A RESOLUTION urging creation of a Franklin County
Public Facilities District
WHEREAS, the Trade Recreation and Agricultural Center (TRAC) was jointly
developed over the past six years by Franklin County and the City of Pasco, but is operated
by Franklin County under the provisions of interlocal agreements and with oversight by an
advisory committee, and
WHEREAS, the City desires that a convention center be added to the TRAC facility,
but recognizes the inability of the City or Franklin County to inchvidually or jointly
accomplish the project due to current debt capacity limitations or reservations, and
WHEREAS, RCW 36 100, the so-called 'Manners Legislation" enacted in the 1995
special session of the state legislature, expanded authority for each county within the state
to create a public facilities district, the sole purpose of which is the construction and
operation of certain entertainment facilities, such as TRAC and a convention center, and
WHEREAS, the public facilities district would possess statutory authority to place
the convention center project before the voters of the district and would also possess its
own debt capacity sufficient in amount to support construction of a convention center
without imposing on the reserved or limited debt capacities of the City of Pasco or Franklin
County, and
WHEREAS, the public facilities district represents an immediate opportunity to
carry out the convention center planning and place the matter before the voters of the
district within the next 12 months, and
WHEREAS, a public facilities district woulealso present the opportunity to transfer
ownership of and/or operation of the TRAC facility from Franklin County, thereby
reducing or eliminating the associated operational burdens being experienced by Franklin
County due to its obligations under the interlocal agreement, and
WHEREAS, the City recognizes the financial concerns and limitations of Franklin
County in creating such a district and is willing to provide for the imtial operating expense
of the district, as well as fully finance the convention center planning cost to the point of a
ballot proposition for such a project, and
WHEREAS, immediate creation of a public facilities district is necessary in order
that appropriate planning and preparations can be accomplished in time to permit a
thoroughly planned project to be presented to the district's voters by spring 1997, NOW,

THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO
RESOLVE AS FOLLOWS
Section 1 That the Board of Commissioners of Franklin County is urged hereby
to cause the creation of a Franklin County Public Facilities District, consistent with RCW
36 100, within 30 calendar days of the date of this Resolution
Section 2 That the Franklin County Commissioners and Pasco City Council make
their respective appointments to the new district board, consistent with RCW 36 100, not
later than August 6, 1996
Section 3 That the City will contract with the pubhc facihties district to provide at
least 12 months reasonable start-up and operating expenses, to be determined through an
interlocal agreement between the City of Pasco and the new district
Section 4 That the City will also contract with the new district for the conduct of
all necessary planning, design, and consulting work necessary to develop a final plan for a
convention center addition to the TRAC facihty and its presentation to the voters of the
district
