HomeMy WebLinkAbout2295 ResolutionPAVED by the City Council of the City of Pasco this 1997 Charles D ilbury, Mayo RESOLUTION NO A RESOLUTION accepting the Pasco Rivershore Enhancement Vision Plan as a geneial guide foi the enhancement of the section of riverfront located between the "Blue" and "Cable" Bridges WHEREAS, the City Council has previously identified enhancement of the Columbia riverfront as a priority for 1997, and WHEREAS, the nine (9) member Pasco Rivershore Enhancement Committee, working with a consultant, prepared a Pasco Rivershore Enhancement Vision which includes a staged development plan and budget estimate for the initial phase, and WHEREAS, the draft final Vision Plan has been reviewed and recommended for acceptance by the City Planning Commission BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON ORDAIN AS FOLLOWS (1) That the Pasco Rivershore Enhancement Vision Plan is hereby accepted as a general guide for the enhancement of the section of riverfront located between the "Blue" and "Cable" Bridges (2) That the City administration identify funding sources for potential implementation of the plan, and initiate changes in the City of Pasco Comprehensive Plan and Zoning Ordinance necessary to implement the Plan ATTEST Catherine Seaman, Deputy City Clerk APPROVED AS TO FORM Leland B Kerr, City Attorney day o PLANNING COMMISSION MINUTES The January 16, 1997 meeting of the Planning Commission was called to order at 6 05 p m by Acting Chairman Robert Chamberlin MEMBERS PRESENT MEMBERS ABSENT James Hay, Chairman (arrived 6 40pm) Robert Chamberlin June Smurthwaite Kris Ann Kennedy Eileen Lew-Crawford Fred Rigwood Melodic Selby (conflict/illness) Linda Sue Williams Ron Malachi APPROVAL OF MINUTES: Acting Chairman Chamberlin asked if there were any additions or corrections to the minutes of November 21, 1996 and December 19, 1996 Commissioner Smurthwaite moved, seconded by Commissioner Rigwood that the minutes be approved as mailed The vote was unanimous PUBLIC HEARING OATH: Acting Chairman Chamberlin explained to those present that the state law requires testimony in quasi judicial hearings such as the Planning Commission hearing to be given under oath or affirmation and asked all those that wished to speak this evening to stand so he could administer the oath The oath was administered PUBLIC HEARINGS: A RIVERSHORE DEVELOPMENT Presentation of the 1997 Rivershore Enhancement Plan (River-frontage between the Blue Bridge and the Cable Bridge) Staff explained this was a public hearing to consider the acceptance of a Rivershore Enhancement Plan for the Columbia River river-frontage between the Blue Bridge and the Cable Bridge Staff explained the history leading to the development of the plan which involved initial direction from the City Council, formation of a Rivershore Committee and contracting with a Landscape Architect Staff explamed the consultant would present the specifics of the Rivershore Enhancement Plan Len Zickler of JGM Consultants was present to review and discuss the formation process and the final product He explained this plan was developed considenng past planning efforts while realizing previous efforts may have been too ambitious He explained the Rivershore Committee conduct a public workshop to obtain pubhc input and stressed this is the community's effort Acting Chairman Chamberlin questioned Mr Zickler if this did involve breaching the levee'? Mr Zickler explained the long term plan would involved modifying the levee system Acting Chairman Chamberlin stated modifying Juvenile Pond would be a good place to start considering the areas current condition and the ownership Acting Chairman Chamberlin asked Fred Ackerman, Rivershore Committee member, if the land owners, specifically the "Griggs/Wright" property owners were in agreement with this proposal'? Fred Ackerman explained the representative for these owners was supportive of the plan Commissioner Crawford questioned the implementation time frames'? Mr Zickler explained the long range vision involved a 25-30 year penod, with the redevelopment planned in phases which can be accomplished Commissioner Crawford questioned what will happen to the existing residences, business and the Water Treatment Plant? Mr Zickler explained this would involve displacement of existing uses, yet the increase in property values associated with the redevelopment should off-set this displacement Acting Chairman Chamberlin questioned if discussion of formation of a corporate entity to purchase the properties in question as they become available had been considered'? Mr Zickler explained the idea was not discussed, yet their was concern expressed about housing stock issues Commissioner Smurthwaite questioned staff if this was the only public heanng on this plan and whether property owners received notice of this heanng 2 Staff explained this was intended to be the only public hearmg on this proposal and the major property owners were involved with the formation of the plan Staff explained notices were not sent to specific property owners, yet a display size notice was published in the newspaper Commissioner Smurthwaite questioned staff if this was a public hearing public hearing or a workshop'? Acting Chairman Chamberlin questioned staff if this item was just a presentation or a public hearing to consider this issue Staff explained this issue was advertised as a public hearing and the agenda packet identified this item as a public hearing Staff explained the confusion could be due to this item being scheduled and advertised for a 600 PM hearing while the remainder of the agenda items were advertised for 7 00 PM hearings Staff explained this item was properly advertised for a public hearing to consider adoption of the Rivershore Plan and the Planning Commission could take public input and deliberate the issue and provide a recommendation to the City Council Acting Chairman Chamberlin opened the public hearmg and asked if there was anyone else present who wished to speak in favor of this proposed Rivershore Enhancement Plan'? None were present Acting Chairman Chamberlin asked if there was anyone present who wished to speak against or if anyone had general questions or comments about this proposed Rivershore Enhancement Plan'? None were present Acting Chairman Chamberlin then closed this portion of the public hearing Acting Chairman Chamberlin asked if the Planning Commission had any questions or comment about this proposed plan Commissioner Kennedy stated she had served on the Rivershore Committee and felt the Columbia River frontage was a major asset for the community yet was not utilized She stated her support for the plan as presented 3 Commissioner Smurthwaite questioned who would be responsible for maintaining the proposed landscaping'? Staff explained the specifics of plan implementation would involve defining those responsibilities, yet there would be a good deal public responsibility for maintenance Staff explained this plan was conceptual in nature Commissioner Smurthwaite stated the concept appeared good yet was concerned about the lack of details to be resolved at a later date Due to the evolution of plans from the general status to implementation and the changes which often occur for concept to reality, she expressed concern about the lack of detail Commissioner Kennedy moved, seconded by Commissioner Smurthwaite that the Planning Commission recommend the City Council accept the Pasco Rivershore Enhancement Plan as a general guide for the enhancement of the section of the nver-front located between the Blue and Cable bridges Commissioner Smurthwaite stressed the key word is a "general" guide The motion passed unanimously with Commissioners Crawford, Kennedy, Smurthwaite and Rigwood voting in favor 4
