HomeMy WebLinkAbout07-06-1982 MinutesMINUTES PASCO CITY COUNCIL REGULAR MEETING JULY 6, 1982 CALL TO ORDER: Meeting called to order at 8:00 p.m., by Mayor Pro Tem Ira Schmidt. ROLL CALL: By Deputy City Clerk. Councilmen present were: Beverly Green, Charles Grigg, Ira Schmidt, Joe Jackson and Emerson Morgan. Councilmen E. A. Snider and Susan Boothe were absent from the meeting (excused). Also present was Max Bigby, Planning Department. CONSENT AGENDA: Mr. Grigg moved to approve the Consent Agenda. Seconded by Mrs. Green. Motion carried by roll call vote of five (5). Consent items are as follows: a) Approval of Minutes. To approve minutes of regular meeting held June 21, 1982, and special meeting held June 28, 1982. b) Bills and Communications: To approve general claims in the amount of $233,922.16; Claim warrants numbered 31403 through 31553. To approve payroll claims in the amount of $260,819.31; Payroll warrants numbered 8007974 through 8008146; and 1 through 210. c) Resolution No. 1517: To approve Resolution No. 1517 ordering the consolidation of LID No. 97 Final Assess- ment Nos. 414, 415, 658 and 659, Lots 7, 8, 9, 10, Block 1, North Poplar Addition into the new Lots 1 and 2 of Short Plat No. 82-7, as requested by the property owners. d) Replacement and Update of Respiratory Equipment: To approve $4,672.00 for the replacement of six (6) and the upgrade of four (4) of the Fire Department's six- teen (16) respirators; and to confirm that the Council will appropriate this money from the General Fund by supplemental budget. e) Resolution No. 1518: To approve Resolution No. 1518, fixing August 2, 1982, as the time for a public hearing to consider the Benward Vacation Petition (File No. 82-28-V). f) Authorization to Call for Bids - Engineering Survey Van: To authorize staff to call for bids on one half-ton cargo van to be used as an engineering survey van. g) Golf Cart Storage Facility - Special Meeting: To set a Special Council Meeting, 8:00 p.m., July 12, 1982, to consider an award of contract for construction of a golf cart storage facility. VISITORS: There were no visitors wishing to address the council at this time. REPORTS FROM COMMITTEES AND/OR OFFICERS: Beverly Green - B. F. Community Services Board. The board watched a movie about a halfway house for drug offenders at the June 23, 1982, meeting. MINUTES PASCO CITY COUNCIL REGULAR MEETING July 6, 1982 REPORTS FROM COMMITTEES AND/OR OFFICERS - Continued: 2. Ira Schmidt - B. F. District Board of Health. Presented vouchers for payment at June 24, 1982, meeting. 3. Emerson Morgan - Parks & Recreation Advisory Council. Mr. Morgan attended the July 1, 1982, meeting and stated the gift catalogue was now complete, but holding off on selecting a paper company to furnish the paper for the catalogue. Still looking for a concession stand at the swimming pool and the recreation program at the high school is going strong and registration appears to be up over last year. Director of Finance. Mr. Jackson asked how the number of business licenses issued this year compared with last year. Mr. Kraft said he would check into it. PUBLIC HEARINGS AND COUNCIL ACTION ON 'ORDINANCES RELATING THERETO: None. ORDINANCES AND RESOLUTIONS NOT RELATING TO PUBLIC HEARINGS: ORDINANCE NO. 2368: AN ORDINANCE OF THE CITY OF PASCO, WASHINGTON, AMENDING ORDINANCE NO. 2321 APPROVING AND CONFIRMING THE ASSESS- MENTS AND ASSESSMENT ROLL OF LOCAL IMPROVEMENT DISTRICT NO. 115. Ordinance No. 2368 was read by title only. Mr. Grigg moved to adopt Ordinance No. 2368, which has the effect of changing final L.I.D. No 115 Assessment Roll amount from $179,632.03 to $181,002.03 by amending Section 1 of Ordinance No. 2321. Seconded by Mr. Jackson. Motion carried by roll call vote of five (5). ORDINANCE NO. 2369: AN ORDINANCE RELATING TO ZONING AND CHANGING THE ZONE CLASSIFICATION OF CERTAIN REAL PROPERTY WITHIN THE CITY OF PASCO FROM R-T (Residential Transition) to I-1 (Light Industry). Mr. Grigg moved that July 19, 1982, at 8:00 p.m., be set as the date for a public hearing on Ordinance No. 2369. Seconded by Mr. Jackson. Motion carried. ORDINANCE NO. 2370: AN ORDINANCE RELATING TO ZONING BY CHANGING THE ZONE CLASSIFICATION OF CERTAIN REAL PROPERTY IN THE CITY OF PASCO FROM R-3 (Medium Density Residential) TO R-4 (High Density Residential). Ordinance No. 2370 was read by title only. Mr. Grigg moved to adopt Ordinance No. 2370, granting the rezone from R-3 to R-4 as recommended by the Planning Commission. Seconded by Mr. Jackson. Carried by a roll call vote of four (4). Mrs. Green voting no. Ordinance No. 2371 was read by title only. Mr. Grigg moved to adopt Ordinance No. 2371, granting the rezone from R-3 to R-4, as recommended by the Planning Commission. Seconded by Mr. Jackson. Motion carried by a roll call vote of four (4). Mrs. Green voting no. ORDINANCE NO. 2372: AN ORDINANCE RELATING TO ZONING BY CHANGING THE ZONE CLASSIFICATION OF CERTAIN REAL PROPERTY IN THE CITY OF PASCO FROM R-3 (MEDIUM DENSITY RESIDENTIAL) TO R-4 (HIGH DENSITY RESIDENTIAL). Ordinance No. 2372 was read by title only. Mr. Grigg moved to adopt Ordinance No. 2372, granting the rezone from R-3 to R-4 as recommended by the Planning Commission. Seconded by Mr. Jackson. MINUTES PASCO CITY COUNCIL REGULAR MEETING July 6, 1982 ORDINANCES AND RESOLUTIONS NOT RELATING TO PUBLIC HEARINGS - Continued: ORDINANCE NO. 2375: AN ORDINANCE RELATING TO ZONING BY CHANGING THE ZONE CLASSIFICATION OF CERTAIN REAL PROPERTY IN THE CITY OF PASCO FROM R-3 (MEDIUM DENSITY RESIDENTIAL) TO R-4 (HIGH DENSITY RESIDENTIAL). Ordinance No. 2375 was read by title only. Mr. Grigg moved to adopt Ordinance No. 2375, granting the rezone from R-3 to R-4, as recommended by the Planning Commission. Seconded by Mr. Jackson. Motion carried by roll call vote of four (4). Mrs. Green voting no. ORDINANCE NO. 2376: AN ORDINANCE RELATING TO ZONING BY CHANGING THE ZONE CLASSIFICATION OF CERTAIN REAL PROPERTY IN THE CITY OF PASCO FROM R-3 (MEDIUM DENSITY RESIDENTIAL), TO R-4 (HIGH DENSITY RESIDENTIAL). Ordinance No. 2376 was read by title only. Mr. Grigg moved to adopt Ordinance No. 2376, granting the rezone from R-3 to R-4 as recommended by the Planning Commission. Seconded by Mr. Jackson. Motion carried by roll call vote of five (5). ORDINANCE NO. 2377: AN ORDINANCE RELATING TO ZONING BY CHANGING THE ZONE CLASSIFICATION OF CERTAIN REAL PROPERTY IN THE CITY OF PASCO FROM R-3 (MEDIUM DENSITY RESIDENTIAL) TO R-4 (HIGH DENSITY RESIDENTIAL) AND REPEALING ORDINANCE NO. 2233. Ordinance No. 2377 was read by title only. Mr. Grigg moved to adopt Ordinance No. 2377, maintaining the zoning of Lot 1, Short Plat 81-2 as R-3 and granting the rezoning of Lot 2, Short Plat 81-2 to R-4 and eliminating the existing concomitant agreement on the property, as recommended by the Planning Commission. Seconded by Mr. Jackson. Motion carried by roll call vote of four (4). Mrs. Green voting no. UNFINISHED BUSINESS: Refuse Collection Contract: Confirmation of Approval to Impose New Rates 7/1/82: Mr. Grigg moved to confirm that the intent of the Council in adopting Resolution No. 1515 was also to permit Basin Disposal, Inc., to impose the new contract rate schedule on July 1, 1982. Seconded by Mrs. Greene. Motion carried by roll call vote of five (5). NEW BUSINESS: Rezone: R-3 (Medium Density Residential) to R-4/R-5 (High Density Residential) - Western Heritage (82-26-Z): Mr. Grigg moved to concur in the Planning Commission's recommendation that Lot 16, Block 7, Gantenbein's Addition is appropriately classified R-3 (Medium Density Residential) and, therefore, a change in zone classification is unwarranted. Seconded by Mr. Jackson. Motion carried by roll call vote of five (5). MISCELLANEOUS COUNCIL DISCUSSION: None. ADJOURNMENT: Mr. Grigg moved that the meeting adjourn.
