RESOLUTION NO. aa C 0
A RESOLUTION declaring that an emergency exists necessitating
the immediate repair of the Reuse facility and authorizing the Public
Works Director to investigate and enter into a contract for its design a n d
repair without calling for bids
WHEREAS, a major damage to the liner of the equalization basin in the Reuse
facility has been discovered which jeopardizes the continued use of the facility as
well as potential ecological and structural damage unless immediate repairs are
made to the facility, and the period for repair of the facility to be placed back o n
line is very limited, and
WHEREAS, Washington law (RCW 35 22 620) provides that in the event of a n
emergency where immediate execution of a Public Works Contract is necessary,
requirements for bidding for such public works may be waived, NOW, THEREFORE,
IT IS HEREBY RESOLVED AS FOLLOWS:
1 . The City Council of the City of Pasco hereby declares an emergency exists
as a result of the failure or damage to the liner in the equalization basin requiring its
immediate repair
2. The Public Works Director is authorized and directed to investigate the
options available for the repair of the equalization basin and enter into a contract
with such persons or entities best suited to make the necessary repairs
3. That within seven (7) days after the commencement of the work, the
Public Works Director shall cause to be published a notice containing a description of
the work to be performed and an estimate of its cost
ADOPTED this day of January, 1997, by the City Council of the City of
