HomeMy WebLinkAbout03-15-1982 MinutesMINUTES PASCO CITY COUNCIL REGULAR MEETING MARCH 15, 1982 CALL TO ORDER Meeting called to order at 8 00 P M by E A Snider, Mayor ROLL CALL By City Clerk Councilmen present were Susan Boothe, Beverly Green, Charles Grigg, E A Snider, Joe Jackson and Emerson Morgan Councilman Ira Schmidt was absent (excused) Also present were Lee Kraft, City Manager, Greg Rubstello, City Attorney, James Ajax, City Engineer, Richard Erickson, Director of Parks and Recreation. At this time, Mayor Snider acknowledged Franklin County Commissioner, Harold Mathews, in the audience CONSENT AGENDA Mr Grigg moved that Consent Agenda be approved Seconded by Mrs Boothe Motion carried by roll call vote of six (6) Consent items are as follows a) Approval of Minutes To approve minutes of regular meeting, held March 1, 1982 b) Bills To approve General Claims in the amount of $285, 426 37, claim warrant nos 30261 through 30427 c) Criteria List for Selection of Architect for New Clubhouse To approve the following criteria list for the selection of a Golf Course Clubhouse Architect I Experience in construction of public buildings 2 Familiar with Tri City area and economy 3 Limit the architects to Eastern Washington 4 Experience in design of Golf Course Clubhouses desirable 5 Readily available for on-site inspection 6 Emphasis on women and minority-owned businesses 7 Familiarity in Municipal bid laws and procedures 8 Experience in energy saving designs 9 Appreciation of the Tri City weather 10 Knowledge of Golf Course Management and operations, particularly in area of the proshop, the cafe, and the maintenance of the turf d) Golf Tournament Fees To permit free green fees for the Professional- Amateur Tournament and a reduced rate of $5 00 per player for the Tr- City Amateur Golf Tournament e) Resolution No 1498 A joint Resolution of the City of Pasco and Franklin County expanding the membership of the Senior Citizens Advisory Committee to nine (9) voting members f) Resolution No 1499 A Resolution conditionally approving the Preliminary Plat of the Replat of Block 10, Wehe's First Addition, and setting forth the specific conditions under which a final plat of said replat may be prepared (PUTRA, 82-5-PP) g) . Resolution No 1500 A Resolution fixing the time and place for a public hearing to consider vacation of a certain portion of North 15th Avenue within the City of Pasco h) Appointments to Community Relations Task Force To re-confirm the appointment of the following Minority Coalition members to the Community Relations Task Force, with the terms of office as indicated Andres Espinoza 12/31/83 Corina Guterrez 12/31/84 Corsemore Edwards 12/31/85 Wilbert Butcher 12/31/83 4 ....1.- ' MINUTES PASCO CITY COUNCIL REGULAR MEETING MARCH 15, 1982 CONSENT AGENDA - Continued h) To confirm the appointment of five (5) additional members, one from each Council District, to the Community Relations Task Force, with the terms of office as indicated DISTRICT NO NAME 1 Marlin Henderson 2 Sharon Lawson 3 Ed Frost 4 Jacqueline (Candy) Davis 5 Walter Grisham TERM EXPIRATION 12/31/83 12/31/84 12/31/85 12/31/85 12/31/84 1) Proposed Grant Application Regarding Mid Life and Older Worker Project To authorize the Senior Citizens Advisory Committee to make application for a Federal Grant for a proposed employment project for older workers (Mid Life and Older Worker Project) j) Waiver of Sanitary Sewer Extension/Connection (Almac) To grant the waiver to Tract B, Plat of Agri-Center from the requirement of Ordinance No 2303 and connect to the sanitary sewer system, provided said real property is satisfactorily bound to equitable participation in the future extension of and connection to the sanitary sewer system k) Licensing of Amusement Games To confirm the appointment of Councilmembers Joe Jackson and Susan Boothe to represent the City Council to meet with a study committee to be established by the distributors and owners of amuse- ment machines, with the purpose of the study committee to attempt to develop a recommendation for licensing which can be acted on by the City Council 1) Sand For Bunkers at New Golf Course To authorize the expenditure from the Contingency Fund of not more than $4,000 for the purchase of white sand—for the bunkers at the new-mungcipal course VISITORS There were no visitors wishing to address the council at this time VERBAL REPORTS FROM COUNCIL MEMBERS a) Councilman Emerson Morgan reported he attended Parks & Recreation Advisory Council Meeting on March 3, 1982, and they primarily discussed their gift catalog He stated that the art work is being donated by Randy Rutherford Rental situation in East Pasco Neighborhood Facility was discussed at length because of high number of vacancies He acknowledged donation of $1,800 to East Pasco Neighborhood Facility It was announced that the Parks & Recreation Convention would be held in Pasco in 1983, further, Special Olympics for Handicapped persons would be held at Pasco High School on March 20, 1982 b) Councilman Emerson Morgan stated he attended a meeting of the Benton-Franklin Council on Aging at the Kennewick Senior Center on March 10, 1982 The new officers were introduced and funding discussed He reported that there would be a decrease of approximately $35,000 in State funds c) Mayor Duke Snider reported he attended a meeting of the Good Roads Association and the Department of Transportation gave a report on 1-82 and 1-182 They report it is moving along nicely and should be completed on or before schedule Mayor Snider stated he sent a telegram to Senator Sam Guess (who introduced legislation prohibiting demolition of old bridge) reminding him that politics should have nothing to do with our situation here in the Tri Cities Further, it had been voted down twice by the people of Pasco and Kennewick and the decision should rest locally and not with elected officials d) Councilman Joe Jackson attended meeting of Benton-Franklin Transit Authority at Kennewick City Hall on March 11, 1982 They selected capital program and over 100 applicants were received for administrative position At the con- clusion, Beckton'James was chosen Manager and Columbia Consultants as planning authority III PUBLIC HEARINGS MINUTES PASCO CITY COUNCIL REGULAR MEETING MARCH 15, 1982 VERBAL REPORTS FROM COUNCIL MEMBERS - Continued I I MAYOR SNIDER DECLARED THE PUBLIC HEARING OPEN TO CONTINUE RECEIVING PUBLIC INPUT ON FRANKLIN COUNTY ALLEY VACATION It was noted that the hearing had been duly published and posted There were no written adverse communications Mr Gary Crutchfield, Director of Community Development, stated that the alley presently contained a sanitary sewer line which served only the Health Department RCW Chapter 35 94 authorized the City Council to convey a segment of the public utility system if it is found to be surplus to the needs of the public system The alley also contains an underground electrical service line to the Health District Office Building The County has provided a separate easement to the PUD to relieve the need for a public way for said electrical service The alleys are not essential for vehicular circulation needs of the abutting properties The alleys have provided access to the utilities The easement to the P U D relieves the P U D 's reliance on the public alley The existing sanitary sewer line appears to be surplus to the sanitary sewer system and public needs, therefore, the line may be conveyed to the abutting property owner Conveyance of the line relieves the City of any need for the public alley Vacation of the alleys and conveyance of the sewer line appears to be in the best interest of the public and will enable the County to undertake its expansion minus in- hibitions presented by the alleys Mr Harold Mathews, Franklin County Commissioner, reiterated that plans were underway to expand present jail facilities to meet State demands Vacation of alley would assist the development of expansion He was hopeful that the City and County could negotiate a 10-year agreement in order to finance the project At this time, Mr Mathews announced that they had applications available for anyone wishing to serve on the Franklin County Advisory Council Following three (3) calls from Mayor Snider for further comments from the floor, either for or against, the public hearing was declared closed ORDINANCE NO 2344 (Franklin County Alley Vacation) AN ORDINANCE VACATING CERTAIN ALLEYS IN BLOCK 7, SYLVESTER PARK ADDITION, IN THE CITY OF PASCO Ordinance No 2344 was read by title only Mr Grigg moved to adopt Ordinance No 2344, vacating the alleys in Block 7, Sylvester Park Addition and conveying the sanitary sewer line in said alleys to the adjacent owners Seconded by Mrs Green Motion carried by roll call vote of six (6) MAYOR SNIDER DECLARED THE PUBLIC HEARING OPEN TO CONSIDER THE VACATION OF HUGO AVENUE AND THE ALLEY WITHIN ELLIOT'S ADDITION It was noted that the Hearing had been duly published and posted There were no written adverse communications Mr Grigg moved to postpone the public hearing on the vacation of Hugo Avenue and the alley within Elliot's Addition to April 19, CITY COUNCIL REGULAR MEETING MARCH 15, 1982 ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS ORDINANCE NO 2345 (Massage Parlors) AN ORDINANCE REGULATING THE FURNISHING OF ATTENDANTS IN PRIVATE QUARTERS TO BUSINESS PATRONS Ordinance No 2345 was read by title only Mr Grigg moved to adopt Ordinance No 2345, regulating the furnishing of attendants in private quarters to business patrons Seconded by Mr Morgan Motion carried by roll call vote of six (6) ORDINANCE NO 2346 (Massage Parlors) -AN ORDINANCE REGULATING AND LICENSING MASSAGE PARLORS, PUBLIC BATHHOUSES AND ATHLETIC CLUBS Ordinance No 2346 was read by title only Mrs Boothe moved to adopt Ordinance No 2346, regulating and licensing massage parlors, public bathhouses and athletic clubs Seconded by Mrs Green Motion carried by roll call vote of six (6) RESOLUTION NO 1501 A RESOLUTION REQUESTING ADVANCEMENT OF A PORTION OF FY-83 FAM FUNDS Resolution No 1501 was read by title only Mr Grigg moved to approve Resolution No 1501, which, if passed, has the effect of requesting Washington State Depart- ment of Transportation to advance the City $48,233 00 Seconded by Mr Morgan As a matter of information, Mr James Ajax stated this would eliminate Court Street and upgrade Ainsworth Avenue, and, Lewis Street (from 1st to 7th) would be overlayed, but did not know about installation of gutter Main motion carried by roll call vote of six (6) Mr Grigg moved to authorize the Mayor to sign all necessary documents, including the municipal agreement and project prospectus, to secure FAM funding for the overlay of Clark Street (5th to 14th), 14th Avenue ("A" to Ainsworth and Lewis Street to Sylvester), Lewis Street (1st to 7th) and Ainsworth (8th to Grey) Seconded by Mr Morgan Motion carried by roll call vote of six (6) ORDINANCE NO 2347 (Correct Quit Claim Deed of Ruby Poland) AN ORDINANCE AMENDING ORDINANCE NO 2342 BY THE CORRECTION OF A DEFECT IN WORDING Ordinance No 2347 was read by title only Mr Grigg moved that Ordinance No 2347 be adopted Seconded by Mrs Boothe Motion carried by roll call vote of six (6) UNFINISHED BUSINESS PTBA BUS ROUTES Mr Grigg moved to set a public hearing on the matter of bus stop locations in Pasco for the night of Monday, March 29, 1982, at 8 00 P M , and that this be advertised as a special meeting of the City Council for the sole purpose of dealing
