HomeMy WebLinkAbout2272 Resolution0;06 110 1-4 CTION NO. a a7 e e -Ali6OLUTION adopting rules, regulations and fees \fad governing the use of City owned and or operated facilities WHEREAS, it is m the best mterest of the City to provide for pubhc use of City owned facilities, and, WHEREAS, rules and regulations should be promulgated m order to provide facilities are mamtamed m the best possible condition, and, WHEREAS, certam fees should be established m order to provide the maximum use of the facilities and a reasonable charge should be established for use of City facilities, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO; that the followmg documents attached hereto and by this reference mcorporated herein are hereby adopted as the official rules, regulations and fees governing the use of City owned or operated facilities A. Rules, regulations and fee schedule for use of City owned facilities consistmg of four (4) pages and marked as Exhibit A PASSED by the City Council of the City of Pasco this a \ day of October, 1996 ATTEST CATHY SEAMAN, CITY CLERK LELAND RR, CITY AT 0 EY City of Pasco Rules, Regulations and Fee Schedule for the Use of City Owned Facilities It is the policy of the City of Pasco to permit the use of City Facihties by commumty groups as much as possible within the regulations required for the protection of the mterest and property of the City The City Council hereby promulgates rules and regulations which shall govern the use of City owned facilities No person, or group of persons, shall hold any meetmg, or conduct group recreation activities m any facility except by permit and upon the terms and conditions heremafter set forth, provided that such permit requirements shall not apply to scheduled City activities Upon application, such permit will be issued unless (1) its issuance would obstruct and/or interfere substantially with City use and enjoyment by the Public, or (2) the date and time requested has previously been allocated by permit 1 Applications must be completed by an adult member of the orgamzation requesting use 2 All applications must be completed at least one (1) week m advance of the event 3 No alcoholic beverages are allowed 4 Cancellations must be made twenty-four (24) hours m advance for applications where no charges are made Cancellation must be made forty-eight (48) hours m advance for _ applications m which there is a charge 5 Permittee shall restore facilities to the condition m which found If the facility is not left m said condition, the pernuttee will be charged the costs incurred by the City to restore the facility Costs will apply to both labor and matenals mvolved 6 Equipment available for use shall be on inventory at the respective facihty 7 A smgle application may be made for a senes of stated meetings of like character 8 Pemuttee shall hold the City free and clear of any and all claims for damages, and loss of property that may result form any act or omission on the part of the pemuttee or its agents while on City property Exhibit A - Page 1 9 If, m the opinion of the City, facilities are needed for a department program, applications may be revoked ten (10) days before the scheduled event 10 Smce the above policies have been established by the City Council, exception may only be made by special City Council action Such applications must be made at least thirty (30) days m advance of the event 11 At any time a recreational facihty is used for any purpose except for a directly sponsored Pasco Parks & Recreation Department activity, an employee of the Department, and/or City may be required to be present The current fee for supervision may be charged agamst the permittee for each hour the facility is open 12 If, m the opinion of the City Manager or his designee, a supervisor is not needed, the charge for supervision may be waived 13 If, m the event an organization, prmciples of an organization, or a group does not have the necessary moneys for the use of any facility, the City Manager may give special approval for payment of fees within forty-eight (48) hours subsequent to the event 14 The followmg classifications shall apply for the purpose of determining applicable fees and charges Classification A Public recreation activities that are co-sponsored by the Parks & Recreation Department Classification B Recreation activities and meetings that are organized, promoted, conducted, and sponsored by non-profit organizations, such as Community Clubs, Service Clubs, or Youth Service Agencies B-1 If the event is free and open to the public, there shall be no rental fee charged There may be a charge for a supervisor for each hour the facility is open B-2 If an admission charge is to be made, donations received or articles or services sold, or club dues paid to meet actual expenses or the event, or if admission is limited to certam mdividuals such as members, invited guests, etc, there shall be a service charge m accordance with the rates listed herem Classification C Any recreation, social or service activity conducted by any person or group of persons not included within Classification A or B heremabove set forth Exhibit A - Page 2 C-1 If the event is free and open to the public, there shall be no rental fee charged There may be a charge for a supervisor for each hour the facility is open C-2 If an admission charge is to be made, donations received or articles or services sold, or club dues paid to meet actual expenses of the event, or if admission is limited to certam mdividuals such as members, invited guests, etc , there shall be a service charge m accordance with the rates listed herem Classification D Any person or group of persons who desire to use outdoor park areas for financial gam, if there is an admission charge, donations received, articles or services sold, there shall be a service charge m accordance with the rates listed herem This category would mainly apply to Arts & Crafts Fairs, park equipment displays, etc All fees must be paid by cash, check or money order and made payable to the City of Pasco Payment is due at least forty-eight (48) hours before the event Storage Due to limited storage space m City facilities, storage space is not available for groups, other that authonzed Parks & Recreation Department programs Payment Procedure All groups must make payment directly to the Parks & Recreation Department at 525 N 3rd Street Checks should be made out to the City of Pasco Cancellation Applications with no service charge must be canceled twenty-four (24) hours m advance Applications m which there is a service charge must be canceled forty-eight (48) hours m advance of the meetmg date Exhibit A -
