PASCO CITY COUNCIL
SPECIAL MEETING MARCH 29, 1982
CALL TO ORDER:
Meeting called to order at 8:00 P.M. by E. A. Snider, Mayor.
ROLL CALL:
By Deputy City Clerk. Councilmen present were: Susan Boothe,
Beverly Green, Charles Grigg, E. A. Snider, Joe Jackson, Emerson
Morgan, and Ira Schmidt. Also present were: Lee Kraft, City
Manager; Greg Rubstello, City Attorney; James Ajax, City Engineer.
VISITORS:
There were no visitors wishing to address the council at this time.
PUBLIC HEARING:
MAYOR SNIDER DECLARED THE PUBLIC HEARING OPEN TO RECEIVE CITIZEN
INPUT ON PROPOSED BUS ROUTES AND BUS STOPS IN THE CITY OF PASCO,
AS PROPOSED BY THE BENTON-FRANKLIN PUBLIC TRANSPORTATION BENEFIT
AREA AUTHORITY:
It was noted that the special hearing had been duly published as
required by law.
Mr. John Olson, of the Benton-Franklin Public Transportation
Benefit Area Authority stated that of the legal property owners
and folks that live adjacent to the bus stops that received noti-
fication, he received phone calls from eight such property owners.
Their questions are as follows:
Bus Stop #15: (northbound on 20th and Margaret) General inquiry
regarding the size of the bus stop.
Bus Stop #43: (eastbound on Road 32 and Sylvester) General
inquiry as to the reason for the March 29, 1982, special meeting.
Bus Stop #47: (5th and Clark) General inquiry.
Bus Stop #51: (5th and Henry) Homeowner made a suggestion that
the bus stop be moved to the other side of his driveway.
Bus Stop #74: (northbound on 10th and Henry) The folks from the
church had a question regarding parking in the bus zone area.
Bus Stop #80: (northbound on 10th and Shoshone) General inquiry.
Bus Stop #81: The folks at the bank wanted to know the exact
location of the bus stop with regard to egress from their parking
lot.
Bus Stop #108: (westbound on 22nd and Pearl) A visit from Ray
Waggaman brought up a possible safety hazard with the stop just
before the intersection. People have a tendency to exit in front
of the bus and cars are unable to see pedestrians. Prefer to be
on the opposite side of the intersection. Buses are liable for
injuries.
Three changes to be made to packet with regard to:
Bus Stop #51: (5th Street and Henry) Moved the stop 75 feet south
per owner's request.
Bus Stop #108: Eliminated the stop altogether.
Bus Stop #110: (2nd between Pearl and Jay) Decided to move closer
to Camlu front door.

Councilman Morgan questioned Bus Stop #80 where there is a flagman
at Longfellow School at the corners of Bonneville and at Shoshone,
where there is a possibility of congestion of children and traffic.
Would be better to% move the stop further south.; -
Mr. Olson felt that the drivers would automatically become more
cautious when they see the flagman but Councilman Grigg suggested
that if the bus stop were before the flagman, the flagman would be
obstructed and the traffic could not see him.
Mr. Olson will look into the possibility of moving the stop and
report back to the council.
Councilman Boothe wondered whether church members pdrking in the
bus zones on Sunday would receive a ticket, and Mr. Olson stated
the buses do not run on Sundays or six major holidays.
Mr. Kraft said the city will not be writing tickets on Sundays.
At this time Mayor Snider acknowledged the presence of Benton
County Commissioner Ron Jones.
Bill Edwards, North 14th Street, Pasco, Washington, felt that the
citizens had not considered the fact that there would be added
pedestrian traffic on the sidewalks in front of their homes, and
liability for injuries would rest with the homeowners and there is
a probability of increased Insurance rates.
He expressed concern for cars parking along the street for an
indeterminable amount of time thereby inconveniencing homeowners.
Mayor Snider reminded Mr. Edwards that the city could not restrict
citizens from parking along the street as it is public property.
Mr. Edwards questioned whether the city would construct park benches
in front of homeowner's homes and what this would do to the value
of their property. He also felt he would endure a loss of privacy
because the bus stopped in front of his bedroom window.
William Cameron, Associate Administrator of Our Lady of Lourdes
Hospital questioned whether the benches would be of standard design
or constructed by each property owner. He also voiced a concern as
to advertising being placed on the benches.
Mr. Olson said the benches would be of standard design and that
Mr. Edwards should not worry about a bench being situated in front
of his home as usually benches were placed at transfer points and
locations used by the elderly. He also did not foresee the use of
advertising on the park benches or buses at this time.
Following three (3) calls from Mayor Snider for further comments
from the floor, the Public Hearing was declared closed.
ORDINANCE NO. 2348:
AN ORDINANCE ALLOWING FOR AND CREATING BUS ZONES WHERE PARKING
IS PROHIBITED.
Brief discussion ensued regarding whether to adopt an ordinance
that will require installation of the sign desired by the PTBA
or to adopt the version that will require installation of a sign
in conformance with the Uniform Sign Manual.
Greg Rubstello, City Attorney, suggested the signs adopted in con-
formance with the Uniform Sign Manual would be easier for the city
to enforce.

ORDINANCE NO. 2348 - Continued
Ordinance No. 2348 was read by title only. Mr. Grigg moved to
adopt Ordinance No. 2348, allowing for and creating bus zones
where parking is prohibited (requiring the installation of a sign
in conformance with the Uniform Sign Manual). Seconded by Mrs.
Green. Motion carried by roll call vote of Seven (7).
A RESOLUTION DESIGNATING THE LOCATION OF BUS STOPS FOR THE BENTON-
FRANKLIN PUBLIC TRANSIT AUTHORITY.
Resolution No. 1502 was read by title only. Mr. Grigg moved to
approve Resolution No. 1502, giving the Benton-Franklin Public
Transit Authority approval to establish designated stops. Seconded
by Mr. Schmidt. Motion carried by roll call vote of seven (7).
