITY COUNCIL
REGULAR MEETING MARCH 7, 1983
CALL TO ORDER
Meeting called to order at 8 00 P M by E A Snider, Mayor
ROLL CALL
By City Clerk Councilmen present were Susan Boothe, Beverly Green,
Ira Schmidt, E A Snider, Joe Jackson and Emerson Morgan Councilman Charles
Grigg was absent from the meeting (excused) Also present were Lee Kraft,
City Manager, Greg Rubstello, City Attorney, James Ajax, Director of Public
Works/City Engineer and Gary Crutchfield, Director of Community Development
CONSENT AGENDA
Mr Jackson moved that Consent Agenda be approved Seconded by Mrs Boothe
Motion carried by roll call vote of six (6) Consent items are as follows
a) Approval of Minutes To approve minutes of regular and special
meetings, held February 22nd and 28, 1983, respectively
b) Bills To approve General Claims in the amount of $235,968 48,
Claim warrant nos 33944 through 34100
To approve Payroll Claims in the amount of $251,229 09, Payroll
warrant nos 2895 through 3046, and 3047 through 3197
c) Fire Protection Agreement with Fire District #3 To approve the
agreement between the City and Fire District #3 relating to fire
protection service in the Northwest Annexation Area and authorizing
the Mayor to sign the Agreement on behalf of the City
d) Resolution No 1565 A Resolution accepting the Historic Structures
Survey
e) Construction of 1-182 - Detour To authorize the Mayor to sign
an Agreement with the Washington State Department of Transportation,
which makes provision for detouring traffic on City streets while the
20th Avenue Interchange is being reconstructed
VISITORS
Mayor Snider presented a Certificate of Appreciation to RICHARD D BROWN,
who has served on City Planning Commission since March 1, 1977 Mr Brown
was commended as an individual who got involved and achieved results On
behalf of City and Council, Mayor Snider congratulated Mr Brown for a job
well done
REPORTS FROM COMMITTEES AND/OR OFFICERS
Senior Citizens Advisory Committee Councilman Emerson Morgan reported
that Block Grant Committee had been discussed at recent meeting of which Jack
Cooney was the representative The Senior Center in Connell has been approved
by the City Council and plans are now underway to apply for funding Before
the Breakfast Program can be formulated completely, the Senior Citizens Center
is looking for a dietician A meal site in East Pasco was discussed but no formal
action taken
Mr Morgan reminded all in attendance that May was "Older American" month
and special activities were being planned
PUBLIC HEARINGS
MAYOR SNIDER DECLARED THE PUBLIC HEARING OPEN TO CONSIDER AND RECEIVE
TESTIMONY REGARDING ANY ASPECT OF THE RECOMMENDED 1983 BLOCK GRANT PROGRAM
It was noted that the Hearing had been duly publicized as required by law
Mr Gary Crutchfield reported that the 1983 Program is nine (9) months and
total funds available is $290,000 The following activities and dollar amount
is recommended by Block Grant Committee as 1983 recipients

Mayor Snider questioned Revolving Abatement Fund and recommended that more
money be allotted to this particular venture as there were many old buildings
that needed to be torn down in Pasco He cited, specifically, the old service
station at Wehe and East Lewis
Wilbert Butcher, representing East Pasco Neighborhood Facility, requested a
2-week delay in the apportionment of funds so that their group could come up
with a better proposal
Mr Walter Oberst, representing Franklin County Historical Society, thanked
the Council for their generous donation in 1982 which enabled them to finish
their museum, however, he asked reconsideration of entire amount requested in
1983 ($7,900 requested, $5,000 allocated) so that they may build storage shed
to house their lawnmowers, hoses, gas cans etc Mayor Snider reiterated that
there was a possibility that he could get material and labor donated to complete
shed and Councilman Emerson Morgan will assist him with dimensions, etc
Mr Oberst publicly thanked Star Rentals for their assistance thus far
Mr Joe Rosales of Mid-Columbia Paralegal Services, requested consideration
of approximately $15,500 to help elderly and disadvantaged individuals,
geared primarily to Hispanic origin, with legal problems that they have
difficulty with He concurred this was his first request and staff enlightened
Mr Rosales of time frame for monetary requests
Mr Clarence Alford, representing East Pasco Neighborhood Facility, stated they
had organized the Court Kids League of which they now had sixteen (16) teams
The children ranged in ages from 7 - 13 and united East and West Pasco All
coaches donated their time and there were strict ground rules as to conduct
He solicited the continued support of the City of Pasco for this worthwhile
project
Mr Darrell Cope, parent of young Court Kid, praised organization of group
and heartily endorsed its continued support
Mr Gary Crutchfield suggested that C A C might be more appropriate for Mr
Rosales request as this was more service orientated He suggested we could
continue this public hearing to the March 21st meeting which would allow more
consideration of requests at the March 14th workshop Final action would then
be taken on March 21, 1983 He did, however, caution the council that if we
go beyond March 21, 1983, it would seriously jeopardize the 1984 Program
Mrs Green moved to continue Block Grant Public Hearing to 8 00 P M ,
March 21, 1983 Seconded by Mr Schmidt Motion carried

PUBLIC HEARINGS - Continued
MAYOR SNIDER DECLARED THE PUBLIC HEARING OPEN ON VACATION OF PORTIONS
OF OCTAVE AND MARIE STREETS
It was noted that the Hearing had been duly published and posted There were
no adverse communications
Mr Gary Crutchfield reported that Franklin County had requested, in writing,
that the alley within Block 8, Sylvester Park Addition be deleted from the
vacation petition Cascade Natural Gas has requested that the City retain
a public easement across the portion of Marie Street proposed to be vacated
to accommodate their existing gas line Franklin County P U D has suggested
the City request the light pole, along the portion of Octave Street proposed
to be vacated, be removed to avoid the City paying for power used on private
property, if vacated The City Engineer requests the intersection of Octave
Street at 4th & 5th Avenues be redesigned in accordance with City standards
for private driveways, and that improvements under L I D Nos 86 and 90
be fully paid
If Cascade Natural Gas's request is granted, the public easement would serve
only a single private utility, and would be approximately 10' in length and
10' in width The public easement would connect to a private easement, already
granted to Cascade Natural Gas by the original owner The appropriateness of
retaining a public easement for a single private utility when an extended
private easement would accommodate the utility with no further interest by the
City is at question
Mr Harold Mathews, Franklin County Commissioner, concurred they had no problem
vacating the south 10' of Marie Street
Following three (3) calls from Mayor Snider for further comments from the
floor, either for or against, the public hearing was declared closed
ORDINANCE NO. 2437 (Vacation Request Without Easement)
AN ORDINANCE VACATING CERTAIN PORTIONS OF OCTAVE STREET AND
MARIE STREET WITHIN THE CITY OF PASCO
Ordinance No 2437 was read by title only Mrs Green moved to adopt Ordinance
No 2437, vacating certain portions of Octave Street and Marie Street Seconded
by Mrs Boothe Motion carried by roll call vote of six (6)
ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS
ORDINANCE NO 2438
AN ORDINANCE AMENDING SECTION 9 04 020 OF THE PASCO MUNICIPAL
CODE AND RELATING TO DISORDERLY CONDUCT
Ordinance No 2438 was read by title only Mr Jackson moved to adopt Ordinance
No 2438, amending Section 9 04 020 of the Pasco Municipal Code relating to
disorderly conduct Seconded by Mr Schmidt Motion carried
ORDINANCE NO 2439
AN ORDINANCE AMENDING CHAPTER 9 40 OF THE PASCO MUNICIPAL
CODE AND RELATING TO OBSTRUCTING JUSTICE
Ordinance No 2439 was read by title only Mr Schmidt moved to adopt Ordinance
No. 2439, amending Chapter 9 40 of the Pasco Municipal Code relating to obstructing
justice Seconded by Mrs Green Motion carried
RESOLUTION NO 1568
A RESOLUTION URGING JOINT CITY/COUNTY CONSIDERATION OF COMMERCIAL
DEVELOPMENT POLICIES CURRENTLY BEING CONTEMPLATED BY FRANKLIN COUNTY
Resolution No 1568 was read by title only Mr Jackson moved to approve
Resolution No 1568, urging joint City/County consideration of commercial
development policies currently being contemplated by Franklin County Seconded
by Mrs Boothe Motion carried (Mr Henry Kidwell voiced support for strip zoning)

NEW BUSINESS
Collection Agency - Bid Results Mr Schmidt moved to award bid to Hanford
Collectors, Inc , for one (1) year to provide collection services to the Pasco
Police Court in accordance with the terms stated in their bid, and to authorize
the City Manager to execute an agreement on behalf of the City for the
services Seconded by Mr Jackson Motion carried
Request for City Water to Sacajawea Park Mr James Ajax, City Engineer, III
reported that at the time L I D No 114 was considered, there were discussions
with the State about their financial participation in the project Due to
distance from L I D and expense of laying pipe, they were deleted from the L I D
and now they want water to Sacajawea Park Staff recommends that they be allowed
to connect to our system without annexation agreement, and their payment of
$33,865 70 be applied toward installation of waterline on "A" Street (Elm to
Cedar) which will improve water flow and pressure in L I D No 114 area
Mr Bob Tippett, one of the developers in L I D No 114, expressed his
appreciation to the City for their participation in their L I D , however, at
the present time, they had more problem with cash flow rather than water flow
Due to the fact that their particular L I D had the highest interest rate, he
recommended that the $33,865 70 be applied to their fall assessment on a pro-
rata basis
Mr Ron Wilson, another developer in L I D No 114, cited high cost of water
and inability to sell or develop his 55 acres as prime reason for requesting
State payment be applied to developer L I D
Mayor Snider agreed with developer's logic and concurred that $33,865 70 be
applied to developer's L I D in lieu of hard economic times
Mr Schmidt suggested that money received from State of Washington in the
amount of $33,865 70 be applied to developer's fall L I D assessment on a
pro-rata basis (No second to suggestion)
At this time, Mr Tippett asked if some type of agreement should be entered
into regarding a water flow meter The City Engineer replied that it would
not be necessary at this time because, if council concurred, staff would
research this entire situation and have a full report and motion for council
consideration on March 21, 1983
ADJOURNMENT
No further business to come before the Council, the meeting adjourned at
10 05 P M
