HomeMy WebLinkAbout2067 ResolutionRESOLUTION NO. a OG A RESOLUTION authorizing the implementation of a budget payment plan for water/sewer utility single-family dwelling unit customers. WHEREAS, Utility rate increases recently enacted by the City Council, particularly for water consumption, cause the City Council to believe it appropriate to adopt a budget pay plan for residential dwelling unit customers similar to those plans adopted by other utilities allowing the customer to pay an averaged equal monthly payment over a twelve month period in order to avoid the financial strain that may be caused by incidents of high water consumption, particularly in the summer months, Now, therefore, THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DOES RESOLVE AS FOLLOWS: The City Finance Director is hereby authonzed to establish a budget pay plan for single-family dwelling unit customers of the water/sewer utility Eligibility requirements for the budget pay plan shall include at least one full year of water consumption history at the particular address for which the budget pay plan is sought, that the account for the address being served is current, and that the customer be current in their account at any other address If payment is not received by the City within fourteen (14) calendar days of the City's mailing of a utility bill to a customer on the monthly payment payment plan, a reminder letter shall be sent to the customer notifying the customer that his or her eligibility for participation in the budget payment plan will be withdrawn if payment in full is not received by the 24th day after the original bill was mailed Monthly payment plan bills unpaid after the 24th day from the date of mailing of the ongmal bill shall be placed within the normal City process for collection and possible termmation of utility service if left unpaid The account shall also be removed from the monthly payment plan and the customer shall be ineligible for further participation in the monthly payment plan billing program until a six month period of regular timely payment on the utility account is maintained In addition, any customer receiving three reminder notices in any twelve month period shall lose his or her eligibility for the monthly budget payment plan and placed back on regular monthly utility billing The budget payment amount shall be calculated and recalculated semi-annually with the recalculations taking place in the month of November to be effective the month of January and in May to be effective the month of July Provided, however, since this monthly budget payment plan program shall be first effective with the billing the month of May 1993, the initial budget payment amount on any customer account making application for and being approved for this program in 1993 shall be calculated using the remaining months m 1993 and eFELICE or ATTEST II II CATHERINE D SEAMAN Deputy City Clerk AP 'ROVED AS 0 F Aflt • 4 rityM A RUB STELLO torney recalculated on a twelve month basis thereafter The Finance Director shall prepare an application for the monthly budget payment plan program and announce its availability to customers of the utility PASSED by the City Council of the City of Pasco, at its regular meeting on March 15, 1993 f
