A RESOLUTION accepting a Grant from the United States Department
of Justice, authorizing the City Manager to sign Grant documents, and
associated expenditures
WHEREAS, by Resolution No 2101, adopted by the City Council at its
regular meeting on October 11, 1993, the City Council authorized an
application for financial assistance to the United States Department of Justice
for a Grant to employ additional police officers, and
WHEREAS, on May 12, 1994 the City received notice from the United
States Department of Justice that its Grant application had been approved, and
WHEREAS, it is necessary to formally approve the Grant offered, sign
the necessary documentation for receipt of the Grant funds, take the necessary
steps to authorize the additional positions in the Pasco Police Department,
and incorporate the 1994 revenues and expenses associated therewith in the
1994 budget, now, therefore,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DO
RESOLVE AS FOLLOWS:
1. That certain Grant from the United States Department of Justice
providing funds for a portion of the salaries and fringe benefits of four police
officers in the Pasco Police Department is hereby accepted and the City
Manager is authorized to sign all necessary documentation in order to secure
the receipt of such funds
2. Three additional Patrol positions and one additional Sergeant's
position in the Pasco Police Department are hereby authorized in conjunction
with the acceptance of the Grant referenced above
3. The City Finance Director is hereby directed to include all funds
received in 1994 from such Grant and all expenditures associated therewith in
the 1994 Budget Supplement to be adopted by the City council

IV. HISTORY AND FACTS BRIEF:
A) In October 1993, the City Council authorized the Police Department to
apply for a federal grant through the U S Department of Justice for the
hiring of four additional Police Officers via the Police Hiring Supplement
Program This program was the much publicized promise by President
Clinton to put 100,000 more Police Officers on the streets of America The
city was notified on May 12, 1994 that our grant application has been
approved
B) Under the grant proposal, the additional officers will be deployed as a
Community Problem Oriented Policing (CPOP) Team and will work in
neighborhoods to work with the citizens and other city departments to
solve neighborhood crime and other problems This will provide the Police
Department with the opportunity to field a team of officers that can
concentrate on neighborhood problems without having to also contend
with the normal calls for service workload demands
