RESOLUTION NO 2389
A RESOLUTION declaring the City Council's intent to adopt the Pasco Urban Area
Zoning Regulations
WHEREAS, in 1990 the State Legislature adopted the Growth Management Act
requiring certain counties in the State to undertake growth management planning and
making said requirements optional for other counties like Franklin County, and,
WHEREAS, the Franklin County Commissioners elected to plan under the
provisions of the Growth Management Act which likewise caused all municipalities
within Franklin County to plan under the Growth Management Act, and,
WHEREAS, among other things the Growth Management Act required Franklin
County to adopt county-wide planning policies to guide planning within all jurisdictions
of the County, and
WHEREAS, in 1992 Franklin County adopted County-Wide Planning Policies,
one of which was the promotion of orderly development through the creation of joint
County/City development standards for the Urban Growth Area, and,
WHEREAS, Franklin County intended through the Joint Development Standards
to protect the public interest from the burden on unnecessary costs associated with the
creation of substandard infrastructure and property divisions and to provide land use
consistency, and,
WHEREAS, in May of 1996 Franklin County and the City of Pasco jointly
appointed residents to a Joint Development Standards Committee and charged said
committee with the responsibility of developing and recommending zoning and
subdivisions regulations for the Pasco Urban Area, and,
WHEREAS, the Joint Development Standards Committee, comprised of both
City and County residents, worked, over a period of 12 months, with a planning
consultant, County and City Planning Staff in approximately 8 meetings to review
progress on joint zoning regulations and completed work on the zoning regulations in the
fall of 1997, and,
WHEREAS, the City Planning Commission held four workshop meetings and
two public hearings, from December 1997 to May of 1998, to review the work of the joint
Development Standards Committee prior to recommending the City Council adopt the
proposed joint zoning regulation, and,
WHEREAS, the Pasco City Council has held three public workshops, which
concluded on June 29, 1998, to review the proposed Joint zoning regulations, and,
WHEREAS, the Pasco City Council believes that the proposed Pasco Urban Area
zoning regulations are designed to, encourage and facilitate orderly growth within the

Pasco Urban Area, create a favorable environment for citizens within Pasco and Franklin
County, stabilize and improve property values and generally create a more serviceable
and attractive community, and, NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO:
Section 1. That the City Council of the City of Pasco has accepted the valuable
work of the Joint Development Standards Committee and the Planning
Commission and intents to adopt the joint City-County zoning regulations
Section 2. That in-as-much as the County-wide planning policies call for joint
zoning regulations within the Urban Growth Area the Pasco City Council urges
the Franklin County Commissioners to initiate and complete its review of the
Joint Development Regulations expeditioously and reach agreement with the City
on regulations that can be jointly adopted by both governing bodies
