PASCO CITY COUNCIL
REGULAR MEETING
CALL TO ORDER
Meeting called to order at 8 00 P M by E A Snider, Mayor
ROLL CALL
AUGUST 1, 1983
By City Clerk Councilmen present were Susan Boothe, Beverly Green, Charles
Grigg, E A Snider, Joe Jackson and Emerson Morgan Councilman Ira Schmidt
was absent from the meeting (excused - illness) Also present were Lee Kraft,
City Manager, Greg Rubstello, City Attorney, Diane Dolan, Director of Finance,
Richard Erickson, Director of Parks/Recreation and Gary Crutchfield, Director of
Community Development
CONSENT AGENDA
Mrs Green moved that Consent Agenda be approved Seconded by Mrs Boothe
Motion carried by roll call vote of six (6) Consent items are as follows
a) Approval of Minutes To approve minutes of regular meeting, held
July 18, 1983
b) Bills To approve General Claims in the amount of $145,833 61,
Claim Warrant Nos 35542 through 35704
To approve Payroll Claims in the amount of $279,224 88, Payroll
Warrant Nos 4663 through 4866, and 4867 through 5056
c) Resolution No 1593 A Resolution accepting a storm drain easement
from the Port of Pasco
d) Raw Water Intake Improvements - New Pump and Second Line Over Dike
(City Project No 78-2-06) - Approval of Easement from Department of
Army (Corps) to City To approve the proposed Department of the
Army easement for the City of Pasco's water system new 24-inch raw
water intake discharge line passing Army Corps of Engineers' property,
with special reference to the dike
e) UPARR Grant - Richardson Park To authorize the appropriation of
$30,000 from the Contingency Fund to be used as local match for a
$70,000 grant from the Federal UPARR Program to rehabilitate Richardson
Park
To authorize the City Manager to negotiate and enter into a contract for
architectural services for the rehabilitation of Kurtzman and Richardson
Parks, with the cost of services not to exceed $10,000, and to authorize
the City Manager to call for construction bids upon satisfactory completion
of plans and specifications
f) Computer Upgrade Proposal To approve the computer upgrade of approximately
$53,000 to provide for a conversion of the City's Model #33 Hewlett Packard
Computer to a Model #42 Hewlett Packard upgrade, and to provide for other
conversion costs, the sum total of the upgrade being $53,000, with the
funds to come from the fees earned from the Ben Franklin Transit Authority
computer timesharing, which, by the first quarter of 1984, will provide
the necessary amount of money
Appeal of Planning Commission Decision (Western Heritage, File No
83-10-CUP) To fix 8 00 P M , Monday, August 15, 1983, in the Council
Chambers at Pasco City Hall, as the time and place for a public hearing
to consider the appeal of the Planning Commission's decision regarding
the Western Heritage Finance Corporation Special Permit application
(File #83-10-CUP)
h) Golf Course Redevelopment To authorize the appropriation of $83,500
from the Hotel/Motel Tax Fund as a loan to be used to dismantle the Old
Club House, with interest in accordance with the formula prescribed in _
the previous borrowing for the Golf Course, to improve a roadway to the
parking area, to purchase 10,000 sq feet of land from Red Lion, to
provide for fencing along #9 fairWay, and to improve a paved parking lot.

VISITORS
Mrs Willie Cain addressed the Council and expressed her disatisfaction over
recent article in Tri City Herald, referring to the East Pasco community as a
"ghetto " She reiterated they had no problems with theft (she hadn't lost any-
thing in six years she had been a resident), they took pride in their homes
and people from all walks of life resided in a harmonious environment She felt
derogatory statments such as this decreased their property value and put a stigma
on community that they didn't deserve. Further, she felt they had been let down
by their representative and City Council.
Mayor Snider apologized to delegation for "poor choice of words" but emphasized
that the City of Pasco was proud of the improvement made in East Pasco during the
past few years, and because of minority and low-income families living there, this
area qualified for Block Grant Funds which would improve the social climate in the
area This is evidenced by the refurbishment of East Pasco Neighborhood Facility
Mrs Pamela McNutt stated there were areas south of "A" Street and east of
3rd Avenue which needed help more than East Pasco
Mr Gary Crutchfield defended presentation as it was a "needs assessment"
which was the reason for the study Overall, Dr Lock's observation had
been very positive and no where in the study had the word "ghetto" appeared
Mayor Snider again encouraged the delegation to be positive in their thinking
rather than negative He reiterated the City is looking at jobs skill training
facility to better equip low and moderate income residents in finding suitable
employment Further, there are Federal funds available and if Pasco doesn't
get them' fair share, some other City will He expressed disappointment in the
fact that more people did not participate in the interview process
Councilman Morgan stated he was glad to see people in attendance defending their
position He, too, had lived in East Pasco at one time and was proud of that
fact He emphasized that overall he supported Dr Lock's study but was sorry
that the term "ghetto" had been used in newspaper account
Councilman Jackson stated he had been present at meeting of East Pasco
Neighborhood Council when the "needs assessment" was discussed Dr Lock had
revised it to the expectations of Neighborhood Council and he felt it was a
good document He stated that anyone wishing to read the report could stop by
his house and he would be glad to share his copy
The City Manager stated he would make a copy available at the Library and several
councilmen volunteered theirs
ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS
ORDINANCE NO 2459
AN ORDINANCE AMENDING SECTION 9 60 090 OF THE PASCO MUNICIPAL
CODE AND ADDING A PROVISION TO LEVY A SPECIAL ASSESSMENT TO
DEFRAY THE COSTS OR TO REIMBURSE THE CITY FOR THE COSTS OF
ABATING A NUISANCE
Ordinance No 2459 was read by title only Mr Jackson moved to adopt Ordinance
No 2459, amending Pasco Municipal Code Section 9 60 090 to provide authority
to lien real property for the recovery of public funds expended to abate public
nuisances Seconded by Mrs Boothe Motion carried by roll call vote of six (6)
No further business, Mr Grigg moved for adjournment Seconded by s Boothe
Motion carried Meeting adjourned at 8 45 P M

ORDINANCE NO 2460
AN ORDINANCE AMENDING SECTION 10 32 040 OF THE PASCO MUNICIPAL
CODE BY INCLUDING THE EAST/WEST ALLEY BETWEEN WEST COURT AND
WEST BROWN STREETS (SEVENTH TO EIGHTH AVENUES) TO THE LIST
OF ONE-WAY STREETS AND ALLEYS
Ordinance No 2460 was read by title only Mrs Green moved to adopt Ordinance
No 2460, which, if passed, has the effect of making the East/West Alley parallel
and a half block south of Court Street between 7th and 8th Avenues one-way in
a westerly direction Seconded by Mr Jackson Motion carried
ORDINANCE NO 2461
AN ORDINANCE AMENDING ORDINANCE NO 2451 TO CORRECT DEFECTS IN
WORDING
Ordinance No. 2461 was read by title only Mrs Boothe moved to adopt Ordinance
No 2461, which amends Ordinance No 2451 to correct defects in wording Seconded
by Mrs Green Motion Carried
ORDINANCE NO. 2462 (First Reading)
AN ORDINANCE AMENDING THE 1983 ANNUAL BUDGET OF THE CITY OF PASCO
BY PROVIDING A SUPPLEMENTAL THERETO, BY APPROPRIATING AND REAPPROP-
RIATING REVENUE, BY PROVIDING TRANSFER AND EXPENDITURE AUTHORITY,
BY ADJUSTING THE EXPENDITURE PROGRAM OF VARIOUS FUNDS AND BUDGETS
WITHIN FUNDS, AND DECLARING AN EMERGENCY
Ordinance No 2462 was read by title only Mrs Green moved for the first
reading by title only of Ordinance No 2462, for the consideration of the
1983 Supplemental Budget No 1, and to set a public hearing thereon for
8 00 P M , Monday, August 15, 1983 Seconded by Mrs Boothe Motion carried
NEW BUSINESS
Lease Agreement with Senior Citizens Club Mr Grigg moved to authorize the
Mayor to sign the attached agreement with the Pasco-Franklin County Senior
Citizens Association, Inc to lease a mobile home for a Health Screening Program
Seconded by Mr Jackson Motion Carried.
SUGGESTIONS FROM COUNCIL - GENERAL DISCUSSION
Despite criticism of news media coverage, the staff and City Council commended
Gayle Metcalf of the Tri City Herald for his reporting expertise
