A RESOLUTION authorizing the sale of surplus real property in East
Pasco
WHEREAS, the City has acquired lots in the Highland Park and A M
Wehe Additions due to their foreclosure for delinquent local improvement
district assessments, and
WHEREAS, the City Council has previously requested proposals from
the public for the purchase of said properties, which requests for proposals
have failed to geneiale le ,,ponsive ploposal ,, meeting minimum bid
requilenients, and
WHEREAS, the City Council upon recommendation from City staff
believes the most efficient and responsible means of sale of these properties is
to offer them to the public on a first-come-first-serve basis to those persons
willing to meet the conditions of sale set forth in this resolution, and
WHEREAS, the City Council believes the sale of these properties for
private residential purposes is consistent with the present zoning and is in
the interest of the public welfare by bringing these properties back to the
County property tax rolls in an improved condition, and
WHEREAS, the City Council further believes it is in the public interest
and welfare to offer the properties to persons of all races, nationalities, color,
creed, sex or familio status who are interested in home ownership and desire
or need an economical means of acquiring real property upon which to
construct a residential unit,
Now, therefore,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DO
RESOLVE AS FOLLOWS:
1 That the City owned properties listed on attachment "A" hereto in
the Highland Park and A M Wehe Additions to the City of Pasco shall be sold
by City staff on a first-come-first-serve basis to any person or persons meeting
and accepting the following purchase requirements
a The purchase price shall be paid in cash, cashier's check or money
order in exchange for a Local Improvement Assessment Deed approved by
the City Attorney in the following amounts

1 Six Thousand Dollars ($6,000 00) per lot for lots in Highland
Park
ii One Thousand Dollars ($1,000 00) per lot for lots in A M
Wehe's Addition
b. Each Deed shall state that the sale is subject to the construction of a
residential structure thereon to be sold to and/or occupied by an owner-
occupant within eighteen (18) months from the date of the Deed and further
subject to the condition that in the event any lot is not developed with a
residential structure and occupied by an owner-occupant within eighteen
months from the date of the Deed, such lot shall revert back to the ownership
of the City of Pasco and the purchaser shall receive one-half (1/2) of the
purchase price for each such lot in refund from the City
c. The City Manager is authorized to sign all Local Improvement
District Assessment Deeds authorized by this resolution on behalf of the City
and conveying the real property described therein to the purchaser
d The closing of the purchase shall be at Pasco City Hall or such other
place agreed to by the parties The purchaser shall be responsible for all costs
of recording the Deed and for the costs of any title insurance desired by the
purchaser
Passed by the City Council of the City of Pasco, at a regular meeting
this 21st day of August, 1995
