HomeMy WebLinkAbout2361 ResolutionCITY OF PASCO, WASHINGTON RESOLUTION NO cD..__% A RESOLUTION of the City of Pasco, Washington, relating to incurring indebtedness, providing for the submission to the voters of the City at a special election to be held therein on March 10, 1998, of a proposition authorizing the City to incur indebtedness by issuing its general obligation bonds in a par amount not to exceed $1,700,000, payable by annual property tax levies to be made in excess of regular property tax levies, for the purpose of paying all or a part of the cost of renovating the Pasco Library and to relocate the Pasco City Fire Station No 1 by acquiring, constructing and equipping a new fire station and to levy those excess property taxes WHEREAS, the City Council of the City of Pasco, Washington has passed an Ordinance this date authorizing the submittal of two propositions to incur mdebtedness by the issuance of general obligation bonds to renovate the Pasco Library and to relocate the Pasco City Fire Station No 1 by acquiring, constructing, and equipping a new fire station, and pending the effective date of that Ordinance it is necessary to submit this Resolution to the Franklin County Auditor for the submission of the propositions to issue those bonds before the voters of the City at the March 10, 1998 elections, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL, CITY OF PASCO, WASHINGTON as follows Section 1 The City finds that an emergency exists which requires the making, constructing and acquiring of the improvements comprising the Library Project and the Fire Station Project described in the above referenced Ordinance and the Auditor of Franklin County, Washington as ex officio Supervisor of Elections, is requested to concur in that finding and to call and conduct a special election to be held in the City on March 10, 1998, for the purpose 0319640 01 of submitting to the qualified electors of the City for their approval of questions of whether or not the City shall borrow, not to exceed, $750,000 for the Library Project and $950,000 for the Fire Station Project, issue its general obligation bonds in those principal amounts for capital purposes only other than the replacement of equipment and levy the excess taxes necessary to redeem the bonds as herein set forth Section 2 The City Clerk is directed to certify to the Auditor of FranIchn County, Washington, as ex officio Supervisor of Elections, at least 45 days prior to the March 10, 1998, special election date a copy of this resolution and the propositions to be submitted at that special election in the form of ballot titles as follows PROPOSITION NO 1 LIBRARY BONDS - $750,000 Shall the City of Pasco, Washington, borrow $750,000 to renovate the Pasco Library, including reconstructing the roof, upgrading the electrical, lighting and research facilities, expanding the reading room and carrying out other capital purposes and by selling general obligation bonds therefor maturing within 20 years and levy annual excess property taxes necessary to pay and retire the bonds, as provided in Ordinance No and Resolution No 9 BONDS YES 0 BONDS NO El PROPOSITION NO 2 FIRE STATION BONDS - $950,000 Shall the City of Pasco, Washington, borrow $950,000 to relocate its Fire Station No 1 by acquiring, constructing and equipping ( to the extent permitted by law) a new fire station to improve emergency response services by selling general obligation bonds therefor maturing within 20 years and levy annual excess property taxes necessary to pay and retire the bonds, as provided in Ordinance No and Resolution No 9 BONDS YES 0 BONDS NO 0 0319640 01 -2- ADOPTED by the City Council of the City of Pasco, Washmgton at a regular open public meeting thereof, and signed m authentication of its passage this 20th day of January, 1998 City Clerk APPROVED AS TO FORM City Attorney 0319640 01 -3- I, Daniel L Underwood, City Clerk of the City of Pasco, Washington, certify that the attached copy of Resolution No is a true and correct copy of the origmal Resolution passed on the 20th day of January, 1998, as that Resolution appears on the Minute Book of the City DATED this day of , 1998 Daniel L Underwood City Clerk w 0319640 01 -4-
