CALL TO ORDER
Meeting called to order at 8 00 P M by E A Snider, Mayor
ROLL CALL
DECEMBER 7, 1981
By City Clerk Councilmen present were S K Adams, Emerson Morgan, Charles
Grigg, Ira Schmidt, E A Snider and Joe Jackson Councilperson Beverly Green
was absent (excused) Also present were Lee Kraft, City Manager, Greg Rubstello,
City Attorney, Diane Dolan, Finance Director, John Hastig, Asst City Engineer,
Richard Erickson, Director of Parks/Recreation, Mike Vandiver, Chief of Police,
John Hager, Fire Chief, Webster Jackson, Administrative Assistant, Gary Crutchfield,
Director of Community Development, Ken Neilsen, Office Manager and Ted Johnson
and Alan Lobdell of the Engineering Staff
CONSENT AGENDA
Mr Schmidt moved to approve Consent Agenda Seconded by Mr Jackson Motion
carried by roll call vote of six (6) Consent items are as follows
a) Approval of Minutes Minutes of regular meeting, held November 16,
1981
b) Bills To approve General Claims in the amount of $476,821 25, claim
warrant nos 29245 through 29422
To approve Payroll Claims in the amount of $227,305 47, payroll warrant
nos 8405009 through 8405162, and 8436134 through 8436291
c) Resolution No 1469 A Resolution accepting the work performed by
Dimension Construction, Inc and Ditzler Contractors, Inc , under
contract for additions and modifications to Memorial Swimming Pool
d) Resolution No 1470 A Resolution fixing the time and place for a
public hearing to consider vacation of certain alleys in Block 7,
Sylvester Park Addition
e) Resolution No 1471 A Resolution fixing the time and place for a
public hearing to consider vacation of a certain portion of Ainsworth
Street
f) Resolution No 1472 A Resolution initiating the vacation of a certain
portion of George Street in the City of Pasco and fixing a time and
place for a public hearing thereon
g) Hearing Date - 1981 Budget Supplemental No 2 To set a public hearing
at 8 00 P M , December 21, 1981, in the City Hall Council Chambers on the
proposed 1981 Supplemental Budget Ordinance No 2, and the Ordinance
may be adopted subsequent to the public hearing
h) PTBA Bus Routes To set a public hearing at 8 00 P M , December 21, 1981,
in the City Hall Council Chambers, on the proposed bus routes and bus
route stops in the City of Pasco, as proposed by the Benton-Franklin
Public Transportation Benefit Area Authority '
1) Turnover Agreement - Horizon Estates To set a special meeting of the
City Council for Monday, December 14, 1981, 8 00 P M., for the purpose
of considering Turnover Agreement for Horizon Estates
VISITORS
Mr. Ed Frost expressed his disappointment that investigation of Lt Glenn Butner
had not been concluded as of this date He reminded the council that it has now
been in progress for 1/3 year, and with the approaching holiday season, this was
a tremendous burden for the Butner family to bear

VERBAL REPORTS FROM COUNCIL MEMBERS
B-F District Board of Health Ira Schmidt reported they were working on their
budget and it would be back on the agenda, December 17, 1981
B-F Govt Conference Sterl Adams reported their meeting of November 20th had
been cancelled due to lack of quorum, but at recent meeting, they, too, worked
on their budget and discussed whether or not to carry on with economic develop-
ment plan and solid waste management
Public Transit Authority Board Meeting Sterl Adams reported that at a special
meeting on December 3, 1981, the board had little opposition to fares, as proposed

MAYOR SNIDER DECLARED THE PUBLIC HEARING OPEN ON 1982 PRELIMINARY BUDGET
It was noted that the hearing had been duly published and posted There were
no written communications
Mr Lee Kraft, City Manager, gave the opening statement
"As the State Law requires, I am presenting to the City Council a balanced
budget for the fiscal year, 1982
It goes without saying, that balancing the budget for 1982 was an agonizing
process of cut back considerations With the bearish economy, with continued
inflation and the high prices that go with it, with dwindling Federal grants,
and with all of the other negative factors that have come into play, City
staff in line with Council goals, did surprisingly well in making the planned
expenditures stay within the limits of available income
The total preliminary budget for fiscal 1982 is $12,324,693, which compares
with the $12,201,363 budget for the current year, including all supplements
This is an increase of less than 1% Although this shows a very slight
increase, one must understand that this is not an increase in operating
money, but in fact, attributable to planned capital outlays in the Water/Sewer
Department related to several booster stations and a second pressure zone
Because we here in Pasco budget all capital outlays with the operating budget,
it does cause some difficulty in getting a real sense of proportion between
operating expenses and capital outlay expenses We are becoming more
sophisticated in budgeting techniques and, in the following year, we plan to
present two preliminary budgets (1) an operating budget, and (2) a capital
budget The sum of the two will be the City's total expenditures for the year
The most meaningful comparison is with the General Fund, which is the "bread
and butter" fund that provides financial support for most of the City Government
service programs outside of the utility business The General Fund is scheduled
at $4,377,192 for 1982 This is below 1981, or approximately 1 0% drop "
At this time, the City Manager gave an activity schedule, by Department, of increases,
decreases, or non-budgeted He announced salary increases as 8 64% for all non-
union represented employees, Police and Fire I U 0 E Local #280 will receive
a 9 64% increase per Union contract He, again, stated "in my budget message last
year, I stressed the importance of the Council appointing a citizen's committee
to review the City's revenue sources and to look at our long range need for revenue
and to make appropriate recommendations to the Council I urge that such a
committee be appointed right after the first of the new year '

Diane Dolan, Finance Director, submitted a "bird's eye summary" of expenditures
and revenues and felt the report was pretty straight forward

Mr Ed Frost asked itNcities of Pasco's size found it necessary to operate with
a Police Chief and Captain Staff replied that Pasco was in line with other cities,
and in fact, we had fewer employees now than we did ten years ago

ORDINANCE NO 2319 (First Reading, Budget Ordinance)
AN ORDINANCE ADOPTING THE CITY OF PASCO BUDGET FOR THE YEAR
1982
Ordinance No 2319 was read by title only and acknowledged as first reading
MAYOR SNIDER DECLARED THE PUBLIC HEARING OPEN ON L I D NO 112, UNITS II
AND III, CITY PROJECTS 81-3-05 and 81-3-07, FINAL HEARING
It was noted that the hearing had been duly published and proper notices sent
out as required by law There were no written communications received
Mr Alan Lobdell, Associate Engineer for the City of Pasco, gave the following
statement
Construction on these projects was accepted by Council on November 15,
1981 L I D No 112, Unit II (Marie Street) preliminary total cost was
$28,504 58 with a general roll that is minus extra work and specials at
$25,528 58 The final cost is $21,214 83 with a general roll of $19,817 39
This shows a reduction of 26% in the total with a reduction of 22% in the
general roll
L I D No 113 Unit III (Nixon Street) preliminary total cost was $28,422 30
with a general roll that is minus extra work and specials was $24,908 80
The final total cost is $23,673 07 with a general roll of $18,316 19 This
shows a reduction of 17% in the total, with a reduction of 25% in the
in the general roll He felt the property had been benefited amount

Mr Robert Zachow, Controller for Our Lady of Lourdes Hospital, asked what the
interest rate was going to be Staff replied approximately 13%

ORDINANCE NO 2320 (L I D No 112)
AN ORDINANCE OF THE CITY OF PASCO, WASHINGTON, AMENDING ORDINANCE
NO 2249, APPROVING AND CONFIRMING THE ASSESSMENTS AND ASSESSMENT
ROLL OF LOCAL IMPROVEMENT DISTRICT NO 112 FOR THE IMPROVEMENT OF
CERTAIN STREETS WITHIN THE CITY OF PASCO, WASHINGTON, AND LEVYING
AND ASSESSING THE COST AND EXPENSE THEREOF AGAINST THE SEVERAL LOTS,
TRACTS, PARCELS OF LAND AND OTHER PROPERTY AS SHOWN ON THE ASSESSMENT
ROLL.
Ordinance No 2320 was read by title only Mr Schmidt moved to adopt Ordinance
No 2320, confirming the final assessment roll on L I D No 112, Units II and III
Seconded by Mr Adams Motion carried by roll call vote of six (6)
MAYOR SNIDER DECLARED THE PUBLIC HEARING OPEN ON L I D NO 115, CITY PROJECT
NO 81-3-02
It was noted that the Hearing had been published and proper notices sent out
as required by law
Mr Alan Lobdell, Associate Engineer for the City of Pasco, stated that
construction on this project was accepted by Council on November 15, 1981 A
few minor items remain to be cleaned up in the spring when weather allows The
City gave a guarantee to the property owners in L I D No 115 (Sylvester Park
Area) that their final assessment would be no more than 70% of the original
assessment that was protested out The guaranteed final was $187,959 94 and the
actual final was $179,632 03, which is 4 5% less than we had guaranteed There
are, however, four accounts that will be higher due to extra work requested by
the property owners These owners signed a statement requesting this work so
that they cannot protest the extra work

Mrs Nancy Vannice complained that during the L I D construction, a small portion'
of their alley blacktop was torn up and not replaced She asked that this be done
Staff replied they would check into this

2321, confirming the final assessment roll on L I D No 115 Seconded by Mr

At this point, Mayor Snider commended the engineering staff for their expertise
and dedication in concluding these L.I D 's
MAYOR SNIDER DECLARED THE PUBLIC HEARING OPEN ON CONTINUED HEARING OF SOUTH
STREET (COOPER, 81-46-V)
Mr Gary Crutchfield stated that Mr Cooper sought vacation of South Street between
4th and 5th Avenues Evidence at previous hearings revealed that the requested
vacation would eliminate access to a parcel of land An option discussed at the
previous hearings was execution of an easement agreement providing common use of
a sufficient private easement for ingress/egress of all adjacent parcels
Mr Cooper has obtained the notarized signatures of all property owners abutting
South Street to establish the common easement agreement The common easement
agreement assures each abutting owner the right of access and the mutual
responsibility for maintenance One utility (Franklin County P U D ) would be
affected by the proposed vacation, an existing down guy and anchor requires
maintenance easement over a portion of one parcel at the southeast corner of 5th &
South Street The owner of the parcel has been directed to the P U D to execute
the single purpose easement
The City Clerk should record the Ordinance and common easement agreement
simultaneously

AN ORDINANCE VACATING SOUTH STREET IN THE CITY OF PASCO
Ordinance No 2322 was read by title only Mr Schmidt moved to adopt Ordinance
No 2322, vacating South Street between 4th & 5th Avenues Seconded by Mr
Adams Motion carried by roll call vote of six (6)

ORDINANCE NO 2323 (1981 Annual Budget) FIRST READING
AN ORDINANCE AMENDING THE 1981 ANNUAL BUDGET OF THE CITY OF PASCO
BY PROVIDING A SUPPLEMENTAL THERETO, BY APPROPRIATING AND REAPPROP-
RIATING REVENUE, BY PROVIDING TRANSFER AND EXPENDITURE AUTHORITY

AN ORDINANCE RELATING TO ANIMAL CONTROL AND AMENDING SECTIONS
8 04 020 and 8 04 320 AND ENACTING SECTION 8 04 370 OF THE PASCO

Ordinance No 2324 was read by title only Mr Schmidt moved to adopt Ordinance
No 2324, relating to vicious and wild animals Seconded by Mr Jackson Motion
carried by roll call vote of six (6)
ORDINANCE NO 2325 (Golf Course Fees)
AN ORDINANCE ESTABLISHING FEES AND CHARGES FOR THE PASCO
MUNICIPAL GOLF COURSE AND REPEALING ALL ORDINANCES INCONSISTENT
HEREWITH
Ordinance No 2325 was read by title only Mr Jackson moved to adopt Ordinance
No 2325, establishing fees and charges for the Pasco Municipal Golf Course,
as corrected Seconded by Mr Schmidt Motion carried by roll call vote of six
(6 )
UNFINISHED BUSINESS
ANIMAL CONTROL CONTRACT/1982 Mr Grigg moved to authorize a one-year agreement
with Benton-Franklin Humane Society as submitted by staff, and to authorize the
Mayor to sign the agreement on behalf of the City Seconded by Mr Adams
Mr E L Creor, President of ALTA Pet Services, Ltd , stated they were studying
two (2) sites in the Pasco area, namely, on St Helens Street and Columbia Street
He was confident they could be operational by January 1st, further, they had sent
a letter to Humane Society suggesting that they might share facilities and
responsibilities
Mr Bob Hillman, Director of Humane Society, acknowledged that they had received
letter from ALTA, but emphasized that they could not consider such a proposal as
their building had not been designed for two parties
Mr Schmidt asked Mr Hillman if their budget could be reduced in any way Mr
Hillman replied, "not unless you want to reduce services "
ALTA
Mr Jackson asked, "if your facility is not operable by January 1, 1982, what
are your options?" Mr Creor replied he was certain they would have no problems
as they were looking at two pieces of property and one already had a full kennel
He stated they were planning on fabricated pens and using chain link fence
Mayor Snider stated that it appeared the council favored staying with Benton-
Franklin Humane Society for the ensuing year, however, Pasco would have an
opportunity to observe both pet programs in action during 1982, and next year
it could be a different situation
Main motion carried by roll call vote of four (4) Councilmen Jackson and
Schmidt voting no
CITY HALL OPEN HOUSE Mr Grigg moved to hold an Open House at Pasco City
Hall on December 14, 1981 from 12 00 to 4 00 P M with a "Meet your Councilman"
culminating day at 7 30 P M
NEW BUSINESS
AUTHORIZATION TO CALL FOR BIDS - FIVE (5) POLICE CRUISERS Mr Grigg moved to
authorize the staff to call for bids on the five Police cruisers These vehicles
are replacements for existing vehicles and will be purchased through Equipment
Rental Seconded by Mr Schmidt Motion carried by roll call vote of six (6)
No further business, the meeting was adjourned at 9 15 P M

PUBLIC HEARING FOR LAND CONVEYANCE TO COLUMBIA BASIN COLLEGE Mr Grigg moved
to set a public hearing at 8 00 P M , December 21, 1981, in the City Hall
Council Chambers to receive public comment on the proposed property con-
veyance to Columbia Basin College Seconded by Mr Schmidt Motion carried
MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL
Mr Grigg moved to accept resignation of Emerson Morgan from Parks &
Recreation Advisory Council Seconded by Joe Jackson Motion Carried
Mayor Snider commended Mr Morgan for his services to Park Board and reiterated
he wished it were possible for him to continue serving in that capacity
APPOINTMENT - GOOD ROADS Mr Grigg moved to re-appoint Mayor Duke Snider to
the Good Roads Association Seconded by Mr Morgan Motion carried
COMMENDATION - LIBRARY COMMITTEE Mr Schmidt wished to commend the citizens
committee who worked with the City in resolving the Library impasse The City
Manager replied that he had thanked the committee for their assistance
