PASCO CITY COUNCIL
REGULAR MEETING DECEMBER 19, 1983
CALL TO ORDER
Meeting called to order at 8 00 p m by E A Snider, Mayor
ROLL CALL
By City Clerk Councilmen present were Beverly Green, Charles Grigg,
Ira Schmidt, E A Snider, Joe Jackson and Emerson Morgan Councilperson
Susan Boothe was absent from the meeting (excused) Also present were
Lee Kraft, City Manager, Jerry Conner, Acting Finance Director, James Ajax,
Director of Public Works, Larry Dickinson, Acting Fire Chief, and
Gary Crutchfield, Director of Community Development
CONSENT AGENDA
Mr Schmidt moved that Consent Agenda be approved Seconded by Mr Jackson
Motion carried by roll call vote of six (6) Consent items are as follows
a) Approval of Minutes To approve minutes of regular meeting held
December 5, 1983
b) Bills To approve General Claims in the amount of $242,079 14, claim
warrant ribs 36965 through 37116
To approve collection write-offs in the amount of $2,363 27 and turn this
entire amount over to the collection agency
c) Agreement with Benton-Franklin Transit Authority for Senior Bus Service
To authorize the Mayor to sign an agreement with the Benton-Franklin
Transit Authority to provide funding for the 1984 Senior Transportation
Program
d) Appeal Planning Commission's Decision on Special Permit (MF #83-20-CUP)
Salvation Army To fix 8 00 P M , Monday, January 16, 1984, as the time
for public hearing to consider the Salvation Army appeal
e) Contract for Fire Protection Services for State Facilities To authorize
the Mayor to sign the contract between the Planning & Community Affairs
Agency of the State of Washington and the City of Pasco, which contract
will provide the City $3,403 for fire protection services for State
facilities within the City limits
VISITORS
Mayor Snider publicly read inscription on "Civic Improvement Award" Plaque to the
Franklin County Historical Society and presented it to George Dyer, President
Mayor Snider commended the Historical Society for transforming an aging building
into a museum that our citizens can be proud of This was achieved by donated
labor, materials and special assistance from City of Pasco
Mr Dyer accepted plaque and thanked the City for monetary assistance they had
rendered
Mayor Snider recognized Leonard Dietrich, Basin Disposal, Inc , and asked him to
give a report on "Zero Litter Day" Mr Dietrich replied that three Girl Scout
Troops responded to plea for improvement project from a large mailing to young
and old alike They, primarily, worked the downtown area and picked up vast
amounts of debris and litter
Mayor Snider then presented Certificates of Appreciation to Troop Nos 123, 127
and 285 He commended each group and their leaders for their contribution in
making our community a cleaner place to live
Mr Dietrich presented each group with a donation from Basin Disposal, Inc for
their efforts

PUBLIC HEARINGS
MAYOR SNIDER DECLARED THE PUBLIC HEARING OPEN FOR CONSIDERATION OF 1983
SUPPLEMENTAL BUDGET NO 2
It was noted that the hearing had been duly publicized as required There
were no written communications received
Following three (3) calls from Mayor Snider for further comments from the
floor, either for or against, the public hearing was declared closed
ORDINANCE NO 2482 (Second Reading)
AN ORDINANCE AMENDING THE 1983 ANNUAL BUDGET OF THE CITY OF PASCO
BY PROVIDING A SUPPLEMENTAL THERETO, BY APPROPRIATING AND
REAPPROPRIATING REVENUE, BY PROVIDING TRANSFER AND EXPENDITURE
AUTHORITY, BY ADJUSTING THE EXPENDITURE PROGRAM OF VARIOUS FUNDS
AND BUDGETS WITHIN FUNDS, AND DECLARING AN EMERGENCY
Ordinance No 2482 was read by title only Mr Schmidt moved to adopt
Ordinance No 2482, which amends the 1983 annual budget Seconded by
Mr Jackson Motion carried by roll call vote of six (6)
MAYOR SNIDER DECLARED THE PUBLIC HEARING OPEN TO CONSIDER AND ADOPT THE
APPROPRIATE CHANGES TO 1983 CDBG PROGRAM
It was noted that the hearing had been duly publicized as required There
were no written communications
Mr Gary Crutchfield stated the City Council had planned to use $70,000
under the 1984 CDBG Program to provide L I D Assistance to eligible
households throughout the City Due to recent Congressional amendments to
the Housing and Community Development Act, a city must pay 100% of L I D
assessments against all owner-occupied households with incomes less than 80%
of median ($25,549), if that city provides any CDBG assistance at all
This new rule applies to FY '84 and subsequent funds
Pasco's L I D Assistance Program provided CDBG assistance as follows
1) Owner-occupied households earning 50% or less of median
100% of L I D principal paid by Program
2) Owner-occupied households earning between 50 and 80% of median
Program pays part of L I D principal, that part being inversely
proportionate to household income
Since the new rule does not apply to the 1982 and 1983 CDBG Programs, and
those programs have unobligated funds (1982 - $18,500, 1983 - $102,500),
the Council could amend the 1982 and 1983 Program budgets to use all
available '82 and '83 funds (Total - $121,000) for L I.D assistance
The 1983 projects which would be eliminated (RLF and RAF) could be funded
under the 1984 Program, as it will require amendment in January (also due
to Congress' recent enactments)
Mayor Snider and Councilman Grigg expressed disgust with the new legislation,
which would require the City to pay 100% of a household's L I D
assessments if the household earned 80% or less of the "median" income
prescribed by HUD They noted that, because of Hanford's effect on the
Tr-Cities median income, a family of four earning $25,549 would lave 100% of
their L I D assessments paid for with block grant funds, they feel the
City's current formula is much more appropriate because it helps those most
in need of assistance, it decreases the percentage of assistance to less
needy households, it allows a greater number of households to be assisted
with a limited amount of block grant funds
Mayor Snider urged low-income groups to write their Congressmen, protesting
this new ruling He then asked staff to prepare a letter for his
signature protesting guidelines for CDBG assistance

PUBLIC HEARING - Continued
Mrs Billie Cain expressed concern over low-income person facing the loss of
their home because they owned vacant property (which they cannot sell) in an
L I D Improvement District Staff assured Mrs Cain that they did not want to
be in the land development business and were hopeful some solution could be
worked out to assist poverty level residents
Mr Wilbert Butcher asked if we still had a Block Grant Advisory Committee as
he was confused by all the changes and felt we should have more citizen input
Staff replied we had an active Block Grant Committee
Mr Mike Bragg protested rationale of L I D Assistance Program, as his wife
(prior to their marriage) had been told she would qualify for assistance if she
would not oppose L I D No 110 Further, at the present time, there is a 22%
delinquency in L I D No 110 and he felt people should ask for an accountability
in the payment of L I D 's
Following three (3) calls from Mayor Snider for further comments from the floor,
either for or against, the public hearing was declared closed
Mr Grigg moved to re-allocate $18,500
and amend the 1983 CDBG Use of Funds,
from the Oregon Avenue Storm Drain Project,
to read as follows
1 Administration $ 17,000
2 Housing Rehabilitation 23,000
3 3-R Street Improvements 119,000
4 EPNF/Kurtzman Park 25,000
5 Carnegie Museum 3,500
6 L I D Assistance 121,000

ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS
ORDINANCE NO 2481 (Second Reading)
AN ORDINANCE ADOPTING THE CITY OF PASCO BUDGET FOR THE YEAR 1984
Ordinance No 2481 was read by title only Mrs Green moved to adopt Ordinance
No 2481, which adopts the City of Pasco Budget for the year 1984 Seconded by
Mr Schmidt
Mr. Grigg moved to amend Ordinance No 2481 to reflect $12,227 in expenditures
that were not recognized at the time of the first reading These expenditures
included non-represented employee salaries and benefits in the amount of
$7,122 00, administrative services charges in the amount of $2,732 00, increase
contribution from the General Fund to the East Pasco Neighborhood Facility and
Senior Center in the amount of $1,852 00, and miscellaneous expenditures for the
Boat Basin Fund of $521 00 Seconded by Mr Jackson Amending motion
carried by roll call vote of six (6)

ORDINANCE NO 2484
AN ORDINANCE CONCERNING THE EQUIPMENT RENTAL FUND AND AMENDING SECTION
3 68 070 OF THE PASCO MUNICIPAL CODE
Ordinance No 2484 was read by title only Mr Schmidt movimiLto adopt
Ordinance No 2484, which, upon adoption, returns certain excess monies to
various operating funds Seconded by Mr Jackson Motion carried by roll call
vote of six (6)
No further business, Grigg moved for adjournment Seconded by Mr Schmidt

DECEMBER 19, 1983
AN ORDINANCE DEALING WITH THE SUBJECT OF PERSONNEL AND SETTING A
SALARY SCHEDULE FOR NON-REPRESENTED CITY EMPLOYEES
Ordinance No 2485 was read by title only Mr Jackson moved to adopt
Ordinance No 2485, which, upon adoption, sets the salary grades and ranges
for 1984 for all non-represented employees Seconded by Mr Schmidt

RESOLUTION NO 1610
A RESOLUTION ACCEPTING THE WORK BY TRANSTATE PAVING COMPANY, UNDER
CONTRACT FOR PROJECT NO 83-3-04
Resolution No 1610 was read by title only Mr Schmidt moved to approve
Resolution No 1610, which has the effect of accepting the construction of
the North Fourth Avenue Overlay as accomplished by Transtate Paving Company,
under contract with the City Seconded by Mr Jackson Motion carried
RESOLUTION NO 1611
A RESOLUTION ACCEPTING THE WORK PERFORMED BY HIGLEY EXCAVATION COMPANY,
UNDER CONTRACT FOR PROJECT NO 82-3-05
Resolution No 1611 was read by title only Mr Grigg moved to approve
Resolution No 1611, which has the effect of accepting the construction of
Oregon Avenue Storm Drain, as accomplished by Higley Excavation Company,
Inc , under contract with the City Seconded by Mr Schmidt Motion carried
RESOLUTION NO 1612
A RESOLUTION ACCEPTING THE WORK PERFORMED BY LORD ELECTRIC COMPANY
UNDER CONTRACT FOR PROJECT NO 83-4-01, COURT STREET LIGHTING
Resolution No 1612 was read by title only Mr Schmidt moved to approve
Resolution No 1612, which has the effect of accepting the construction of
Court Street Lighting Project, as accomplished by Lord Electric, Inc , under
contract with the City Seconded by Mr Jackson Motion carried
MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL
Mrs Green asked why all the trees in Richardson Park were uprooted and
destroyed Staff replied they were sure there was a reason, however,
they would get a full report for Council's perusal
Due to holiday season, concensus was to hold a joint Workshop and Council
Meeting on January 3, 1984 Seating of new councilmen and election of
Mayor will be held on that date
