(1) Violation:
Failure to secure a City of Pasco building permit.
(2) Corrective Action:
Discontinue all construction activities and submit an application for a building permit from the City of Pasco (please call
(509) 543-5726 for information on permit requirements). If no permit can be obtained, unpermitted construction must be
removed.
Description: ILLEGAL HOME OCCUPATION (AUTO REPAIR) AT THIS LOCATION. PMC 25.66.040 (1)
(1) Violation: AUTO REPAIR BUSINESS AT THIS LOCATION.
Home occupation is not CLEARLY subordinate to the principal use of the property as a residence.
(2) Corrective Action:
Discontinue all home occupation activities.
Description: REAR YARD HAS TARPS COVERING AUTO REPAIR BUSINESS, STORAGE OF JUNK VEHICLES
AND AUTO PARTS ETC. PMC 25.66.040 (2)
(1) Violation:
Home occupation involves modification of the property that indicates uses other than residential.
(2) Corrective Action:
Discontinue all modification of the property that would indicate that the property is being used for anything other than a
residence.
Description: TWO OCCUPIED RV'S IN REAR YARD. PMC 25.69.040 (1)
(1) Violation:
Occupying recreational vehicle(s) overnight while not in a recreational vehicle park.
(2) Corrective Action:
Discontinue occupancy of all recreational vehicles on the property.

CORRECTION: Discontinue occupation of the recreational vehicle in a residential zone and relocate to an approved
recreational vehicle park.
Description: NUMEROUS JUNK VEHICLES LOCATED ON CITY RIGHT OF WAY, SIDE YARD, REAR YARD
AND FRONT YARD PMC 25.70.150 (2) (a-d)
(1) Violation:
Only one (1) inoperable vehicle may be stored outside of a fully enclosed building on the property in any residential zone.
The vehicle shall not be stored upon a public right-of-way or in the front or side yard areas of the property. The vehicle must
be locked and secured at all times it is unattended and must be stored on an approved hard surface (i.e. gravel, asphalt or
concrete) behind a completely enclosed six (6) foot fence, which is fully sight obscuring. All vehicle parts not properly
installed upon a vehicle shall be stored inside a fully enclosed building or within the vehicle itself.
(2) Corrective Action:
Store all inoperable vehicles within an enclosed building (such as a garage or shed). One vehicle may be stored outside an
enclosed building in compliance with the provisions above. All other vehicles must be removed from the property or made
operable. Store all vehicle parts in an enclosed building, within the vehicle or remove the parts from the property.
Description: STATIONARY PLAY EQUIPMENT PERMANENTLY CONSTRUCTED IN THE FRONT YARD PMC
25.74.030 (2)
(1) Violation:
Allowing any building, structure, satellite dish, stationary play equipment or clothes lines to be erected, altered, or placed so
that any portion thereof is within the required front yard.
(2) Corrective Action:
Remove all buildings, structures, satellite dishes, stationary play equipment and/or clothes lines from the required front yard
portion of your property.
Description: VEHICLES PARKED IN FRONT AND REAR YARD AND ON UNAPPROVED SURFACE. PMC
25.78.030 (4)
(1) Violation:
Vehicles are being parked on an unapproved surface (such as dirt or grass) and/or more than four (4) vehicles at a time are
being parked in the front driveway.
(2) Corrective Action:
Park ALL vehicles on an approved surface such as asphalt, gravel or concrete and/or discontinue parking more than 4
vehicles at a time in the front driveway.
Description: POSSIBLE HUMAN WASTE & TOILET PAPER ON WEST SIDE OF PROPERTY IN THE REAR. PMC
6.24.010
(1) Violation:
Permitting accumulations of filth, garbage, decaying animals or vegetable matter, etc.
(2) Corrective Action:
Remove and lawfully dispose of all garbage, waste, debris and any decayed/decaying matter. Maintain property free from all
filth, waste and garbage at all times.
Description: FAILURE TO LICENSE THE DOG AT THIS LOCATION. PMC 8.02.030
(1) Violation:
Permitting any dog, cat or other animal to trespass on private or public property so as to damage or destroy any property or
thing of value, or to deposit fecal matter on any property not that of his owner.
(2) Corrective Action:
Keep animals on your property at all times and prohibit them from damaging or depositing fecal matter on other

properties.
Description: REAR YARD IS AN EXTREME FIRE HAZARD. PMC 9.60.020 (1)
(1) Violation:
Any action or inaction which unreasonably annoying injuring or endangering the comfort, repose, health or safety of others.
(2) Corrective Action:
Discontinue any act which violates the provisions of this ordinance.
Description: EXCESS NUMBER OF VEHICLES AND JUNK VEHICLES BEING STORED ON CITY RIGHT OF
WAY. (STREET) PMC 9.60.020 (3)
(1) Violation:
Unlawfully interfering with, obstructing or tending to obstruct or render dangerous for passage any public right-of-way (i.e.
stream, public park, parkway, square, street, highway or sidewalk) in the city.
(2) Corrective Action:
Remove all items/objects/vehicles/etc. which may be obstructing any public right-of-way.
Description: ENTIRE PROPERTY BEING USED AS A JUNKYARD FOR THE STORAGE OF JUNK VEHICLES
AND VEHICLE PARTS. PMC 9.60.030 (12)
(1) Violation:
All places used or maintained as junkyards, or dumping grounds, or for the wrecking or disassembling of automobiles, trucks,
tractors, or machinery of any kind, or for the storing or leaving of worn-out, wrecked or abandoned automobiles, trucks,
tractors, or machinery of any kind, or of any of the parts thereof, or for the storing or leaving of any machinery or equipment
used by contractors or builders or by other persons.
(2) Corrective Action:
Discontinue wrecking or disassembling automobiles, trucks, etc. Remove and lawfully dispose of all wrecked or abandoned
vehicles, machinery, etc. along with any parts thereof. Discontinue the storage of heavy machinery or equipment (i.e. front
end loaders, dump trucks, backhoes, etc.) at this property.
Description: TRASH, LITTER AND DEBRIS LOCATED ON AND AROUND THIS PROPERTY. PMC 9.60.030 (6)
(1) Violation:
Any parcel within the City which is filthy, littered or trash-covered due to placing, dropping, disposing, throwing away, or
otherwise discarding litter, garbage, refuse, cans, bottles, paper or paper material, metal, organic or inorganic material on
areas of the property other than approved garbage containers.
(2) Corrective Action:
Remove and lawfully dispose of all litter, garbage, junk or vegetative waste on the property.
Description: VEHICLE PARTS IN PUBLIC VIEW (FRONT, SIDE AND REAR YARD AREAS). PMC 9.60.030 (9)
(1) Violation:
Scrap metal, ashes, bric-a-brac, broken stone or cement, broken crockery, broken glass, broken plaster, automobile bodies
and/or parts, and all such trash or abandoned material that are not kept in approved containers.
(2) Corrective Action:
Remove all vehicle parts, scrap metal, machinery, disassembled vehicles, etc. from the property or store these items in an
enclosed container or building. Remove and lawfully dispose of all junk items (e.g. any items or which have served their
intended original purpose) and unusable vehicle parts.

(1) Violation:

Allowing weeds, brush or uncultivated vegetation to grow, or all such vegetation which has grown to a height of twelve
inches (12") or more above the ground, or all such vegetation which has grown to such an extent that it is a menace to public
health, safety, welfare or order. It is the duty of the owner, occupant or person having control of this property to abate any
such nuisances.
(2) Corrective Action:
Cut weeds, brush or uncultivated vegetation as close to the ground as practicable. Remove and lawfully dispose of all cut
vegetation.
Description: REPEAT--WEEDS CAUSING A FIRE HAZARD PMC 9.60.030 (16)
(1) Violation:
Weeds, noxious weeds, grass, and other vegetation which constitutes a fire hazard, encroaches on sidewalks or neighboring
properties, is damaging public improvements, impairs the vision of traffic signs or signals, and/or has reached a height of
twelve inches (12").
(2) Corrective Action:
Eradicate weeds by chemicals, cutting or other acceptable means so that they do not exceed twelve inches (12"), encroach on
neighboring properties, constitute a fire hazard, etc. Weeds that are cut or removed by the root must be removed from the
property and lawfully disposed of.

(2) Corrective Action:
Eradicate weeds by chemicals, cutting or other acceptable means so that they do not exceed twelve inches (12"), encroach on
neighboring properties, constitute a fire hazard, etc. Weeds that are cut or removed by the root must be removed from the
property and lawfully disposed of.

(1) Violation:
At least fifty percent (50%) of the required front yard area has NOT been landscaped with live vegetation.
(2) Corrective Action:
Install live ground cover, such as grass, on at least 50% of the front yard portion of your property. All areas not landscaped
with live vegetation must be landscaped with mulches or decorative rock.
Description: FRONT YARD & SIDE YARD IS DRIED UP AND DEAD. PMC 9.60.030 (15)
(1) Violation:
Lawns, shrubs, trees or other plantings that have been dead for more than three (3) frost free months; and any front or rear
yard areas on any lot, parcel or tract of land in a residential district that has become populated with weeds to the extent that it
subjects neighboring residential properties to weed growth.
(2) Corrective Action:
Restore of replace any landscaping elements that have died and remove and lawfully dispose of excess weeds on the property.

(1) Violation:

(1) Violation:
A fence in excess of six feet (6') in height has been constructed in the side and/or rear yard.
(2) Corrective Action:
Remove all fencing that exceeds six feet (6') in height in your side and/or rear.
Description: OUTDOOR GROWING OF MARIJUANA PMC 9.60.030 (20)
(1) Violation:
Outdoor storage, production, or growing of marijuana or marijuana products.
(2) Corrective Action:
Eliminate all outdoor storage, production and growing of marijuana and marijuana products.
Description: SMELL OF MARIJUANA AND MARIJUANA IN SIGHT AT THIS SITE. PMC 9.60.030 (21)
(1) Violation:
When there is evidence that outdoor use of marijuana or marijuana products are visually observable, recognizable by odor
from the public right-of-way or from any other private property or when a reasonable person would ascertain that such
activities are taking place. Outdoor use of marijuana or marijuana products, with or without a state medical license, when any
portion of such activity creates; traffic, dust, glare, heat, noise, noxious gases, odor, smoke, vibration, process, products or
wastes.
(2) Corrective Action:
Cease all marijuana activities that create any of the nuisance conditions described above.

Description: Search warrants, warrants for arrest and arrests have occured more than twice in the last 12 month
period (7/21/2016-7/21/2017) at this location. There have been 60 arrests and 11 warrants served at this location as
verified via police incident and call log reports. PMC 9.63.020 (B) (4)
Violation:
A search warrant, or warrant of arrest, or arrest has occurred twice at this property, business location, or per unit of this
multi-family residential property within the last twelve month period.
Corrective Action:
Immediately abate the chronic nuisance conditions or respond to the responsible official within seven (7) days of service of
this notice describing the course of action to be taken to correct the nuisance condition. The owner may enter into a voluntary
correction agreement with the city as provided in PMC 9.63.070.
Description: Numerous nuisances have occurred on site in the last 180 days (1/21/2017-7/21/2017)
in violation of the chronic nuisance code. This location contains 61 dwelling units. In the last 180 days, 144 calls of
which 59 were NUISANCE calls (.96 calls per unit) reported to the Pasco Police Department, 10 Code Enforcement
inspections & EMS/Fire Department has responded to the location 6 times. PMC 9.63.020 (B) (5)
Violation:
This multi-family residential property, including, but not limited to, apartments, boarding houses, rooming houses, or
multi-tenant commercial property including, but not limited to, hotels and motels, has had 0.5 or more nuisance activities per
unit (occupied or not) having occurred on different days within the 180-day period of time as stated in this notice.
Corrective Action:
Immediately abate the chronic nuisance conditions or respond to the responsible official within seven (7) days of service of
this notice describing the course of action to be taken to correct the nuisance condition. The owner may enter into a voluntary
correction agreement with the city as provided in PMC 9.63.070.
Description: Nuisances occurring on site include, but are not limited to, violations of PMC chapters 9.06, 9.08, 9.24,
9.38, 9.46, execution of warrants, search warrants and arrrests on the property, etc as verified via police incident and
call log reports between 7/20/2016-7/21/2017. PMC 9.63.030

Permitting this property to continue as a chronic nuisance.
Corrective Action:
Immediately abate the chronic nuisance conditions or respond to the responsible official within seven (7) days of service of
this notice describing the course of action to be taken to correct the nuisance conditions. The owner may enter into a
