A RESOLUTION expressing primary goals of the City of Pasco for the ensuing two years WHEREAS, the City of Pasco organization desires to focus the allocation of its resources toward primary goals selected to fulfill the vision of Pasco's future as held by its elected representatives, and WHEREAS, the City Council conducted a Community Forum on April 6, 1996, to elicit the concerns of residents about the present condition of the city, as well as thoughts and suggestions for Pasco's future, and WHEREAS, the city managerial staff has shared with the City Council its concerns for the present, as well as visions for the future of the Pasco community, and WHEREAS, the City Council conducted a goal-setting retreat on Saturday, April 20, 1996, to discuss all of the various concerns for the present and visions for the future, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DOES RESOLVE AS FOLLOWS Section 1 That the following goals shall be considered primary goals for the City of Pasco organization for the ensuing two years (calendar years 1996 and 1997) • Initiate construction of a Convention Center as an expansion of the TRAC facility • Construct and staff a third fire station to be located so as to serve the northwest portion of the city • Develop and implement a technology improvement plan for the Police Department • Provide municipal sewer service to Riverview residents where feasible and consistent with established policy • Obtain the Phase II permit from the Department of Ecology for expansion of the industrial wastewater treatment facility • Extend Burden Boulevard to connect with Road 44 • Complete Phase I of the Hillsboro interchange project • Define a rivershore development plan and implement the shoreline improvement phase of the plan using the Corps of Engineers Section 1135 funding program • Evaluate the feasibility and assess the costs and benefits of operating a municipal jail and dispatch center • Complete the northeast water line loop improvements • Complete a study of the structural integrity and function of the Lewis Street underpass and east-west corridor options • Complete implementation of the Gateway Improvement Plan • Continue the Community Image Campaign Charles D Kilbury Mayor • Streamline the code enforcement system, to include a rental licensing program • Complete the softball complex near the baseball stadium • Establish incentives and opportunities to encourage rehabihtation of rental properties and successfully complete at least one rental rehab project • Foster improved understanding and appreciation of cultural differences and values throughout the community and within the organization • Work with the Downtown Development Association to identify priority projects within the downtown area and complete at least one • Establish an after-school program in each neighborhood elementary school south of the U S 395/SR-12 corridor • Complete an assessment of the traffic and street improvement needs in the Road 68 corridor Section 2 The City Manager is hereby directed and authorized to formulate appropriate implementation strategies to achieve the goals set forth herein above, consistent with appropriation policies and procedures PASSED by the City Council of the City of Pasco at a regular meeting this 6th day of May, 1996 CITY OF PASCO ATTEST Catherine D Seaman Deputy City Clerk APPROVED AS TO FORM Leland B Kerr City Attorney Resolution expressing primary goals of the City of Pasco for the ensuing two years - Page 2
