A RESOLUTION concerning the location of assisted farmworker
housing in the City of Pasco
WHEREAS, there exists an evident need for farmworker housing
throughout Benton and Franklin Counties, and
WHEREAS, the Pasco/Franklin County Housing Authority has
attempted to develop farmworker housing units throughout Franklin
County over the past three years, only to find its efforts stymied by lack of
acceptance in the communities of Connell, Mesa, and Basin City, and
WHEREAS, the Housing Authority has proposed to obtain FHA
financing for a forty-two unit complex in Pasco, and
WHEREAS, the City of Pasco desires to accommodate the additional
units, but is concerned about the specific proposal's conflict with community
development objectives,
THE CITY COUNCIL OF 'THE CITY OF PASCO, WASHINGTON DO
RESOLVE AS FOLLOWS
1. The City Council finds the forty-two unit complex proposed to be
located on a single four acre site in Pasco to conflict with valid community
development objectives, as follows
a The proposal will result in the concentration of fifty-three (53)
publicly owned multi-family dwelling units within a two-block
area, contrary to the community's long-standing objective of
dispersing publicly assisted units throughout the community,
b. The proposal will remove from the local tax rolls a relatively
large site otherwise likely to experience private development,
thus representing a community loss of at least fifty-thousand
dollars ($50,000 00) annually, and conflicting with the
community's objective to utilize public funds prudently and in
a fashion which will result in the development of properties
which possess lower likelihood of private investment

in the acquisition of an adequate number of smaller sites located throughout
the Pasco community to contain the needed dwelling units in a fashion

which will not conflict with the other community development objectives
noted heremabove Through the use of Community Development Block
Grant (CDBG) funds, the City would financially participate in the acquisition
of the smaller sites to the extent necessary to assure FHA their cost of
multiple site acquisition will not exceed the cost presently defined for the
four-acre site ($150,000 00) In addition, the units would be sited so as to allow
the City to agree to waive its receipt of payments in lieu of taxes, thereby
reducing long-term and on-going administration costs for the housing units

additional units conditioned on approval of the Pasco City Council with
regard to the location of any dwelling units to be assisted by FHA within the
City of Pasco

III HISTORY AND FACTS BRIEF
A) The Pasco/Franklin County Joint Housing Authority, over the course of the past
three years, has attempted to site a farm worker housing project somewhere
within Franklin County Attempts to locate a project in Connell, Mesa and
Basin City all have failed due to community opposition The Housing Authority,
approximately three months ago, informed the City that a site in Pasco had
been selected on which to place the project
B) The Pasco site selected by the Housing Authority for the project is a four acre site
on Park Street between 24th and 26th Avenues, zoned for apartments, the
proposed project consists of 42 units The site is within one block of an existing
Housing Authority project consisting of 11 units (near 22nd and Park)
IV DISCUSSION
A) The City, through Staff and Council, has expressed to the Housing Authority it's
concern regarding the affect of the Housing Authority project on other community
development objectives Specifically, the project, as proposed by the authority,
would concentrate 42 units on a single site rather than disperse the units in
smaller increments throughout the community The affect not only represents a
very recognizable "public housing project" with associated stigma (for both
neighbors and residents alike), but it also defeats the City's objective of directing
public acquisition of land to those sites less likely to be developed by the private
sector The other conflict is the removal from the local tax roles a significant
parcel of ground which has a very high likelihood of development by private
investment and, therefore, equivalent likelihood of generating in excess of
$50,000 annually in property taxes, the effect is to deprive the community of
that future resource and in turn, represents a local subsidy of the housing
project
B) Several weeks ago, Staff and a Council Committee, on two separate occasions,
explained the concerns of the City to representatives of the Housing Authority In
addition, the City representatives, on both occasions, advanced the proposal that
the City financially assist the Housing Authority in the acquisition of multiple
smaller sites in the community, the objective of that proposal would accomodate
the additional 42 units in a fashion which would comport with the community
development objectives The assistance by the City would be the use of
community development block grant funds to the extent necessary to assure the
Housing Authority would not be faced with land acquisition expenses greater
than the price of the single four-acre site In addition, City representatives
advanced the notion that, if the units were dispersed in smaller units throughout
the community, the City would be willing to waive receipt of payments in lieu of
taxes (pilots), thereby further reducing the ongoing maintenance and operation
costs associated with the housing units
C) The Housing Authority has essentially rejected the City's concerns and has
indicated it intends to pursue the project as proposed, the Authority is unwilling
to modify it's project proposal
D) In view of the Authority's unwillingness to modify the proposal, Staff
recommends the Council approve the attached Resolution to express the
legitimate concern of the City as to the proposal's conflict with community
development objectives and to make known the extent to which the City is
prepared to assist FHA and the Housing Authority in accomodating the needed
units Such Resolution should be filed with the Benton/Franklin Regional
Council, Farmers Home Administration (the funding agency involved in the
project), the Department of Housing and Urban Development (the agency which
is in receipt of a complaint by the Housing Authority regarding fair housing
concerns), and the Housing Authority

financing of the expansion

provement of the sewer
collection system of the

templated by the Sewer

District ( ULID ) No 140 of
the City of Pasco

of the Improvements within
ULID No 140 is declared
to be as near as may be
$75 000 00 the entire cost

specially benefited by such

least 15 days before the

shown on the rolls of the
Franklin County Assessor
