HomeMy WebLinkAbout03-09-1981 MinutesMINUTES PASCO CITY'COUNCIL SPECIAL MEETING MARCH 9, 1981 CALL TO ORDER Meeting called to order at 8 00 P M by Mayor, E A Snider ROLL CALL By City Clerk Councilmen present were S K Adams, Beverly Green, Ira Schmidt and E A Snider Councilmen Charles Grigg and Bill Wilkins were absent from the meeting Also present were Lee Kraft, City Manager, Dennis De Felice, City Attorney, Tom Criscola, Finance Director, James Ajax, City Engineer, John Hastig, Assistant City Engineer, Ted Johnson, Associate Engineer, Dennis Kasparek, Acting Police Chief, Webster Jackson, Administrative Assistant and Gary Crutchfield, Director of Community Development PUBLIC HEARING MAYOR SNIDER DECLARED THE PUBLIC HEARING OPEN FOR THE PURPOSE OF CREATING L I D NO 112, UNITS 1, 2, and 3 It was noted that the hearing had been duly published as required by Law Adverse written communications were received from Charles L Butler, Mr & Mrs Earl Lunders, Jack & Nancy Vannice, Vivian Gregg, Susan Clark, Mrs Byron Arnold, Myrtle Mitchell, Dan & Marie O'Neill, Cyril P Smith, C Alan Cranston and L P and Donna Streifel James Ajax, City Engineer, opened hearing by stating that the Council passed Resolution No 1406 to create this L I n on February 26, 1981 Subsequent to two informational meetings with property owners in proposed L I D area, staff concluded that approximately 60% favored proceeding with the L I D He cited general condition of streets and problems encountered in trying to baintain them in some sort of orderly fashion Mayor Snider urged congregation to be specific in their statements as well as brief in order to hear from all who wished to speak, either for or against Mr Walter Hench, 803 W Margaret, told the council he had a petition with names of 44 parcels in opposition to proposed L I D Further, why the variation between three lots situated together Mr Ted Johnson replied that the larger assessment was due to the fact that the one parcel was 25' wider than the other two Mr Clare Cranston, 907 W Nixon, reiterated that the City of Pasco had not cleaned up or maintained his street during the four years he had lived there and was not hopeful it would change if the L I D were to pass To this, Mayor Snider replied that center asphalt paving was hard to maintain because you could not have the street sweeper run over them because it would tear up existing paving, and the grader could not go over the street because while it would clean up the curb lines, it would tear out existing pavement Mr Chet Case, 828 W Margaret, asked why they were the last L I D to be considered with the present high inflation and interest rates The City Engineer explained the priority areas to Mr Case and was apologetic that some area always had to be last Mrs Louise Case stated they were happy with the street the way it is, and further, they didn't need a "race track " Mr George Dyer, 825 W Margaret, stated he had lived at this address for 41 years and asked what other route was available in order to cut cost He A ft specifically askethabout 2-shot oil The City_Engineer explained the pros and cons of 2-shot oil as opposed to permanent paving Maintenance was prime consideration as permanent streets have a life expectency of20 years, whereas oiled streets could start to deterioriate after several years if the area experiences bad winters Mr Ajax reported that Dr Keyes, 707 W Margaret, was willing to pay extra expense if he could have angle parking around his business area For the benefit of those in attendance, Mr Ajax stated that wider streets would be nice, however, it would involve tearing up parking strips and in some instances - removing trees, and this would increase the proposed assessments considerably By leaving the streets the width they presently are, it tends to slow traffic and for the most part, minimizes traffic through area He, then, explained the various seal coating measures and his hope that, eventually, the City could build a fund to seal coat these streets on regular intervals MINUTES PASCO CITY COUNCIL SPECIAL MEETING MARCH 9, 1981 PUBLIC HEARING - Continued Mr Jack Trimble asked the City to put something in "black and white" if we were going to bind the people Mayor Snider replied that the council was not binding anyone - the property owners had the ability to vote it out if they wished Mr Earl Leonard called attention to "patch job" around manholes after the streets had been paved The City Engineer explained why the manholes were paved in that manner Mr Chet Case asked if the interest would fluctuate with the changing bond market Staff replied negative - it was a set amount Following three (3) calls from Mayor Snider for further comments from the floor, either for or against, the public hearing was declared closed ORDINANCES ORDINANCE NO 2249 (L I D #112 - Sylvester Park Area) AN ORDINANCE ORDERING THE IMPROVEMENT OF CERTAIN STREETS WITHIN THE CITY OF PASCO, WASHINGTON, ALL IN ACCORDANCE WITH RESOLUTION NO 1406 OF THE CITY COUNCIL, ESTABLISHING LOCAL IMPROVEMENT DISTRICT NO 112, PROVIDING THAT PAYMENTPFOR THE IMPROVEMENT BE MADE BY SPECIAL ASSESSMENTS UPON THE PROPERTY IN THE DISTRICT, PAYABLE BY THE MODE OF "PAYMENT BY BONDS," AND PROVIDING FOR THE ISSUANCE AND SALE OF LOCAL IMPROVEMENT DISTRICT WARRANTS REDEEMABLE IN CASH AND LOCAL IMPROVEMENT DISTRICT BONDS Ordinance No 2249 was read by title only Mr Schmidt moved to adopt Ordinance No 2249 which has the effect of creating L I D No 112, Units 1, 2, and 3, to be commonly referred to as the "Sylvester Park Area" L I D Seconded by Mrs Green Motion carried by roll call vote of four (4) RECESS 9 15 RECONVENED 9 20 VISITORS Mr Mike Bragg voiced his concerns about recently completed L I D No 110 (West of 20th Avenue) Primarily, it did not deal with improvement or repair, but ability to repay He stated he was a banker/private investor and property owner who had been contacted by individuals in L I D area seeking some type of payment relief He asked if some type of monthly payment schedule could be worked out instead of one large annual payment The City Manager replied that staff would look into the legality of such a payment schedule and report back to the council He passed a tablet around for individuals interested in receiving a copy of decision to be mailed to them Ms Sherry Gonzales asked, "how can we possibly pay $8,000?" She, too, was concerned over one high payment Ms May Johnson felt the City was not giving the correct version of HUD Grant assistance Staff again explained guidelines for HUD assistance for Mrs Johnson RESOLUTIONS RESOLUTION NO 1413 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PASCO AFFIRMING THE PROPOSED COMPOSITION OF THE PUBLIC TRANSPORTATION BENEFIT AREA AUTHORITY BOARD OF DIRECTORS AND APPOINTING STERL ADAMS AS THE PRIMARY CITY OF PASCO REPRESENTATIVE AND IRA SCHMIDT AS THE ALTERNATE CITY OF PASCO REPRESENTATIVE TO THE BOARD OF DIRECTORS OF THE PTBA Resolution No 1413 was read by title only Mr Adams moved to adopt Resolution No 1413 Seconded by Mr Schmidt Motion carried by roll call vote of four (4) MINUTES PASCO CITY COUNCIL SPECIAL MEETING MARCH 9, 1981 MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL Mr Schmidt moved to excuse Councilmen Charles Grigg and Bill Wilkins Seconded by Mrs Green Motion carried by roll call vote of four (4) ADJOURNMENT Meeting adjourned at 10 10 P M ATTEST Evelyn Wells, City Clerk PASSED and APPROVED this /7 4 day of , 1981 I I I
