HomeMy WebLinkAbout2320 Resolution1 4 PASSED by the City Council of the City of Pasco at a regular meeting this day of July,,1997 harks D Kilbury, ayor RESOLUTION N023 AO A RESOLUTION regarding the minimum safe height of the Columbia River levees in Pasco WHEREAS, the United States Congress enacted the Water Resources Development Act of 1996, which included certain provisions relating to the Columbia River levees in Pasco, and WHEREAS, certain language of the Act directs the Secretary of the Army to contract with a private party to determine the minimum safe height for said levees, and WHEREAS, a private party has not yet been contracted to so determine minimum safe levee height, and WHEREAS, the U S Army Corps of Engineers (USACE) previously advised the city that it had previously determined the minimum safe levee height to be equivalent to Elevation 354 Mean Sea Level (MSL), and WHEREAS, recent guidance issued by USACE for use in determining qualification for the National Flood Insurance program managed by the Federal Emergency Management Agency (FEMA) reflects the national standard of protection against the one hundred year flood, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO RESOLVE AS FOLLOWS: Section 1. The national standard of protection against the one hundred year flood and qualification for the National Flood Insurance Program is an appropriate and overriding standard by which to fix the minimum safe levee height for the Columbia River levees in Pasco Section 2. The Secretary of the Army is hereby requested to define the minimum safe levee height for the Columbia River levees in Pasco at the lowest elevation (MSL) necessary to conform to the FEMA standard ATTEST: Catherine D Seaman, Deputy City Clerk Leland R Kerr, City Attorney
