HomeMy WebLinkAbout2230 ResolutionRESOLUTION NO. 2230 A RESOLUTION concerning the need for an interchange on SR395 near Hillsboro Street WHEREAS, the City and the Washington State Department of Transportation (WSDOT) both recognize the need to improve the SR395/Hillsboro Street intersection for improved highway safety, and WHEREAS, the Benton-Franklin Governmental Conference published the SR12/SR395 Corridor Study prepared by W and H Pacific in May 1991, and WHEREAS, Corridor Study identified several interchange options for the SR395/Hillsboro Street intersection after which there were numerous public meetings and opportunities for the public to comment on the Corridor Study and the options for the interchange, and WHEREAS, the City recognizes the need for the improvements identified in the 1991 Corridor Study and contracted with HDR Engineering, Inc , in March of 1995 to prepare a Scopmg Study for an interchange at SR395/Hillsboro Street, and WHEREAS, the City recognizes the funding to construct the interchange at SR395/Hillsboro Street is not available and the construction of the interchange will be several years in the future, and WHEREAS, the City recognized the need for interim solution to improve the safety at SR395/Hillsboro Street and with due consideration for both the public safety and economic realities, and passed Resolution No 2213 recommending the lowering of the speed limit to 45 m p h , and WHEREAS, the 5R395/Hillsboro Street Interchange S coping Study dated January 1996 by HDR Engineering, Inc , was completed and accepted by the Council, and vc As To Form: WHEREAS, the study reviewed several options, received public input thiough a Citizen Committee, Public Meetings, and a Public Hearing, and WHEREAS, the preferred locations for an interchange as identified in the Scoping Study is at a location on SR395 approximately 700 to 900 feet north of Hillsboro Street, and WHEREAS, the City recognizes funding is limited and the interchange may need to be constructed in phases to save on costs as identified in the Scopmg Study, NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DO RESOLVE AS FOLLOWS: 1.
