A RESOLUTION authorizing the sale of certain properties purchased with Local
Improvement Guarantee Funds
WHEREAS, the City of Pasco previously purchased from Franklin
County properties foreclosed for delinquent general taxes which were also
encumbered with City of Pasco Local Improvement District assessment, and
WHEREAS, the City previously advertised the property for sale, and
WHEREAS, the City desires to sell the property and the City Council
believes the price offered is reasonable considering fair market value, NOW,
THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO RESOLVE AS
FOLLOWS
Section 1 That the City Manager is authorized to execute the
appropriate documents for the sale of the following properties to the following
purchaser at the terms set forth below
A Encka Mane Keith one lot located in N P Plat, Lot 4, Block 25, for
a total of $5,000 to be paid within 90 days from the date of this
Resolution
The deed for said lot shall stipulate that the initial occupants of
the home built on the lot be owner-occupants The deed shall
also contain a reverter clause stating that should a home not b e
completed within 18 months, the undeveloped lot shall rev ert
back to the City and the purchaser shall receive one-half of the
purchase price as a refund The City shall grant extensions for
good cause shown if substantial construction is in progress
PASSED by the City Council of the City of Pasco, Washington this

LOCAL IMPROVEMENT ASSESSMENT DEED
This Indenture made this al day of Yfl , 1996 between the
City of Pasco, Washington, party of the first part andJ Ericka Marie Keith,
party of the second part
Witnesseth, That, whereas, the City of Pasco did purchase from
Franklin County, Washington, by Tax Deed from the Franklin County
Treasurer, the real property described below for the amount of delinquent
taxes due and the expenses of foreclosure, said real property, having
previously been foreclosed upon for delinquent taxes by Franklin County, and
the City Council of Pasco, Washington having given its approval of the sale
of said real property to the party of the second part on November 21, 1994
The Party of the first part, by the undersigned for and in consideration
of Five Thousand Dollars ($5,000 00) previously paid, bargains, sells and
conveys to the party of the second part, the following described real property
situated in Pasco, Franklin County, Washington
Lot 4, Block 25, N. P. Addition to the City of Pasco, according to the
Plat thereof, records of Franklin County, Washington.
Subject to the condition that the initial residential structures built
thereon be sold to and/or occupied by owner-occupants; and further
subject to the condition that in the event that said lot not be
developed with a residential structure within eighteen (18) months
of the date of this deed, the undeveloped lot shall revert back to the
ownership of the party of the first part, and the party of the second
part shall receive Two Thousand Five Hundred Dollars ($2,500.00)
from the party of the first part in refund.
AND RELEASES any and all local improvement assessment liens in favor
of the City of Pasco against the above described real property

Notary Public in and for the State &Washington, duly commissioned and
sworn, personally appeared Gary Crutchfield to me known to be the City
Manager of the City of Pasco, Washington and executed the foregoing
instrument, and acknowledged the said instrument to be the free and
voluntary act and deed of said municipal corporation, for the uses and
purposes therein mentioned, and on oath stated that he is authorized to
execute the said instrument
