Rubstello Attorney RESOLUTION NO. 2127 A RESOLUTION authorizing the sale of surplus properties WHEREAS, the City of Pasco foreclosed on properties due to lack of payment for Local Improvement District assessments, and WHEREAS, the city has advertised for proposals to purchase said properties, and WHEREAS, the city has received eight proposals to purchase various surplus lots, and WHEREAS, the City Council has considered all proposals relating to the properties specified hereinbelow, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO DOES RESOLVE AS FOLLOWS: Section 1. The City Manager is hereby authorized to execute such documents as are necessary to effect the following purchase proposals a) Lots 1, 2, 5, 6, 7 and 8, Block 11 of Gantenbein's Addition, to the Washington State Migrant Council, at a price of $30,000 b) Lots 1, 2 and the south 20 feet of Lot 3, Block 1, AM Wehe's First Addition, to Ben Shaw, at a price of $15,111 c) Lot 27, Block 108, Pasco Land Company's First Addition, to Sally Grant, at a price of $250 d) Lots 6 through 16, Block 7, Kurtzman First Addition, to Thomas Moore, at a price of $6,820 Section 2. ACTION REQUESTED OF COUNCIL/STAFF RECOMMENDATIONS: 4/25: DISCUSSION 5/02: MOTION: I move to approve Resolution No , authorizing the sale of surplus properties III. FISCAL IMPACT: $54,000 revenue to the LID Guaranty Fund W. HISTORY AND FACTS BRIEF: A) Last year the city foreclosed on properties in various LID's throughout the city, which were overdue in payment of their LID assessments Following receipt of the Local Improvement Assessment Deeds from the County, city staff advertised for proposals to purchase these properties B) The city received eight proposals, five proposals clearly reflect a good price for a good use of the land Following is a brief description of each proposal recommended for acceptance O The Washington State Migrant Council proposes to purchase six lots in Gantenbein's Addition for construction of a Head Start facility for migrant farmworker children The Migrant Council will construct a classroom facility, as well as full landscaping on all lots and a playground facility Proposed purchase price $30,000 • Mr Thomas Moore, owner of Tommy's Salvage, proposes to purchase 11 lots in Kurtzman's 1st Addition, south of Lewis Street, to construct a home Proposed purchase price $6,820 • Tippett Land & Mortgage, as a representative for the owner of Block 108 of Pasco Land Co subdivision, offers to purchase one lot to complete full ownership in that block Proposed purchase price $250 • Mr Ben Shaw proposes to purchase two lots in Block 1 of A M Wehe's Subd , a building is located on the site Proposed purchase price $15,111 There were several blocks in A M Wehe's Subdivision, adjacent to Lewis st , which received no proposals The reason for this non-response is that the property is zoned Commercial, although there are primarily residential uses in those blocks Many of the interested parties said that the zoning was inappropriate for the site and that they would, therefore, not submit a proposal (C) Staff recommends acceptance of these proposals The remaining proposals will be presented to Council after further evaluation
