CALL TO ORDER
Special Meeting of the Pasco City Council called to order at 8 00 P M by
Mayor E A Snider
ROLL CALL
By City Clerk. Councilmen present were S K Adams, Beverly Green, Charles
Grigg, Ira Schmidt, E A Snider, Bill Wilkins and Gary Bosch Also present were
Lee Kraft, City Manager, Larry Noland, Finance Director, James Ajax, City Engineer,
Richard Erickson, Director of Parks/Recreation, Webster Jackson, Administrative
Assistant, Gary Crutchfield, Director of Community Development and Shirley Tucker,
Librarian

There were no visitors wishing to address the council at this time
PUBLIC HEARING (Verbatim)
MAYOR SNIDER DECLARED THE PUBLIC HEARING OPEN TO CONDUCT A PRELIMINARY HEARING
ON THE PROPOSED SOUTHEAST PASCO INDUSTRIAL AREA WATER LINE L I D AND, AT THE
CONCLUSION OF THE HEARING, CONSIDER AN ORDINANCE TO ACTUALLY CREATE THE L I D
It was noted that the hearing had been duly published and posted as required by
law
Mr James Ajax, City Engineer, opened hearing by stating that council members are
aware as well as people in the audience that several years ago, the City annexed
a large area of ground in southeast Pasco The impetus of that annexation was
that there were certain property owners in that area who were interested in
developing their property and were interested in fire protection The consequence
to that was the property owners coming to the City and asking, "can we join your
City?" They came in wanting building permits and found out that our Fire Marshall
said the same thing as the County Fire Marshall, so what has gone on for approximately
the last year and a half is to try and work out a way of getting water into the
general area that was annexed
We looked at a variety of alternatives in working with the developers, including the
possibility of a satellite system as opposed to extending the City system The
developers paid for some private engineering to satisfy themselves that the
technical staff of the City wasn't running them up the wrong path, etc , and we
concluded that the most economical solution by a small measure and first cost,
and clearly in the long term in terms of operating costs and reliability, was
an extension of the City Water System
The proposal which is before the Council tonight in this public hearing is a project
which starts at the intersection of Lewis and Cedar Street where there is presently
a 16" main The proposal calls for extending that 16" main southerly down Cedar
Street to its intersection with "A" Street, then southerly across private properties
by easement to a point of about 2100 feet south of "A" Street Then, due East,
parallel "A" Street to 2100 feet below it to the intersection of Road 40 east
From there on, the waterline will travel up Road 40 east to East B Loop which
has some development on it, follow East B Loop all the way around, then come back
to Road 40 east and then on down to Road 40 East with its intersection at
Sacajawea Park Maybe by land marks, there is a large mobile home park which is
occupied by Green Giant
The project does not provide every property owner in this general area with water
Obviously, only those directly along the line will be able to connect to it How
the assessments are distributed is as follows
Where a normal sized line lies along the property line, only the abutting
property owners are proposed to be assessed for that normal sized line
However, to serve the entire area, you must transport a larger volume of
water and that additional cost to the normal sized line (actually 16" line
that travels from Lewis and Cedar on down to Rd 40 East - this portion
around here is 16", the remainder is 12) the difference between a normal
sized line and large one that is going in is being assessed to the general

area but there is two (2) distinct costs there The normal sized
line to the abutting property owners is assessed for oversizing
for transmission to the general area which the entire area is paying
for
Some of the property owners right along the line are paying a third
assessment for fire hydrants Fire hydrants are being installed in
the entire length of Road 40 east and then on East B Circle Rather
than distributing those costs to everyone in the project, they will
be shared by people along the segment where the hydrants will be in-
stalled In this area, as development occurs, they will pay for their
hydrant If someone wants to develop up in this area, their assessment
is solely for the oversizing of the general transmission when they lay
their line for their specific purpose They should have a similar cost
for water service
This is a public hearing tonight and notices of this hearing were mailed
to each and every affected property owner at least fifteen (15) days
before the hearing, said notice of hearing indicated the hearing was
tonight Total estimated cost of improvement, as well as their individual
assessment was forwarded The hearing was also published twice in the
local newspaper One last item, in the area between Lewis Street and "A"
Street, a portion of the property is outside the City limits and perhaps
Council will recall that those who petitioned for the L I D did request
that the City pay a majority of the cost of that line, and the City did
agree to contribute 85,000 to the portion of the line a half mile from the
intersection of Cedar and Lewis to the intersection of "A" and Lewis In
the future, as property owners connect to that line, the City will get some
portion of that cost back As of 7 25 P M , when I last talked to the City
Clerk, the City had received zero percent protests on the project I am
aware that there are some people in the audience who are interested in
this project and may have comments to make I would like to introduce
Dave Beck of Michener & Associates Dave is the Project Engineer with the
Consulting Firm on this project and he is available for questions
STERL ADAMS Jim, is $23,665 an additional cost to the City for the
line between Lewis and "A" Street? JIM AJAX No, the City has agreed to
pay the actual cost of the line on Cedar between Lewis and "A" up to
$85,000 The line will probably cost more than that, but $23,665 is the
assessment against City-owned property and I believe we own approximately
40 acres, or somewhere between 30 and 40 acres We didn't realize the
City owned this property until we got into the project
Mayor Snider asked if there were anymore questions on the part of the Council
BILL WILKINS That circle up there that you were talking about, where is that
circle at? JIM AJAX (Pointing to map) This is 395 heading toward the Snake
River - toward Walla Walla You go out that highway for a short distance and
you will notice some new buildings in the area The road to Sacajawea Park
takes off from that highway about this location (pointing) The tank farm
would be sitting directly south BILL WILKINS 0 K , I see where it is now
IRA SCHMIDT What is going to be the water pressure out there? JIM AJAX
The static water pressure once the project is done will be approximately
40 pounds If there is a demand on the water system, the normal measure

is how much water you can provide while still having 20 pounds of pressure
in the main, and at any point in this project, you should be able on a
typical day, to deliver about 2,000 gallons per minute Now, that should
be a short term situation because as council is aware, we are under contract
to have a Booster Station designed for East Pasco which will up that static
pressure from 40 pounds to approximately 85 pounds, so at that point, we will
have well more than 2,000 gallons and closer to 3,500 - 4,000 gallons
available for firefighting before the pressure is drawn down I will acknowledge
that until we have the second pressure zone that we won't have a perfect
situation, but we will have adequate flow so as not to prevent building along
the routing of the line

Mayor Snider asked for further discussion JIM AJAX Mr Mayor, if I might,
one last item and it is in my agenda report Different from most L I D 's,
on this particular project for a variety of reasons, we were not able to secure
interim financing on the project That is the financing where we normally go to
the bank, borrow the money to pay the contractor during the course of construction
Once it is constructed, we hold a final hearing to sell bonds and that is how we
pay the bank back On this project, we were unable to secure interim financing,
so what must necessarily happen and was contained in the notice to each property
owner, is that if you create the L I D , the next step will be to go for bids We
will open the bids and once we have those bids in hand, we will then compute the
final cost We cannot do that to absolute accuracy because during the course of
the project, there are invarably small changes, but in this project, they will be
small changes Once the bids are opened, we will compute the cost, council will
hold the final hearing on the project before construction actually starts Once
the final hearing is held, we will award the contract and by the time the contractor's
first payment is due, we will have sold the final bonds on the project so the
contractor will be paid from bond proceeds as opposed to interim financing This
is something that was explained prior to passing the Resolution of Intent on the
L I D , but should be a matter of record at this hearing
GARY BOSCH The only thing I have to say is that I talked to Lee earlier and
importantly, that we have an outlet for actually selling the bonds The bond
market hasn't been too good but he assured me he had a verbal understanding that
the bonds will be taken in full With that, I have no objections
MAYOR SNIDER Is there anyone in the audience that would like to address the
Council on this issue?
ED SELLARS, 415 S W Montgomery, Portland, Oregon I represent the owners of the
mobile home park presently known as Lakeview The only question I have is "how long
will we be content with 40 psi pressure which is not sufficient to carry my people
with water when it is in use out there " We know that now with the present system
because I now have to maintain a minimal of 65 to 70 out of my five wells MAYOR
SNIDER Jim, can you answer Mr Sellar's question? (Unable to pick up response
due to loud popping noises) JIM AJAX In late summer, we are anticipating selling
our revenue bonds and having that Booster Station under construction I know
reasonably well that the Booster Station will be on-line no later than spring of
1982 It is possible if everything works out that the Booster Station might be
functioning within the year Most of the lines at Lakeview are 4 to 6" lines
and the size of lines that we are proposing would have a rather large flow, and
initially, if you had a fire in your area, you should have adequate water even
with domestic load No doubt about it, we need that Booster Station and that is
why the City has embarked on this project The proposed project tonight is
anticipated to be completed in 1981, probably mid-November or something like that
If all goes well, the Booster Station should be available in the spring of 1982
JIM AJAX Just one more brief one (loud popping noises) If there was a power
outage or whatever, that water will flow through the large mains
Following three (3) calls from Mayor Snider for further comments from the floor,
either for or against, the public hearing was declared closed
ORDINANCE NO 2276 ,(Southeast Pasco Water Line)
AN ORDINANCE ORDERING THE INSTALLATION OF SPECIFIC WATER TRANSMISSION
AND DISTRIBUTION MAINS TO CITY STANDARDS WITHIN THE CITY, ALL IN
ACCORDANCE WITH RESOLUTION NO 1431 OF THE CITY COUNCIL, ESTABLISHING
LOCAL IMPROVEMENT DISTRICT NO 114, PROVIDING THAT PAYMENT FOR THE
IMPROVEMENT BE MADE IN PART BY SPECIAL ASSESSMENTS UPON THE PROPERTY
IN THE DISTRICT, PAYABLE BY THE MODE OF "PAYMENT BY BONDS", AND PRO-
VIDING FOR THE ISSUANCE AND SALE OF LOCAL IMPROVEMENT DISTRICT WARRANTS
REDEEMABLE IN CASH AND LOCAL IMPROVEMENT DISTRICT BONDS
Ordinance No 2276 was read by title only Mr Schmidt moved to adopt Ordinance
No 2276, which has the effect of creating L I D No 114, commonly referred to
as the "Southeast Pasco Industrial Area Waterline L I D " Seconded by Mr Wilkins
Motion carried by roll call vote of seven (7)
