RESOLUTION NO. 2205
A RESOLUTION requesting a change m policy to the Benton and Franklin
Counties Comprehensive Solid Waste Management Plan
WHEREAS, the Benton and Franklin Counties Comprehensive Solid Waste
Management Plan states that curbside collection of recyclables is the preferred
method for recycling, and
WHEREAS, the Benton and Franklin Counties Comprehensive Solid Waste
Management Plan states that Basin Recycling, Inc is "also considering offering
curbside collection of recyclables in Pasco and West Pasco", and
WHEREAS, the Benton and Franklin Counties Comprehensive Solid Waste
Management Plan is considered to be county policy according to RCW 70 95 090, and
WHEREAS, the City of Pasco and Basin Recycling, Inc have prepared a report
titled "Alternative to Curbside Recycling in the City of Pasco", which fulfills the criteria
outlined in RCW 70 95 090 (7) (b) (1), and
WHEREAS, the City of Pasco has determined that recyclable drop-off centers
are the most cost-effective method to provide recyclable collection services and to
meet the requirements of RCW 7095, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO
RESOLVE AS FOLLOWS:
To request the Franklin County Commission to amend the Benton Franklin
Counties Comprehensive Solid Waste Management Plan, Section 4 7 1 2 to read as
follows
The City of Pasco will, through its authorized representative, operate drop-off
centers in strategic geographic locations of the city to provide convenient and
accessible drop-off centers to at least 90 percent of the city population The city,
through the efforts of the Franklin County waste management educator, will
conduct on-going educational campaigns and marketing to inform and encourage Pasco
residents to use the recyclable drop-off centers
PASSED by the City Council of the City of Pasco at a regular meeting this 5th
day of September, 1995
