I I I A RESOLUTION committing sewer capacity to the Broadmoor Park Development planned by Metropolitan Property Development WHEREAS, Metropolitan Property Development has proposed the Broadmoor Park Development and has cited in its January 26, 1994 letter to the City Council, sufficient commitment and reasons for the City to commit to Metropolitan Property Development a capacity of four hundred (400) sewer units or approximately one hundred twenty thousand (120,000) gallons per day based upon daily average flows from the planned pump station at Road 100 /Argent Road, now, therefore, THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DOES RESOLVE AS FOLLOWS: 1. That in consideration of the commitment and reasons stated by Metropolitan Property Development in its letter to the Pasco City Council dated January 26, 1994, a copy of which is attached hereto and incorporated by this reference herein as if specifically set forth, the City of Pasco will reserve to Metropolitan Property Development at the Argent/Road 100 pump station a capacity of four hundred (400) sewer units or approximately one hundred twenty thousand (120,000) gallons per day based upon average daily flows until February 28, 1996 in the sewer facilities proposed for development by the Recently, Metropolitan Mortgage & Securities Co, Inc announced development plans in connection with the Broadmoor Park project located at the I-182/Road 100 interchange During the planning process, City staff has kept us informed as to the availability of sewer facilities proposed to serve the site Metropolitan has also participated in independent feasibility studies for sewer routing to the site We have recently been advised by City staff that by September 1, 1994 the City of Pasco will have sewer service available at the intersection of Road 100 and Argent Road We are further advised that the initial capacity of this new sewer system at that location is now planned to be 400 sewer units or approximately 120,000 gallons per day based upon average daily flows Metropolitan hereby requests that this entire capacity be reserved for the Broadmoor Park project The reasons for our request to reserve this capacity are as follows • Commitment by Metropolitan to extend the sewer from the Argent Road and Road 100 pump station to Broadmoor Park, a distance of over one mile Our commitment would consist of placing the current estimated cost of constructing the gravity line in Road 100 in an interest-bearing escrow account The proceeds from this account would be utilized to complete the design of this system, to fund the construction work, to pay for necessary permits, and to administer the construction contract Metropolitan will contract with a local engineering firm and a local contractor to complete all work necessary to construct this sewer line along Road 100 The line Hanford contractors for additional office space We are responding to the initial solicitation by Westinghouse Hanford for 100,000 square feet of office space and anticipate future responses for office, warehouse and training space needs • Siting a Factory Outlet Currently working with the Northwest's premier organization that specializes in the leasing of factory outlet center space • Professional Office Space Metropolitan is presently in discussions with a list of various tenants that could result in an immediate need for approximately 100,000 square feet of professional office space These are companies and organizations that are anxious to locate in a world class business park setting • Other Commercial/Service Facilities We are now following up on serious inquiries from potential tenants for a convenience store and gas station, automated car wash, a recreational club and a restaurant We are also communicating with a major grocery chain In order for Metropolitan to be able to commit and sign agreements with these potential businesses, we must have the assurance and involvement of the City of Pasco that Broadmoor Park will be provided adequate sewer capacity to fulfill these current and future needs We have already demonstrated our commitment to the future of Pasco and Franklin County by making substantial investments in Broadmoor Park An office with a full time manager has been established in Pasco Contacts with potential tenants for the project have been initiated Agreements for design, engineering, marketing, and economic feasiblity services have been executed A financial contribution to TRAC has been made to assist broad based development in the Pasco area Timing for sewer delivery to the Broadmoor Park project is critical An agreement for crossing the Franklin County Irrigation District canal needs to be completed immediately, before the irrigation season begins We are proceeding with the negotiations to secure the necessary easements and permission to construct the crossing Our engineer has estimated our cost to construct the canal crossing to be $40,000 00 Metropolitan anticipates that Phase 1 of Broadmoor Park will include the Business Park south of 1-182 encompassing at least 400,000 square feet,of quality office space in a seven to nine building complex, and the first 75,000 square feet of the Factory Outlet mall to begin in the spring of 1994 Construction of Phase I will take approximately two years We are asking the City of Pasco to commit the estimated 400 sewer units to this project for that time Should the process be extended beyond the anticipated schedule with progress still being made toward completion, the City will allow for an additional twelve months commitment of the sewer capacity We understand that this is only an interim solution We urge the City to continue pursuing a solution that will allow full service of the project Metropolitan is in a preeminent position to complete the Broadmoor Park project as outlined We have the financial resources, development history, and expertise committed to follow through with this project and bring it to reality We are asking the City of Pasco to join Metropolitan in assuring the success of this significant development project By making the sewer units available to Broadmoor Park, you will be working to develop an increased tax base, new jobs and a
