A RESOLUTION of the City of Pasco supporting the timely
development of the Hazardous Materials and Emergency Response
(HAMMER) Training Center
WHEREAS, the fire and emergency medical officials of the Benton-
Franklin area have for many years recognized the need for effective, hands-
on hazardous materials training for emergency response personnel, and
WHEREAS, Hanford has the majority of hazardous and toxic wastes of
any Department of Energy (DOE) site and requires that its workforce be highly
trained to deal with these dangerous substances, and
WHEREAS, numerous national standards and federal and state laws
have been passed mandating hazardous materials training for public and
private sector employees, and
WHEREAS, currently there is not a facitlity with the resources
necessary to provide adequate training required by federal and state laws,
especially training that features realistic simulation of hazardous material
accidents, and
WHEREAS, a means for providing advanced training to
environmental restoration workers and emergency response personnel in
both governmental and private industry has been proposed through
construction of the Hazardous Materials and Emergency Response
(HAMMER) Training Center, and
WHEREAS, the Benton-Franklin area has the human resources,
technical expertise, and services available to support HAMMER including
those offered by DOE contractors, Battelle's Pacific Northwest Laboratory,
Washington State University/Tn-Cities, and Columbia Basin College, and
WHEREAS, besides providing essential emergency training and aiding
in safe, cost-effective cleanup of the Hanford Site, HAMMER and its
associated activities could significantly stimulate the local economy
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Pasco, Washington that it supports ongoing efforts to assure the development
of the Hazardous Materials and Emergency Response Training Center at the
Hanford Site
