HomeMy WebLinkAbout2138 ResolutionRESOLUTION NO.c),5E A RESOLUTION authorizing an application for funding assistance for an outdoor recreation project to the Interagency Committee for Outdoor Recreation (IAC) as provided by the Washington Wildlife Recreation Program WHEREAS, the City Council of the City of Pasco has approved a Comprehensive Parks and Recreation Plan for the urban area which identifies a need for a regional soccer field complex in the 1-182 corridor north and east of the I- 182/Road 68 interchange, and WHEREAS, under the provisions of the Washington Wildlife Recreation Program, state and federal funding assistance has been authorized and made available to aid in financing the cost of land for parks and the construction of outdoor recreational facilities of local public bodies, and WHEREAS, the City Council of the City of Pasco considers it in the best public interest to acquire a site for a regional soccer field complex in the 1-182 corridor north and east of the I-182/Road 68 interchange, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO RESOLVE AS FOLLOWS. 1. That the City Manager is hereby authorized to make formal application to the Interagency Committee for Outdoor Recreation (IAC) for funding assistance 2. That any funding assistance so received be used for the acquisition of approximately 45 acres of land in the 1-182 corridor north and east of the I-182/Road 68 interchange 3. That the city's share of the project will be derived from local tax receipts 4. That any property acquired with financial aid through the Interagency Committee for Outdoor Recreation (IAC) be placed in use as an outdoor recreation facility and be retained in such use in perpetuity unless otherwise provided and agreed to by the City Council, the Interagency Committee for Outdoor Recreation (IAC) and any affected federal agency 5. That this resolution become part of the formal application to the Interagency Committee for Outdoor Recreation (IAC) for the regional soccer field complex 6. That adequate notification has been given and the opportunity provided for public input and that notification identifying wetlands and flood plains was not necessary due to the absence of these features from the site eltee, Mayor PASSED by the City Council of the City of Pasco at a regular meeting this 20th day of June, 1994 CITY OF PASCO: A' EST: Catherine D. ACTION REQUESTED OF COUNCIL/STAFF RECOMMENDATIONS: MOTION: I move to approve Resolution No , supporting the city's application for funding from the Interagency Committee for Outdoor Recreation (IAC) for the Rd 68/1-182 Soccer Complex III. FISCAL IMPACT: NONE IV. HISTORY AND FACTS BRIEF: A The city is woi king in cooperation with the Tn.-Cities Soccer Association on the acquisition and development of 45 acres in the Rd 68/1-182 interchange area The project is supported in the 1992 Comprehensive Parks and Recreation Plan and development of the soccer fields has been considered and discussed throughout the planning process associated with the TRAC facility B Staff is currently working on a grant application for matching funds for the acquisition of the'land required for this activity The application process is a weighted point system which gives a potential of 10 points out of a total of 85 point if there is documentation of community support for the project C Past plans which identify this project as a priority, the public input related to that plan an a letter of support from the Tn-Cities Soccer Association will show public support for the project A resolution passed by the City Council would show continued support for the project and will help assure this project's pi ospects for funding V.
