A RESOLUTION seeking local ownership of the Columbia River Levee
between Road 40 and the Pasco Boat Basin
WHEREAS, the U S Department of Army Corps of Engineers (CORPS)
constructed river levees on the Pasco side of the Columbia River in the early 1950's as
part of the McNary Dam project and were constructed to a height in anticipation of
extreme flood projections, and
WHEREAS, the levees are not only a visual scar on the urban landscape of the
greater Pasco area, but constitute a significant barrier to access to and enjoyment of the
Columbia River shoreline by residents and visitors of the community, and
WHEREAS, levees in other urban areas have been constructed and/or modified in
a fashion to accommodate and encourage human use of the respective shoreline by
minimizing levee height and incorporating passive recreation improvements, such as
grass, trees and other natural enhancements, and
WHEREAS, the community has urged the CORPS for more than 15 years to
undertake substantial modification of the levees, to no avail, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO
RESOLVE AS FOLLOWS
Section 1. That the U S Congressional delegation representing the 4th District
of the State of Washington (Senators Gorton and Murray, and Representative Hastings) is
requested hereby to seek federal legislation providing for the transfer of the Columbia
River levee between Road 40 and the Pasco Boat Basin (inclusive) to the City of Pasco,
with adequate provision for continuing Corps of Engineer operation and maintenance of
the drainage system associated with the levee, and avoiding City assumption of
inappropriate liabilities associated with ownership of the levee
Section 2 The City Manager is hereby directed to undertake all administrative
actions necessary and appropriate to advise and support the effort of the community's
Congressional delegation in pursuit of the legislative objective set forth hereinabove
PASSED by the City Council of the City of Pasco at a regular meeting this 20th day
of February, 1996
