HomeMy WebLinkAbout08-23-1982 MinutesMINUTES PASCO CITY COUNCIL SPECIAL MEETING AUGUST 23, 1982 CALL TO ORDER Special meeting called to order at 8 00 P M by Mayor Pro Tern, Ira Schmidt ROLL CALL By City Clerk Councilmen present were Susan Boothe, Beverly Green, Ira Schmidt, Joe Jackson and Emerson Morgan Mayor E A Snider and Councilman Charles Grigg were absent (excused) Also present were Lee Kraft, City Manager, James Ajax, City Engineer and John Hager, Fire Chief VISITORS There were no visitors wishing to address the Council at this time PUBLIC HEARING MAYOR PRO TEM SCHMIDT DECLARED THE PUBLIC HEARING OPEN TO CONSIDER PROPOSED SIX-YEAR STREET CONSTRUCTION PROGRAM (1983 - 1988). It was noted that the Hearing had been duly oublished, as prescribed by Law There were no written communications received Mr James Ajax, City Engineer, reiterated that this was a proposed "wish list" and with a bleak revenue picture, the program was short He projected the following revenue sources during the next six years City Utility Tax It is projected that for each of the next six years, there will be approximately $100,000 of utility tax available to overlay previously improved streets to insure their long life , Half Cent Gas Tax Money Each year, the City receives approximately $100,000 in half-cent gas tax money It is suggested that in this program that the best use of this money would be for the improvement of 20th Avenue north of the bypass highway, and that any remaining monies be made available to match grants that may come up for things like traffic signals FAM funded overlays, etc ' Federal Aid Metropolitan It is anticipated in 1983 that the City will receive about $75,000 in FAM money It is not known whether this funding will continue in the future This years program makes the assumption that it will and the proposed use of the money would be for the extension of Oregon Street from basically "A" "Tommy Moores" down to Ainsworth Street That pretty well takes care of revenue that will be available Other possible sources of things that may come up would include the possibility of local improvement districts, together with possibly Block Grant Money for finishing the improvements in the 3-R area and perhaps to assist in LID assessments in low income areas Mr Ajax then listed improvements by priority 1) Various Street Overlays 2) 20th Avenue - SR 12 to north boundary of Columbia Basin College - necessary to be compatible with WSDOT improvement at Interchange of 1-182 and 20th Avenue 3) Same as above - different funding 4) Oregon Avenue Extension - Replacement route for Maitland Avenue from Ainsworth to "A" Street 5) Replace and upgrade traffic signals Intersections of Lewis at 28th, 10th, 7th & Oregon, 10th at "A", Clark & Sylvester, Sylvester at 20th, Court at 4th 6) Rd 36 signalization 7) Attempt at least one (1) L I D yearly i III ADJOURNMENT Resolution No 1524 was read by title only Mrs Green moved to adopt Resolution No 1524, which, if passed, has the effect of adopting a six-year (1983 - 1988) street construction program as required on an annual basis by State RCW Seconded by Mr Jackson Motion carried by roll call vote of five (5). Ira L chmid ATT ayor Pro Tern City C er PASSED and APPROVED this day of , 1982 MINUTES PASCO CITY COUNCIL SPECIAL MEETING AUGUST 23, 1982 PUBLIC HEARING - Continued Councilman Morgan asked Mr Ajax if plans had been made for 20th & Sylvester More specifically, striping left turn lanes in north and southbound lanes Discussion ensued as to feasibility and Mr Ajax voiced his concerns without installing an adequate traffic signal such as the one at 20th & Court Councilman Green asked if the turn lanes could be painted in and as soon as funds are available, to install adequate traffic signal The City Manager suggested that Mr Ajax prepare a report to council on the intersection at 20th & Sylvester and present it at the September 20th council meeting. Mrs Carol Kidwell suggested that left turn lanes be painted in at Rd 34 and Court due to congestion caused by K-Mart facility Staff replied if development occurs west of Heidi Haus, proper striping will be done as the street would be wide enough Following three (3) calls for further comments from the floor, either for or against, the public hearing was declared closed RESOLUTION NO 1524 A RESOLUTION ADOPTING A REVISED AND EXTENDED COMPREHENSIVE STREET PROGRAM FOR THE CITY OF PASCO Mrs. Green moved to adjourn Seconded by Mrs Boothe Motion carried Meeting adjourned at 8 30 P M
