A RESOLUTION authorizing the sale of surplus City property
WHEREAS, the City of Pasco has acquired title to certam real properties due to
delmquent Local Improvement District assessments and through the purchase of tax
foreclosed properties from Franklin County, and
WHEREAS, said real properties are surplus to the needs of the City of Pasco and
it is m the public interest that the properties be sold to raise revenues for the Local
Improvement Guarantee Fund and be placed back on the tax rolls for the City and the
County
WHEREAS, a minimum value for each property must be set to guarantee a
reasonable return, now therefore,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DOES
RESOLVE AS FOLLOWS
1 The City Manager is authorized to request proposals and to negotiate sale
agreements for the properties listed m Attachment A hereto, to purchasers for a
price not less than the minimum bid price listed m Attachment A hereto Lots that
remain unsold after the bid process will be sold on a first come first serve basis
for the minimum bid price
2 All deeds for property zoned for single-family residential use shall state that
the sale is subject to the construction of a residential structure thereon to be
sold to and/or occupied by an owner-occupant within eighteen (18) months
from the date of the deed and further subject to the condition that m the event
any lot is not developed with a residential structure and occupied by an
owner-occupant withm eighteen months from the date of the Deed, such lot
shall revert back to the City of Pasco's ownership and the purchaser shall
receive one-half (1/2) of the purchase price for each such lot in refund from
the City
3 The City Manager is authorized to sign all Local Improvement District
Assessment Deeds authorized by this resolution on behalf of the city and
conveying the real property described therein to the purchaser

4 The closing of such purchase shall be at Pasco City Hall The purchaser shall
be responsible for all costs of recording the Deed and for the costs of any title
msurance desired by the purchaser
