REGULAR MEETING
DECEMBER 6, 1982
CALL TO ORDER
Meeting called to order at 8 00 P M by E A Snider, Mayor
ROLL CALL
By City Clerk Councilmen present were Beverly Green, Ira Schmidt,
E A Snider, Joe Jackson and Emerson Morgan Councilmen Grigg (out of town,
excused) and Boothe (ill - excused) were absent from the meeting Also present
were Lee Kraft, City Manager, Greg Rubstello, City Attorney, Diane Dolan,
Finance Director, James Ajax, City Engineer, Richard Erickson, Director of Parks/
Recreation, Capt Dennis Kasparek, Acting Police Chief, John Hager, Fire Chief,
Webster Jackson, Purchasing/Personnel Supervisor, Gary Crutchfield, Director of
Community Development, Ken Neilsen, Data Processing Supervisor and Art Bieker,
Police Judge
CONSENT AGENDA
Mr Jackson moved that the Consent Agenda be approved Seconded by Mr Schmidt
Motion carried by roll call vote of five (5) Consent items are as follows
a) Approval of Minutes To approve minutes of regular meeting, held
November 15, 1982
b) Bills To approve General Claims in the amount of $437,770 45,
claim warrant nos 32908 through 33104
To approve Payroll Claims in the amount of $250,513 75, Payroll
warrant nos 1912 through 2072, and 2073 through 2230
c) Interest Bearing Warrant Extension - Golf Course Redevelopment
To approve the extension of Golf Course Redevelopment Interest
bearing warrants through March 31, 1983, at 11% interest rate, to
pay the accumulated interest due of $107,848 74 from the Contingency
Fund, with the understanding that the Contingency Fund is to be
reimbursed by a similar amount when the sale of golf course surplus
land creates enough revenue to permit repayment
d) Resolution No 1548 A Resolution for a two-year waiver of the
payment of Admissions Tax by Columbia Basin College
e)
, Resolution No 1549 A Resolution fixing the time and place for a
public hearing to consider vacation of a certain alley within the
City of Pasco
f) Policy Decisions Relating to Housing Rehabilitation Program To effect
the following policy decisions relating to the Community Development
Block Grant Housing Rehabilitation Program
1) Zoning classification should not affect eligibility determinations
2) The Housing Rehabilitation Program, commencing in Program Year
1983, should be operated on a "deferred loan" basis (rather
than "grants") with a maximum annual interest rate of 3%
3) The lien of property benefited under the Housing Rehabilitation
Program should be effective upon any transfer of ownership
(rather than exempt "inheritance")
4) Verification of income eligibility should include three years
(rather than just one year)
5) Commencing with the 1983 program, priority should be given
those households of a "very low income "

h) Senior Citizens Advisory Committee (No written material on Agenda)
To appoint Councilmember Emerson Morgan as the City Council representative

MAYOR SNIDER TRANSPOSED REGULAR ORDER OF BUSINESS IN ORDER TO CONSIDER
HUMANE SOCIETY ANIMAL CONTROL CONTRACT FOR CALENDAR YEAR, 1983
Mr Paul Pallmer asked the City Council the following questions
1) Should past performance record of Humane Society be considered?
2) Who enforces - Humane Society or citizens?
3) If surplus money becomes available, can it be used to subsidize ambulance?
4) Will contractor be expected to concur with the purpose of Animal Control
Ordinance?
Mayor Snider defended Humane Society as a "no-win" situation If they do their
job, the citizens are mad at them, if they do not do their job, the cities are
unhappy with them He reiterated we all make mistakes and he felt they were doing
an awesome job under extremely difficult situations
Mr Schmidt moved to adopt the Addendum to the 1982 Animal Services Agreement
with the Benton-Franklin County Humane Society, which extends the existing
contract in all respects for calendar year 1983, and to authorize the Mayor
to sign the Addendum on behalf of the City Seconded by Mrs Green Motion
carried by roll call vote of five (5)
VISITORS
Mayor Snider announced that an item had been missing from City inventory for
some time, but at last had been found. He asked Jim Ajax, Director of Public
Works to come to the podium At this time, he presented to Jim a plaque bearing
an original 1912 brass marker which had been found in the street at 1st & Clark
The plaque was accepted with much appreciation and in turn, Mr Ajax recognized
and commended Alan Lobdell, a member of his engineering staff, who was present
in the audience (Plaque made and donated by L W Vail Co )
REPORTS FROM OFFICERS/COMMITTEES
a) Mid-Columbia Research Bureau Councilman Beverly Green reported that she
attended meeting on November 17, 1982 and they, primarily, discussed formation
of new Board
b) Benton-Franklin Governmental Conference Councilman Beverly Green announced
that their budget was the only thing they discussed and it had increased only
$30 from last year
c) Benton-Franklin District Board of Health Councilman Ira Schmidt reported
that they approved vouchers and discussed 1983 budget
d) Parks/Recreation Advisory Council Councilman Emerson Morgan reiterated that
they studied gift catalog, discussed park at 7th & B, softball field location
and Federal Plan He called attention that Cable Bridge Run had been featured
in "Runner's World" which is quite an honor
e) Councilman Joe Jackson gave a brief report on his recent trip to Olympia as
a member of Governor Spellman's Nuclear Waste Council He stated that there
are many decisions to be made and they primarily discussed roles of the task
force
PUBLIC HEARINGS
MAYOR SNIDER DECLARED THE PUBLIC HEARING OPEN ON 1983 PRELIMINARY BUDGET
For benefit of delegation in attendance, Finance Director, Diane Dolan, gave
a run down of 1983 Preliminary Budget from transparencies prepared Total
proposed budget is $12,458,162, which is only slightly higher than 1982
Judge Art Bieker addressed the council and enlightened them on impact of new
laws pertaining to jury trials He reiterated that it would cost conservatively
approximately $500 for jurors alone, not including other expenses The City
cannot look to the State for increased costs, therefore, this expense would have
to be added by supplemental budget

PUBLIC HEARING - Continued
Mayor Snider asked about "war on drugs." He felt it was imperative that we
educate all Police officers, not just the Criminal Division Capt Dennis
Kasparek, Acting Police Chief, stated he could use another $10,000 for "buy" money,
however, due to tight budget constraints, he had only budgeted $5,000 It was
suggested that someone from the Metro Division might talk to the City Council
and enlighten them on problems of drug control and enforcement Staff will

Mayor Snider questioned possibility of funding an Assistant for the City
Manager so it would free up valuable time to promote sale of City owned land,
annexations, etc If we are to find new ways to increase revenues, it is
necessary to provide some relief for the City Manager so he can pursue new
avenues He suggested the possibility of looking at 1/2 cent sales tax as a
means of revenue The City Manager concurred that an Assistant would be a valued
asset to his staff, but called attention that our City Engineer and City Attorney
also needed relief badly
Mr Leonard Dietrich favored an Assistant for the City Manager, and then this
Assistant could research and evaluate the overall situation
Mr Harry Moore suggested hiring a commercial broker to work for the City of
Pasco in an effort to dispose of City owned land
Staff will look into possility of funding an Assistant for City Manager and
City Engineer
Mr Jackson moved to continue public hearing to Monday, December 13, 1983, as
well as item nos 8-a,b,c,d,f (Senior Center Van Transportation, Recreation
Services Fees, Charges for special services, fire permits and Pasco/Wenatchee
comparable operations report) Seconded by Mr Schmidt Motion carried

PUBLIC HEARING - Continued
MAYOR SNIDER DECLARED THE PUBLIC HEARING OPEN TO CONSIDER VACATION OF THAT
PORTION OF GRAY AVENUE, LYING SOUTH OF THE SOUTH LINE OF WASHINGTON STREET
It was noted that the Hearing had been duly published and posted as required
by law There were no written communications received
Mr Gary Crutchfield recommended that Council open the public hearing for input
on the matter and then continue the hearing to January 17, 1983, to allow the
utility to obtain a utility easement with the affected applicant prior to
Council action on the matter
Mr Schmidt moved to continue public hearing on the vacation of a portion of
Gray Avenue right of way until January 17, 1983 Seconded by Mr Jackson
Motion carried
ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS
ORDINANCE NO 2414
AN ORDINANCE AMENDING SECTION 3 05 020 OF THE PASCO MUNICIPAL
CODE AND CHANGING THE RATE OF THE MONTHLY AMBULANCE SERVICE
EXCISE TAX
Ordinance No 2414 was read by title only Mr Jackson moved to adopt Ordinance
No 2414, amending Section 3 05 020 of the Pasco Municipal Code and changing the
rate of the monthly ambulance service excise tax Seconded by Mrs Green
Mr Earl Warren asked why the costs had doubled? Staff replied that it had come
from Fire Budget before and is now being charged direct to ambulance Mr Warren
further stated he resented paying other peoples bills which is what he is doing
by being assessed for vacant units
The City Manager replied if we gave vacancy credits, we would have to charge all
households approximately $1 86 per month

ORDINANCES - Continued
Mr Harry Moore, President of Apartment Owners Association, suggested raising the
rate to $2 00, implement an apartment vacancy credit, and put all apartment owners
on the honor system to report their vacancies correctly This would apply to all
vacancies over thirty (30) days
Mr Al Benedict, Manager of Americana Apartments, stated they had 75 vacant units
right now and with high inflation, vacancy rate, water,,sewer and ambulance tax
assessed against their empty units, they were at the breaking point He, too,
asked for some type of vacancy credit
The City Manager stated it would cost the City a number of dollars to purchase
necessary software to initiate vacancy credits on computer, plus personnel to
monitor system He suggested a discount of 10% which would apply to everyone
and this could be done simply and most cost effective
Mr Sterl Adams voiced concern that this type of discount would place the
burden on permanent homeowner and they were already taxed enough
Mr. Jackson moved to table Ordinance No 2414 to special meeting of the City
Council on December 13, 1982 Seconded by Mrs Green Motion carried
ORDINANCE NO 2415
AN ORDINANCE AMENDING ORDINANCE NO 2396 AND RELATING TO BUS
PASSENGER SHELTERS
Ordinance No 2415 was read by title only Mr" Schmidt moved to adopt Ordinance
No 2415, amending Ordinance No 2396 relating to Bus Passenger Shelters Seconded
by Mr Jackson Motion carried by roll call vote of five (5)
ORDINANCE NO 2416
AN ORDINANCE AMENDING SECTION 10 64 040 OF THE PASCO MUNICIPAL
CODE AND RELATING TO TRUCK ROUTES
Ordinance No 2416 was read by title only Mrs Green moved to adopt Ordinance
No 2416, amending Section 10 64 040 of the Pasco Municipal Code relating to
truck routes Seconded by Mr Schmidt Motion carried by roll call vote of
five (5)
ORDINANCE NO 2417 (First Reading)
AN ORDINANCE AMENDING THE 1982 ANNUAL BUDGET OF THE CITY OF
PASCO BY PROVIDING A SUPPLEMENTAL THERETO, BY APPROPRIATING
AND REAPPROPRIATING REVENUE, BY PROVIDING TRANSFER AND EX-
PENDITURE AUTHORITY, BY ADJUSTING THE EXPENDITURE PROGRAM OF
VARIOUS FUNDS AND BUDGETS WITHIN FUNDS, AND DECLARING AN
EMERGENCY
Ordinance No 2417 was read by title only Mrs Green moved for the first
reading by title only of Ordinance No 2417 for the consideration of the 1982
Supplemental Budget No 2 and to set a public hearing thereon for 8 00 P M ,
Monday, December 20, 1982 Seconded by Mr Schmidt Motion carried by roll
call vote of five (5)
UNFINISHED BUSINESS
REPLACEMENT OF TRAFFIC SIGNALS ON SYLVESTER STREET AT 10TH AVENUE
AND 14TH AVENUE Mr Jackson moved to authorize the Mayor to sign an agreement
between the City of Pasco and the Washington State Department of Transportation
which sets forth the terms, federal participation and scope of an improvement
project to upgrade the traffic signals on Sylvester Street at 10th & 14th Avenues
Seconded by Mr Morgan Motion carried by roll call vote of five (5)

NEW BUSINESS
AWARD OF CONTRACT - EAST PASCO NEIGHBORHOOD SERVICES NEEDS Mr Jackson moved
to award the consulting services contract for the East Pasco Neighborhood Services
needs assessment, funded under the 1982 Block Grant Program and not to exceed
$9,000 to the Institute for the Study of Contemporary Social Programs and,
further, authorize the Mayor to sign the contract Seconded by Mr Schmidt
Motion carried by roll call vote of five (5)
AWARD OF CONTRACT - ECONOMIC DEVELOPMENT ASSISTANCE PROGRAM (CDBG) Mr
Schmidt moved to award the consultant services contract for the preparation
of the Economic Development Assistance Program, funded under the 1982 Block
Grant Program and not to exceed $8,000, to the consulting firm of Economics
Research Associates and, further, authorize the Mayor to sign the contract
Seconded by Mr Jackson Motion carried by roll call vote of five (5)
MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL
Mayor Snider commended the Courts for traffic infractions such as drunk
driving and physical control He noted officers who cited violators for
drug charges and urged their continued enforcement
