RESOLUTION NO 2356
A RESOLUTION of the City Council of the City of Pasco,
Washington, relating to Utility Local Improvement District No 131,
declaring its intention to amend Ordinance No 3216, as amended
by Ordinance No 3224 (creating Local Improvement District No
131), and as further amended by Ordinance No 3239 (converting
Local Improvement District No 131 to a utility local improvement
district), by adding additional terntory to the district and providing
additional sewer improvements to serve that added terntory, fixing
the time and place for the heanng on that amendment and on the
final assessment roll for Utility Local Improvement District No
131, and directing that notice thereof be given in the manner
required by law
WHEREAS, by Ordinance No 3216, the City Council of the City of Pasco,
Washington created Local Improvement District No 131 containing
noncontiguous units for the purpose of carrying out improvements of
properties within that district by constructing sanitary sewer lines, sewer
stubs, a street overlay, and other work necessary or incidental thereto, and
WHEREAS, in response to filed protests to the formation of that district
to include a noncontiguous portion of that district, the Council by Ordinance
No 3224 amended Ordinance No 3216 by deleting that noncontiguous portion
of Local Improvement District No 131, and
WHEREAS, by Ordinance No 3239, the Council converted Local
Improvement District No 131 to a utility local improvement district under the
name of Utility Local Improvement District No 131 ("ULID No 131"), and
WHEREAS, the Council has received letters from property owners
outside of ULID No 131 requesting to be included within the District and
receive service from the improvements therein, and
WHEREAS, the final assessment roll for ULID No 131 has been
prepared as provided by law and is on file with the City Clerk, and it is
necessary to fix a date for a heanng thereon before the City Council, Now

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO,
WASHINGTON as follows
Section 1 It is the intention of the City Council of the City of Pasco,
Washington to amend Ordinance No 3216 as amended by adding additional
property and improvements to ULID No 131, and such additional property and
improvements are described on Exhibit A, attached hereto and by this
reference made a part hereof
The total estimated costs of the improvements in ULID No 131 including
the improvements specified herein is declared to be $1,595,450, and the entire
cost and expense of the improvements shall be born by and assessed against
the property special benefited by the improvements to be included in ULID No
131 The actual assessments may vary from the estimated assessments as
long as they do not exceed a figure equal to the increased true and fair value of
the improvements the improvements add to the property
Section 2 The City Clerk is authonzed and directed to give notice of the
adoption of this resolution and of the date, time, and place fixed for the public
heanng to each owner or reputed owner of any lot, tract, parcel of land, or other
property within the proposed local improvement district by mailing such notice
at least 15 days before the date fixed for public hearing to the owner or reputed
owner of the property as shown on the rolls of the Franklin County Assessor at
the address shown thereon, as required by law
This resolution, shall be published in at least two consecutive issues of
the official newspaper of the City, the date of the first publication to be at least
fifteen days prior to the date fixed for the public heanng and the City Clerk is
instructed to cause notice to be given both by mailing in publication as
required of the heanng on the final assessment roll as required by law
Section 3 A public heanng on the amendment Ordinance No 3216 as
amended and on the final assessment roll for Utility Local Improvement
District No 131 will be held before the City Council at 7 00 p m local time, in
the Council Chambers, City Hall, 525 N 3rd Avenue, Pasco, Washington on
January 20, 1998 All persons who may desire to object to the improvements
specified in the above referenced amendments to Ordmance 3216 or to the
assessments against their property are notified to appear and present those
objections at the heanng before the City Council as specified in this section
