A RESOLUTION expressing primary goals of the City of Pasco
for the ensuing two years
WHEREAS, the City of Pasco organization desires to focus the allocation of its
resources toward primary goals selected to fulfill the vision of Pasco's future as held
by its elected representatives, and
WHEREAS, the City Council conducted a Community Forum on April 16, 1998,
to elicit the concerns of residents about the present condition of the city, as well as
thoughts and suggestions for Pasco's future, and
WHEREAS, the city managerial staff has shared with the City Council its
concerns for the present, as well as visions for the future of the Pasco community,
and
WHEREAS, the City Council conducted a goal-setting retreat on Saturday, May
2, 1998, to discuss all of the various concerns for the present and visions for the future,
NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DOES
RESOLVE AS FOLLOWS:
Section 1. That the following goals shall be considered primary goals for the
City of Pasco organization for the ensuing two years (calendar years 1998 and 1999)
• Complete Phase II of the Police Department technology improvement
plan: Phase I of the Police Department technology plan established a
basic Mobile Data Computer (MDC) system, including lap-top computers
in each patrol car and access to basic information systems Phase II will
expand the MDC system to include direct communication with the
Dispatch Center, integration with the Dispatch Center's mapping data
base and the electronic transfer of incident reports and criminal
information
• Provide municipal sewer service to Riverview residents where feasible
and consistent with established policy: The Road 44 sewer interceptor
provides the backbone for extension of municipal sewer service to
virtually all of the lands lying east of Road 52, as neighborhoods in that
area desire sewer service, the city will accommodate annexation and
formation of Local Improvement Districts (LIDs) to finance the extension
of the sewer improvements The area west of Road 52 requires further
analysis to define the most cost-effective options to accommodate desired
sewer service extension, consistent with the annexation and LID policy
• Assure sufficient process water treatment capacity to accommodate full
development of the Pasco Processing Center: The Process Water Reuse
Facility (PWRF) is nearly fully utilized with the recent decision by Reser's
to build a plant at the processing center, the processing center contains
approximately 150 acres remaining for development The city must
expand the capacity of the PWRF sufficient to accommodate potential
processor developments on the remaining processing center acreage
• Commence construction d the Hillsboro mterchange: Although
construction of the Hillsboro interchange is a state highway project, it is
the intent of the city to do everything it can to assure the pressing need for
the project is converted to actual construction within the next two years
• Initiate Phase I d the rivershore enhancement project: The city has
completed a conceptual plan for nvershore enhancement, focused on the
area between the Blue and Cable Bridges, implementation has been
delayed over the past two years due to the bureaucratic entanglements
involving the Corps of Engineers It is the city's intent to initiate
construction of Phase I of the Rivershore Enhancement Plan within the
next two years
• Complete a study of east/west corridor options for the Lewis Street
underpass: The underpass is more than 60 years old and is showing
signs of deterioration The city needs to determine the most appropriate
corridor for potential replacement of the present underpass
• Continue the Coimnunity Image Campaign: The common perception in
the Tn-Cities that Pasco is less than a desirable place to live is a
particular frustration to the community, the Community Image
Campaign initiated several years ago strives to convey the positives about
Pasco, particularly to the balance of the Tn-Cities
• Complete construction cof a softball complex adjacent TRAC: The original
master plan for the TRAC complex included a softball complex to be
developed by the city on county land adjacent TRAC, it is the intent to
complete construction of the complex within the ensuing two years
• Complete a comprehensive neighborhood rehabilitation demonstration
project: Some of the older neighborhoods in Pasco contain pockets of
deteriorated housing, coupled with deteriorating streetscapes (sidewalks,
curbs, landscape strips, etc ) It is the intent that the city focus rental
rehabilitation funds, block grant funds and other resources, in a
comprehensive manner to result in substantial improvement within a
single neighborhood The process, benefits and lessons of such an effort
will guide future decisions as to further neighborhood rehabilitation
efforts
• Foster an aggressive and effective business recruitment program for the
downtown area: Downtown Pasco is in the process of economic
transition, that is, conversion of older retail and office buildings to other
contemporary uses which do not require high traffic volumes or high
visibility locations It is the intent of the city that an aggressive
recruitment program be established, preferably through PDDA, to fill the
vacant buildings in downtown with businesses currently in operation
throughout the Tn-Cities area
• Construct the Hillsboro and Southeast sanitary sewer mterceptors: The
Hillsboro interceptor (extending from the sewer plant four miles north to
the Pasco Processing Center) is needed to accommodate the growth in
industrial investment in the northeast quadrant of the city, the Southeast
interceptor, extending southeasterly from the sewer plant to Sacajawea
Park, is needed to facilitate development of the industrial acreage south of

"A" Street, as well as ultimate use by the Big Pasco Industrial Center It
is the intent to construct both projects within two years
• Complete a Geographic Information System: The city has established a
computerized base map on an internal computer network, each
department needs to establish electronic data bases to link with the
mapping system, thus creating a Geographic Information System which
will allow geographic analysis of data, ranging from crime statistics to
property values to land use It is the intent that such a system be
essentially completed within two years
Section 2. The City Manager is hereby directed and authorized to formulate
appropriate implementation strategies to achieve the goals set forth herein above,
consistent with appropriation policies and procedures
PASSED by the City Council of the City of Pasco at a regular meeting this
