HomeMy WebLinkAbout01-04-1982 MinutesMINUTES PASCO CITY COUNCIL JANUARY 4, 1982 REGULAR MEETING CALL TO ORDER Meeting called to order at 8 00 P M by E A Snider, Mayor ROLL CALL By City Clerk Councilmen present were Susan Boothe, Beverly Green, Charles Grigg, Ira Schmidt, E.A Snider, Joe Jackson and Emerson Morgan Also present were Lee Kraft, City Manager, Greg Rubstello, City Attorney, Mike Vandiver, Chief of Police, Webster Jackson, Purchasing/Personnel Director, and Gary Crutchfield, Director of Community Development Mayor Snider welcomed newly seated Councilperson, Susan Boothe, to the City Council Mayor Snider commended former councilman, Sterl Adams, for his dedication to the City of Pasco and wished him well in his new endeavor Mayor Snider acknowledged Kennewick City Councilman, Larry Luchi, in the audience CONSENT AGENDA Mr Grigg moved to approve Consent Agenda Seconded by Mr. Schmidt Motion carried by roll call vote of seven (7) Consent items are as follows _ a) Approval of Minutes To approve minutes of regular meeting, held December 21, 1981 b) Bills To approve general claims in the amount of $105,830 95, claim warrant nos. 29570 through 29651 VISITORS Mr Ed Frost again reminded the council that another month had passed without any word on Lt Glenn Butner, and urged that this be concluded as soon as possible Mayor Snider replied that as soon as they have the final report, the public will be made aware of the outcome Mayor Snider acknowledged donation of $150 from Dr L G Zirkle, to be applied towards maintaining East Pasco Neighborhood Facility PUBLIC HEARING MAYOR SNIDER DECLARED THE PUBLIC HEARING OPEN TO CONSIDER THE PLANNING COMMISSION'S RECOMMENDATION TO REQUIRE SCREENING OF OUTDOOR STORAGE IN THE COLUMBIA EAST COMMERCIAL/INDUSTRIAL AREA It was noted that the hearing had been duly published and posted There were no written adverse communications received Mr Gary Crutchfield, Director of Community Development, stated that the Landscaping/Screening Ordinance, adopted by the City over two years ago established the requirement that outdoor storage facilities in commercial or industrial zones be screened from certain adjacent streets Those streets are listed in PMC, Section 22 82 050 (b) Since the adoption of the Ordinance, the entire Columbia East Commercial/Industrial area has been created through L I D and the streets serving that area have been installed and named In order to keep the Ordinance current with respect to new developments, the section which lists certain streets should be amended to include those streets created over the past couple of years in the Columbia East Commercial/ Industrial area Such an amendment can be accomplished by adding the following named streets to PMC 22 82 050 (b) 1 Commercial Avenue 2 Capitol Avenue 3. King Avenue 4 Hillsboro Street, east of Highway 395 5 St Helens Street, east of Highway 395 MINUTES PASCO CITY COUNCIL REGULAR MEETING JANUARY 4, 1982 PUBLIC HEARING - Continued Staff originally planned to present the foregoing amendment next summer in conjunction with amendment of the commercial/industrial zoning districts However, new construction is anticipated to occur in the Columbia East Commercial/ Industrial area in the spring and summer of 1982 and one of the owners in the Columbia East area has indicated some difficulty in gaining concurrence from perspective developers to comply with the screening requirement unless it is spelled out in the City's Zoning Ordinance Therefore, staff has presented the amendment for your review. Normal procedure would dictate a public hearing conducted by the Planning Commission, following which the Commission would issue its recommendation to the City Council for their action without further public hearing However, due to the desire of the forementioned property owner to establish the screening requirement along streets in the Columbia East Commercial/Industrial area before the new developments take place, the Commission could review the amendment without public hearing, forward the proposed amendment with the recommendation that the City Council conduct a public hearing, and if deemed appropriate, enact the amendment. This alternative procedure reduces the time period by one month Otherwise, the Commission would conduct a hearing at their January meeting and the council would receive the recommendation in early February Following presentation by Mr Crutchfield, the City Clerk read letter from Bob Tippett of Tippett Land & Mortgage Company, encouraging passage of an Ordinance for site obscuring fencing and the enforcement thereof, as opposed to protective covenants Mr Dale Kinsley, owner of property in Columbia East area, supported passage of such an Ordinance Following three (3) calls from Mayor Snider for further comments from the floor, either for or against, the public hearing was declared closed. ORDINANCE NO 2327 (Screening, Columbia East) AN ORDINANCE RELATING TO ZONING BY AMENDING PMC 22 82.050 (SCREENING REQUIRED) Ordinance No 2327 was read by title only Mrs Green moved to adopt Ordinance No 2327, adding the streets in the Columbia East Commercial/Industrial Area to the list of streets from which outdoor storage must be screened and providing a compliance period for existing developments Seconded by Mr Jackson Motion carried by roll call vote of seven (7) ORDINANCE NO 2328 (Kremer Rezone) AN ORDINANCE RELATING TO ZONING AND CHANGING THE ZONE CLASSIFICATION OF CERTAIN REAL PROPERTY WITHIN THE CITY OF PASCO FROM R-1 (LOW DENSITY RESIDENTIAL) TO C-3 (GENERAL BUSINESS) Ordinance No 2328 was read by title only Mr Schmidt moved to adopt Ordinance No 2328, granting the Kremer rezone as recommended by the Planning Commission Seconded by Mr Morgan Motion carried by roll call vote of seven (7) ORDINANCE NO 2329 (Campbell Rezone) AN ORDINANCE RELATING TO ZONING AND CHANGING THE ZONE CLASSIFICATION OF CERTAIN REAL PROPERTY WITHIN THE CITY OF PASCO FROM C-1 (WITH CONCOMITANT AGREEMENT) TO "0" (OFFICE) Ordinance No 2329 was read by title only Mr Grigg moved to adopt Ordinance No 2329, granting the Campbell rezone as recommended by the Planning Commission Seconded by Mr Schmidt Motion carried by roll call vote of seven (7) E A nider, Mayor MINUTES PASCO CITY COUNCIL REGULAR MEETING JANUARY 4, 1982 NEW BUSINESS ELECTION OF MAYOR Ballots were distributed for election of Mayor The first ballot indicated a unanimous vote for E A. SNIDER No further balloting for Mayor MAYOR PRO-TEM Ballots were distributed for election of Mayor Pro Tem First ballot indicated six (6) votes for IRA SCHMIDT, one (1) vote for BEVERLY GREEN Majority vote declared IRA SCHMIDT, Mayor Pro Tern for the City of Pasco MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL Councilman Morgan commended Mayor Snider and Pro-Tern Schmidt for the way they conduct meetings and listen to the people ADJOURNMENT No further business, meeting adjourned at 8 20 P M A TTESA -A141/ yn Wel s, City Clerk PASSED and APPROVED this a day of 6<nvt,14_"-, , 1982
