HomeMy WebLinkAbout07-06-1981 MinutesMINUTES PASCO CITY COUNCIL REGULAR MEETING CALL TO ORDER Meeting called to order at 8 00 P M by E A Snider, Mayor ROLL CALL JULY 6, 1981 By City Clerk Councilmen present were S K Adams, Beverly Green, Charles Grigg, Ira Schmidt, E A Snider, Bill Wilkins and Gary Bosch Also present were Lee Kraft, City Manager, Larry Noland, Finance Director, Dick Erickson, Director of Parks/Recreation, Webster Jackson, Administrative Assistant, and Gary Crutchfield, Director of Community Development CONSENT AGENDA Mr Adams moved that Consent Agenda be approved Seconded by Mr Wilkins Motion carried by roll call vote of seven (7) Consent items are as follows a) Approval of Minutes To approve minutes of regular and two (2) special meetings, held June 15, 22, 25, 1981 respectively b) Bills To approve General Claims in the amount of $170,902 72, claim warrant nos 27650 through 27841 To approve Payroll Claims in the amount of $238,576 89, payroll warrant nos 7771853 through 7772021 and 7808520 through 7808724 c) Free Swimming Tickets To approve the granting without charge of an aggregate of 200 individual swim tickets with the stipulation that the tickets will be given out to needy youth from ages 7 to 11 through the Benton-Franklin Community Action Council, and that each youth as a condition of taking the free swim ticket, shall provide four (4) hours of community related work d) Resolution No 1437 A Resolution of the City of Pasco, approving an Agreement for consulting services for a Fiscal Impact Analysis of Puget Sound Power and Light Nuclear Projects, and authorizing the expenditure of funds for financing a proportionate share of the cost of that agreement e) Resolution No 1438 A Resolution accepting the work performed by AAA Paving, Inc on Contract No 77-9-02, Central Business District Alley Paving f) Resolution No 1439 A Resolution setting the date and time for a public hearing on the Final Assessment Roll for the Southeast Pasco Industrial Area Waterline L I D No 114 g) Letter from Mid-Columbia Library District To acknowledge receipt of June 8, 1981 letter from Shirley Tucker on behalf of the Library Board, giving notice of contract cancellation on December 31, 1981 VISITORS TRI CITY COIN CLUB Mayor Snider acknowledged Pete Morris of the In City Coin Club, Inc , who in turn, presented the City of Pasco with a check for $600 to be used to purchase tables for the new Senior Citizen Center He gave the council a brief history of their group and pride in their community Mr Morris was hopeful that the Coin Club would be able to use the tables periodically for their shows, if needed Mr Adams moved to thank the Coln Club for their generous gift, and further, that a plaque commemorating this donation be placed in view at the Senior Citizen Center Seconded by Mr Wilkins Motion carried CERTIFICATE OF APPRECIATION - DAVID SOUIRES Mayor Snider presented a Certificate of Appreciation to David Squires, Chairman of the Board of Adjustment, for his tenure of service from 1968 - 1981 He was publicly commended for his devoted and dedicated service to the City of Pasco MINUTES PASCO CITY COUNCIL REGULAR MEETING ORDINANCES ORDINANCE NO 2275 AN ORDINANCE VACATING A CERTAIN PORTION OF PARK STREET IN THE CITY OF PASCO JULY 6, 1981 Ordinance No 2275 was read by title only Mr Grigg moved to adopt Ordinance No 2275, vacating that portion of Park Street between 4th & 5th Avenues Seconded by Mr Schmidt Motion carried by roll call vote of seven (7) ORDINANCE NO 2278 (Wehe Street) AN ORDINANCE PROVIDING FOR THE ISSUANCE OF LOCAL IMPROVEMENT DISTRICT NO 113 WARRANTS, SETTING THE RATE OF INTEREST FOR SAID INTEREST BEARING WARRANTS, AND NAMING PEOPLES NATIONAL BANK AS THE LENDING INSTITUTION Ordinance No 2278 was read by title only Mr Schmidt moved to adopt Ordinance No 2278, providing for issuance of L I D No 113 Warrants, setting the rate for interest for the warrants, and designating Peoples Bank as the lending institution Seconded by Mr Wilkins Motion carried by roll call vote of seven (7) ORDINANCE NO 2279 AN ORDINANCE RELATING TO ZONING BY RENUMBERING THE C-1 (RETAIL BUSINESS) ZONE FROM PMC CHAPTER 22 40 to PMC CHAPTER 22 42 Ordinance No 2279 was read by title only Mrs Green moved to adopt Ordinance No 2279, renumbering the C-1 zone to become PMC Chapter 22 42 Seconded by Mr Schmidt Motion carried by roll call vote of seven (7) ORDINANCE NO 2280 AN ORDINANCE RELATING TO ZONING BY AMENDING PASCO MUNICIPAL CODE SECTION 22 42 010, ENACTING A NEW PASCO MUNICIPAL CODE SECTION 22 42 025 AND A NEW PASCO MUNICIPAL CODE SECTION 22 44 025 Ordinance No 2280 was read by title only Mr Schmidt moved to adopt Ordinance No 2280, relating to zoning by amending Pasco Municipal Code Section 22 42 010, enacting a new Pasco Municipal Code Section 22 42 025 and a new Pasco Municipal Code Section 22 44 025 Seconded by Mr Wilkins Motion carried by roll call vote of seven (7) ORDINANCE NO 2281 (0) Zone AN ORDINANCE RELATING TO ZONING BY ENACTING A NEW PASCO MUNICIPAL CODE CHAPTER 22 40, TO BE KNOWN AND REFERRED AS TH 0 (OFFICE) ZONE Ordinance No 2281 was read by title only Mr Schmidt moved to adopt Ordinance No 2281, creating a new zoning district to be known as the Office Zone Seconded by Mrs Green Mr Gary Crutchfield stated that the Planning Commission, City Council and recent Comprehensive Plan have recognized the need for a separate zoning district for "office" use It would be used primarily between commercial and residential districts in order to encourage appropriate use of lands on the fringe of residential areas without creating the potential for apartments or certain commercial uses which would be detrimental to the established residential areas In response to such a situation brought to light in May (Smithson Rezone), staff drafted proposed "Office" zone regulations The Planning Commission conducted a public hearing on June 18th to review the proposed regulations, made several modifications, and unanimously recommended the Council enact the proposed regulations as modified by the Planning Commission Main motion carried by roll call vote of seven (7) E A Thider, Mayor -.46.11(11.1 , 1981 ,Ci y Clerk PASSED and APPROVED thisc71,4 day MINUTES PASCO CITY COUNCIL REGULAR MEETING JULY 6, 1981 ORDINANCES - Continued ORDINANCE NO 2282 (Smithson Rezone) AN ORDINANCE RELATING TO ZONING AND CHANGING THE ZONE CLASSIFICATION OF CERTAIN REAL PROPERTY WITHIN THE CITY OF PASCO FROM R-1 (Low Density Residential) TO 0 (OFFICE) Ordinance No 2282 was read by title only Mr Schmidt moved to adopt Ordinance No 2282, granting the Smithson Rezone from R-1 to Office Zone Seconded by Mr Wilkins Motion carried by roll call vote of seven (7) ORDINANCE NO 2283 (Clark Street Investors) AN ORDINANCE RELATING TO ZONING AND CHANGING THE ZONE CLASSIFICATION OF CERTAIN REAL PROPERTY WITHIN THE CITY OF PASCO FROM C-1 (Retail Business) TO R-3 (High Density Residential) Ordinance No 2283 was read by title only Mr Schmidt moved to adopt Ordinance No 2283, granting the Clark Street Investors Rezone from C-1 to R-3 Seconded by Mr Wilkins Motion carried by roll call vote of seven (7) NEW BUSINESS SLEETH REZONE - R-1 to I-1, 81-26-Z Mr Schmidt moved to concur with the findings and recommendation of the Planning Commission and, therefore, deny the Sleeth Rezone request (File #81-26-Z) Seconded by Mr Wilkins Motion carried by roll call vote of seven (7) PLANNING COMMISSION RECOMMENDATION - MORATORIAM ON R-3 REZONE APPLICATIONS Mr Grigg moved to fix 8-00 P M , Monday, July 20, 1981, in the Council Chambers at City Hall as the time and place for public hearing to consider the Planning Commission's recommendation to declare a 6-month moratorium on applications for zoning reclassification to R-3 (High density residential) Seconded by Mr Schmidt Motion carried by roll call vote of seven (7) UNDERWRITING COMMITMENT LETTER FROM FOSTER & MARSHALL TO UNDERWRITE THE BONDS FOR L I D NO 114 Mr Grigg moved to accept agreement with Foster & Marshall, Inc to underwrite bonds for Local Improvement District No 114 Seconded by Mr Wilkins Motion carried by roll call vote of seven (7) MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL Ann Lye, Manager of Pasco Chamber of Commerce, announced the groundbreaking ceremony on Franklin County side of River, near Road 111, for new 1-182 at 2 30 P M , Wednesday, July 8, 1981 ADJOURNMENT Meeting adjourned at 8 25 P M
