A RESOLUTION amending an Interlocal Cooperation Agreement between Franklin
County and the City of Pasco
WHEREAS, the City of Pasco and Franklin County entered into an Interlocal
Cooperation Agreement, dated January 25, 1993, which provided for the planning, administration
and implementation of Franklin County's portion of the Benton-Franklin Regional Comprehensive
Solid Waste Plan and the Moderate Risk Waste Management Program, and
WHEREAS, the Pasco City Council and the Board of Commissioners of Franklin
County have extended the Interlocal Agreement for two additional terms of two years each by
executing a letter of mutual agreement, and
WHEREAS, the Pasco City Council and the Board of Commissioners of Franklin
County wish to extend the Interlocal Agreement for two additional years, and
WHEREAS, Section IX of the Agreement allows amendments of said Interlocal
Agreement, and
WHEREAS, Section III refers to revenues generated from the Pasco Sanitary Landfill,
which has since closed, and
WHEREAS, the County currently receives "tipping fee" revenues from New Waste
Landfill which offset the state grant matching requirements for solid waste and moderate risk waste
program administration and implementation for all participating agencies in Franklin County,
NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO
RESOLVE AS FOLLOWS
Section 1. That the Mayor is hereby authorized to sign a letter of mutual agreement
extending the termination date of the Solid Waste and Moderate Risk Waste Management
agreement to December 31, 1999, clarifying potential grant funding matching amounts and
amending references to "Pasco Sanitary Landfill"
