RESOLUTION NO. aCfG
A RESOLUTION of the City Council of the City of Pasco,
Washington, declaring its intention to order the
improvement of Frontage Road from Hopkins Street to 20th
Avenue, Road 24 from Hopkins Street to Lewis Street, the
south side of Lewis Street from approximately 500 feet
west of Road 24 to 20th Avenue, and the west side of 20th
Avenue from Lewis Street to Frontage Road and to create a
local improvement district to assess a part of the cost
and expense of carrying out those improvements against
the properties specially benefited thereby, and notifying
all persons who desire to object to the improvements to
appear and present their objections at a hearing before
the City Council to be held on June 7, 1993.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO,
WASHINGTON, as follows:
Section 1. It is the intention of the City Council of the
City of Pasco, Washington, to order the improvement of the
properties within the area described in Exhibit A, attached
hereto and by this reference made a part hereof, by the
improvement of Frontage Road from Hopkins Street to 20th Avenue
and Road 24 from Hopkins Street to Lewis Street by constructing
asphalt surfacing, curb and gutter, sidewalks on one side,
drainage facilities, and including necessary excavation, grading
and base course and right-of-way acquisition, of the same part of
Frontage Street with illumination and water and sewer stubs, and
on the south side of Lewis Street from approximately 500 feet
east of Road 24 to 20th Avenue by constructing curbs and gutters
and sidewalks, and on the south side of Lewis Street from
approximately 500 feet west of Road 24 to approximately 500 feet
east thereof by constructing sidewalks and landscaping, and on
the west side of 20th Avenue by constructing sidewalks between
Frontage Road and Lewis Street, and other incidental work.
All of the foregoing improvements shall be in accordance with
the plans and specifications therefore prepared by the City
Engineer of the City and may be modified by the City as long as
that modification does not affect the purpose of the
improvements.
Section 2. The total estimated cost and expense of the
improvements is declared to be $$ 246,122.00and approximately
$45,477.21 of that cost and expense (the cost of one inch of
asphalt paving on Frontage Street and the amount that would
otherwise be assessed against exempt property) shall be paid by
the City and the balance thereof shall be borne by and assessed
against the property specially benefited by the improvements to
be included in a local improvement district to be established
embracing as nearly as practicable all the property specially
benefited by the improvements. Actual assessments may vary from
estimated assessments as long as they do not exceed a figure
equal to the increased true and fair value the improvements add
to the property.
At the same time that the above improvements are constructed
in the proposed local improvement district, the City plans to
construct and install water and sewer lines in Frontage Road, and
to widen and to add storm drainage on a portion of Lewis Street
the cost of which will not be assessed under the local
improvement district. Properties connecting to those water and
sewer lines will be subject to front footage and area charges and

other connection fees as a condition of such connection.
Section 3. The City Clerk is authorized and directed to
give notice of the adoption of this resolution and of the date,
time and place fixed for the public hearing to each owner or
reputed owner of any lot, tract, parcel of land or other property
within the proposed local improvement district by mailing such
notice at least fifteen days before the date fixed for public
hearing to the owner or reputed owner of the property as shown on
the rolls of the Franklin County Assessor at the address shown
thereon, as required by law. The City Clerk also is authorized
and directed to give notice of the adoption of this resolution
and of the date, time and place fixed for the public hearing to
each owner or reputed owner of any lot, tract, parcel of land or
other property outside of the proposed local improvement district
that is required by the Federal Housing Administration as a
condition of loan qualification to be connected to the proposed
improvements, by mailing such notice at least fifteen days before
the date fixed for the public hearing to the owner or reputed
owner of the property as shown on the rolls of the County
Assessor at the address shown thereon, as required by law.
This resolution also shall be published in at least two
consecutive issues of the official newspaper of the City, the
date of the first publication to be at least fifteen days prior
to the date fixed for the public hearing.
Section 4. All persons who may desire to object to the
improvements are notified to appear and present those objections
at a hearing before the City Council to be held in the Council
Chambers in the City Hall in Pasco, Washington, at 8:00 p.m. on

June 7, 1993, which time and place are fixed for hearing all
matters relating to the improvements and all objections thereto
and for determining the method of payment for the improvements.
All persons who may desire to object thereto should appear and
present their objections at that hearing. Any person who may
desire to file a written protest with the City Council may do so
within 30 days after the date of passage of the ordinance
ordering the improvements in the event the local improvement
district is formed. The written protest should be signed by the
property owner and should include the legal description of the
property for which the protest is filed and that protest should
be delivered to the City Clerk.
Section 5. The City Engineer is directed to submit to the
City Council on or prior to June 7, 1993, all data and
information required by law to be submitted.
The foregoing resolution was ADOPTED by the City Council of
the City of Pasco, Washington, at a regular open public meeting
thereof this 17th day of May, 1993.

NOTICE OF PROPOSED IMPROVEMENT AND HEARING THEREON
NOTICE IS GIVEN that the City of Pasco, Washington (the
"City"), pursuant to Resolution No. 2082 adopted May 17, 1993,
declared its intention to initiate the formation of Local
Improvement District No. 125 to order the Improvement of the
properties located within the local improvement district by the
improvement of Frontage Road from Hopkins Street to 20th Avenue
and Road 24 from Hopkins Street to Lewis Street by constructing
asphalt surfacing, curb and gutter, sidewalks on one side,
drainage facilities, and including necessary excavation, grading
and base course and right-of-way acquisition, of the same part of
Frontage Street with illumination and water and sewer stubs, and
on the south side of Lewis Street from approximately 500 feet
east of Road 24 to 20th Avenue by constructing curbs and gutters
and sidewalks, and on the south side of Lewis Street from
approximately 500 feet west of Road 24 to approximately 500 feet
east thereof by constructing sidewalks and landscaping, and on
the west side of 20th Avenue by constructing sidewalks between
Frontage Road and Lewis Street, and other incidental work, and to
assess a part of the cost and expense of those improvements
against the property in that district specially benefited
thereby.
The total cost of the proposed improvement is estimated to
$ 246,122 , approximately $ 45,477.21 of which cost and expense
shall be paid by the City and the balance thereof shall be borne
by and assessed against the properties specially benefited by the
improvements to be included within the proposed local improvement
district to be established embracing as nearly as practicable all
property specially benefited by the improvements.
The public hearing upon the proposed improvements will be
held before the City Council of the city at the Council Chambers
in the City Hall, Pasco, Washington, at 8:00 P m., local time, on
June 7, 1993.
All persons desiring to object to the proposed
improvements and formation of the local improvement district are
notified to appear and present those objections at that hearing.
If the City Council shall elect to pass an ordinance forming the
local improvement district, they shall have a period of 30 days
from and after the date of passage of that ordinance to file with
the City Clerk a written protest to the ordering of the
improvements. The protest should be signed by the property owner
and should state the property by address, lot and block or other
appropriate description.
Below are shown the estimated benefits to, and assessment
against, the property herein listed of which you are shown on the
rolls of the Franklin County Assessor to be the owner The
actual assessment may vary from the estimated assessment as long
as it does not exceed a figure equal to the increased true and
