PASCO CITY COUNCIL
SPECIAL MEETING
CALL TO ORDER
Meeting called to order at 8 00 P M by Mayor, E A Snider
ROLL CALL
JUNE 14, 1982
By City Clerk Councilmen present were Susan Boothe, Beverly Green, Charles
Grigg, Ira Schmidt, E.A Snider, Joe Jackson and Emerson Morgan. Also present
were Lee Kraft, City Manager, Greg Rubstello, City Attorney, Diane Dolan,
Finance Director, James Ajax, City Engineer, John Hager, Fire Chief, Webster Jackson,
Purchasing/Personnel Supervisor, Gary Crutchfield, Director of Community Development
and Ken Neilsen, Office Manager/Data Processing
VISITORS
There were no visitors wishing to address the Council at this time
UNFINISHED BUSINESS
1982 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM Mr Jackson moved to adopt
the proposed Statement of Community Development Objectives, as recommended by
the Citizens Advisory Committee, and adopt the Projected Use of Funds for the
1982 Program as follows
1 7th & "B" Park, Phase I $ 25,000
2 Housing Rehab/Demolition 100,000
3 Economic Assistance (Program Development
& Brochure 10,000
4 Historic Structure Survey 5,000
5. Neighborhood Profile 5,000
6. Historical Society completion of Carnegie
Museum Bldg (rather than $21,700 requested) 20,000
7. Oregon Avenue Storm Drain 250,000
8 Senior Citizen Housing Site Acquisition 150,000 '
9. East Pasco Neighborhood Council 135,000
with the following conditions That the
facilities be inspected for actual need,
that work write ups be given to the City Council
for approval prior to actual expenditure of any
funds, up to $125,000 for improvements, and in-
cluding an additional $10,000 for a needs
assessment
Seconded by Mr. Schmidt
Mr Jackson commended Committee who worked on needs of community, and particularly,
was in favor of Item No. 9, East Pasco Recreational Facility, as without Block
Grant Funds, there would be none available for such a use
Mr Ira Schmidt asked what "Senior Citizen Housing Site Acquisition" was Staff
replied that the Senior Citizen Center Site includes about 50,000 square feet of
vacant land which appears to provide an excellent opportunity for senior citizen,
housing, however, it is owned by the County who needs land for other purposes
Therefore, it is proposed that the City purchase an equivalent site which would
meet the County's needs, exchange the site for the County-owned parcel at the
Senior Citizen's Center, and sell the parcel at the Senior Citizen Center for
a Senior Citizen Housing Project The proceeds from the sale of the site would
be re-programmed to the next Block Grant Program (the money would be "re-cycled "
Mr. Schmidt expressed concern that the City would be getting into the land
development business and felt this should be an endeavor of the Housing Authority
Mr Crutchfield explained the Housing Authority did not have sufficient money,
therefore, the City could buy land through H U D and recycle back
Mr. Grigg asked about a trade-off with Volunteer Park? Mr Crutchfield replied
that the park had been donated by Burlington Northern for park purposes, and if
it were used for any other purpose, it would revert back
Mrs Beverly Green failed to see rationale of Item Nos 2 and 8 She felt there
were better uses for the money than tearing down houses and site acquisition Staff
replied that the money had to be used for building facility other than what the City
provides Further, they could spend no more than 10% of annual Entitlement amount

Mayor Snider asked how much of No 2 was used for demolition Mr Crutchfield
replied approximately $50,000 Mayor Snider then responded that he knew from
personal experience as a former City employee that a lot of demolition could be
done without costing that much money He felt the object was to catch the places
while they were empty and condemn them under our Abatement Ordinance Further,
what was wrong with condemning the property, assessing a lien against the property
and if the property owner didn't pay, take the property He felt the burden for
improvement or destruction should be placed on the property owner as a good share
of our rental property is owned by absentee landlords who could care less about
what condition their property is in as long as they get the rent
Mr Emerson Morgan expressed concern that before we allocate $75,000 to renovate
Kurtzman Park Building, we have some plan for maintenance and repairs so that it
will not deteriorate to this condition again
Mayor Snider asked, "shouldn't some of our summer programs be held in Kurtzman
Park?" That way, the youth of East Pasco would have an equal opportunity to partici-
pate in recreational activities Mrs Green concurred with this comment
Mr Ira Schmidt stated he had been led to believe that East Pasco residents
would work diligently to maintain and police facility so that it will not get
run down
Mayor Snider felt some consideration should be given to improving streets in
East Pasco area
Mrs Sharon Lawson asked, "didn't we pass an Ordinance for 1% of utility taxes
to be earmarked for street improvement?" Staff replied this was for streets
needing overlays as part of L I D program, not new construction
Mrs Green moved to amend original motion by reducing Item No 2 (Housing
Rehab/Demolition) to $50,000, deleting Item No 8 in its entirety (Sr
Citizen Housing Site Acquisition, $150,000), combine the two amounts in the
amount of $200,000 for street reconstruction Seconded by Mrs Boothe
Mr Grigg moved to further amend Mrs Green's motion by delegating the $200,000
as follows
"A" Street Overlay (Wehe to Elm) $ 30,000
Rebuild "A" Street (Elm to Cedar) 40,000
3-R Area Street Improvement 130,000
$200,000
Seconded by Mr Morgan
Mayor Snider called for question on amendment of Mr Grigg Mr Schmidt moved
to approve amendment made by Mr Grigg Seconded by Mr Morgan Motion carried
by roll call vote of seven (7)
Mayor Snider called for question on original amendment of Mrs Green Mr Schmidt
moved to approve amendment by Mrs Green Seconded by Mr Jackson Motion carried
by roll call vote of seven (7)
Main motion carried, as amended, by roll call vote of seven (7)
Mr Henry Kidwell, representing Democratic Party, wanted to go on record as
favoring repairing East Pasco Neighborhood Facility and keeping restrooms in
"Peanuts" Park open for public use
Mr Cos Edwards urged councilmen to drive by East Pasco facility and see for
themselves what problems they have
SUMMARY PUBLICATION - ORDINANCE NOS 2361 and 2362 Mr Jackson moved to approve
the summary publications drafted for Ordinance Nos 2361 and 2362 Seconded by
Mrs Boothe Motion carried by roll call vote of seven (7)

MISCELLANEOUS FROM COUNCIL - GENERAL DISCUSSION
Mr Charles Grigg stated to Mr. Cos Edwards that the City realized that they
had an area which seemed to be abandoned by Park Program, however, if residents
of East Pasco didn't feel that they were being equally treated, they should make
the City Council aware of such situation Mr Grigg felt that all youth should
be treated equally and fairly, and a good recreational program would be beneficial
in Kurtzman Park area
Mr Ira Schmidt urged his collegues to attend a meeting of the East Pasco
Neighborhood Facility Directors as he had been warmly received when he had
attended their discussions
Mr Albert Stallworth, Greater Faith Baptist Church, thanked the City Council
for their support He reiterated that East Pasco citizens do have a part in
the City, and with their cooperation along with direction from the City, We
can work together for the success of facility and grant that has been^received
ADJOURNMENT
Mr Schmidt moved that special meeting be adjourned Seconded by Mrs Boothe
