HomeMy WebLinkAbout04-18-1983 MinutesMINUTES PASCO CITY COUNCIL REGULAR MEETING APRIL 18, 1983 CALL TO ORDER Meeting called to order at 8 00 P M by E A Snider, Mayor ROLL CALL By City Clerk Councilmen present were Susan Boothe, Beverly Green, Charles Grigg, Ira Schmidt, E A Snider and Joe Jackson Councilman Emerson Morgan was absent (ill - excused) Also present were Lee Kraft, City Manager, Greg Rubstello, City Attorney, Max Bigby, Assistant City Planner, and Webster Jackson, Personnel/Purchasing Supervisor CONSENT AGENDA Mrs Green moved that consent agenda be approved Seconded by Mrs Boothe Motion carried by roll call vote of six (6) Consent items are as follows (a) To approve minutes of regular meeting held April 4, 1983 (b) Bills To approve General Claims in the amount of $443,242 38, claim warrant nos 34417 through 34608 To write off $1,850 00 of ambulance bad debts and turn them over to the collection agency (c) Appeal of Short Plat Decision (Durham, 83-06) To reverse the decision of the short plat administrator and direct that the short plat of Lots 14-16, Block 29, Riverside Addition, be approved by the short plat administrator (d) W S E 0 Grant - Swimming Pools To authorize staff to apply for a $15,000 grant from the Washington State Energy Office to provide a solar heating system for one of Pasco's neighborhood pools, of which up to $10,000 shall be used for construction and up to $5,000 for planning and architect's fee, and also to authorize up to $1,500 from the Contingency Fund, for a total project of $16,500 VISITORS There were no visitors wishing to address the Council at this time ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS ORDINANCE NO 2445 AN ORDINANCE AMENDING SECTION 10 56 110 OF THE PASCO MUNICIPAL CODE AND RESTRICTING PARKING ON MARGARET STREET BETWEEN 4TH AND 5TH AVENUES Ordinance No 2445 was read by title only Mr Grigg moved to adopt Ordinance No 2445, which has the effect of establishing two- hour parking on Margaret Street between 4th and 5th Avenues Seconded by Mr Jackson Motion carried by five yes and one no (Boothe) ORDINANCE NO 2446 AN ORDINANCE RELATING TO MOBILE HOMES BY AMENDING THE DEFINITION OF MOBILE HOME, ENACTING INSTALLATION STANDARDS, PERMIT AND INSPECTION REQUIREMENTS RELATED THERETO, AND REPEALING CONFLICTING REGULATIONS Ordinance No 2446 was read by title only Mr Schmidt moved to adopt Ordinance No 2446, amending the definition of "Mobile Home" and enacting permit requirements and installation standards for mobile homes in the City of Pasco Seconded by Mr Jackson Motion carried Mr Jackson moved to adopt the Summary Publication of Ordinance No 2446 Seconded by Mr Schmidt Motion carried MINUTES PASCO CITY COUNCIL REGULAR MEETING APRIL 18, 1983 ORDINANCES/RESOLUTIONS - Continued ORDINANCE NO 2447 AN ORDINANCE OF THE CITY OF PASCO, WASHINGTON, RELATING TO CONTRACTING INDEBTEDNESS, AMENDING ORDINANCE NO 2212, PROVIDING FOR THE ISSUANCE, SPECIFYING THE MATURITIES, MAXIMUM EFFECTIVE INTEREST RATE, TERMS AND COVENANTS OF $640,000 PAR VALUE OF "LIMITED TAX GENERAL OBLIGATION BONDS, 1983", OF THE CITY FOR STRICTLY CITY PURPOSES TO PROVIDE FUNDS WITH WHICH TO PAY, REDEEM AND RETIRE OUTSTANDING WARRANTS ISSUED TO PAY THE COST OF RELOCATING THE CITY'S MUNICIPAL GOLF COURSE AS PROVIDED BY ORDINANCE NO 2212, ESTABLISHING A BOND REDEMPTION FUND AND A CONSTRUCTION FUND, AND PROVIDING FOR THE SALE OF SUCH BONDS Ordinance No 2447 was read by title only Mr Grigg moved that Ordinance No 2447 be adopted, which amends Ordinance No 2212, which provided for the issuance, specifying the maturities, maximum effective interest rate, terms and covenants of $640,000 par value of "Limited Tax General Obligation Bonds, 1983", to provide funds with which to pay, redeem and retire outstanding warrants issued to pay the cost of relocating the City's Municipal Golf Course as provided by Ordinance No 2212, establishing a bond redemption fund and a construction fund, and providing for the sale of such bonds Seconded by Mr Schmidt Motion carried by roll call vote of six (6) ORDINANCE NO 2448 AN ORDINANCE AMENDING SECTION 22 68 020 OF THE PASCO MUNICIPAL CODE AND RELATING TO RADIOLOGICAL AND CHEMICAL WASTE Ordinance No 2448 was read by title only Mr Schmidt moved that Ordinance No 2448 be adopted, requiring certain land uses involving chemical wastes or radio active materials to be reviewed by the City Council Seconded by Mrs Boothe Motion carried ORDINANCE NO 2449 AN ORDINANCE FOR THE PURPOSE OF CLOSING FUND NO 316 OF THE CITY OF PASCO Ordinance No 2449 was read by title only Mrs Green moved that Ordinance No 2449 be adopted, to close Fund No 316 of the City of Pasco Seconded by Mr Jackson Motion carried NEW BUSINESS Maintenance of Old Bridge Mr Jackson moved that no further maintenance is to be done on the Old Bridge without concurrence of the City Councils of Kennewick and Pasco, the only exception to this policy would relate to mandatory maintenance of an emergency nature Seconded by Mr Schmidt Motion carried MISCELLANEOUS COUNCIL DISCUSSION Councilmembers Ira Schmidt and Charles Grigg mentioned that they had received complaints about the condition of the grass on the golf course in certain places City Manager Lee Kraft stated that he would look into this matter and that if the people who had complained would contact him, he would like to arrange for a tour of the golf course with these people to inspect the condition of the course City Manager Lee Kraft reminded the Council about the Association of Washington Cities Annual Convention, which is to take place in Bellevue on June 14-17, 1983, and requested Councilmembers to notify the City Manager's Office if they were interested in attending E A Snider, Mayor MINUTES PASCO CITY COUNCIL REGULAR MEETING APRIL 18, 1983 ADJOURNMENT No further business to come before the Council, Mr Jackson moved for adjournment Seconded by Mr Grigg Meeting adjourned at 8 20 P M ATTEST )1 Patricia Trudeau, Deputy City Clerk PASSED and APPROVED this 4;2, day of , 1983
