A RESOLUTION declaring the approval of the negotiated Lease/Option
To Purchase of the old Pasco City Hall to Columbia Home Health Services
WHEREAS, the City is vacating the old Pasco City Hall (412 W Clark
Street) except for the Fire Station, to consolidate municipal offices at the new
Pasco Civic Center (525 N Third Avenue), and
WHEREAS, it is of significant concern to the City Council that the old
City Hall building by remaining vacant, contributes to an atmosphere of
disinvestment, or otherwise adversely affect property values in the
downtown area, and
WHEREAS, a prolonged vacancy of the old City Hall would have an
adverse effect on the value of surrounding properties as well as increased
maintenance costs to taxpayers resulting from potential vandalism, and
WHEREAS, it is most beneficial to the Pasco taxpayer to sell the old
City Hall or to lease the facility until a purchase can be consummated, thereby
avoiding liabilities associated with long-term maintenance responsibilities of
the building, as well as placing the property on the tax roll, and
WHEREAS, Columbia Home Health Services has indicated a desire to
enter into an immediate lease of the premises with an option to purchase
during the term of the lease, and
WHEREAS, Columbia Home Health Services would provide a
significant contribution to the ongoing re-development of the downtown
area of Pasco by the location of its business offices at the old Pasco City Hall,
and
WHEREAS, an estimate of the value of the old City Hall premises has
been obtained from a qualified commercial real estate broker and the option
price is reasonably consistent with the estimate of value, now, therefore,
