Note:
The three traffic signals, shown as items No. 3 in 1995, and 3 and 4
for 1996 do not have a source of funding indicated. The need for
each of these signals will be created by development of the adjacent
properties. For Court @ Road 26, the development of the northeast
quadrant of the intersection should generate sufficient revenue to
fund the signal. For Court @ Road 32 at least a part of the funding
should be paid by the benefiting properties. For 20th the cost of
the signal should revert to the "developer" and in this case that is
the City of Pasco.

IV HISTORY AND FACTS BRIEF
The attached Six Year Street Construction Program reflects some
additions and changes to the initial draft presented at the workshop
meeting of July 11 More specifically, the changes in the program
include changing the proposed year of construction for the traffic
signal at Road 32 and Court Street from 1996 to 1995 and the addition
of a multi-modal facility also in 1995 Another change to the
program was the addition of a project for landscaping and
beautification on West Lewis Street for 1995 That project would be
funded by a local improvement district or a combination of a local
improvement district and federal funds if the City can successfully
compete for enhancement funds The total estimated cost of that
project is $250,000
