A RESOLUTION OF THE PASCO CITY COUNCIL, DECLARING ITS INTENTION
TO ORDER THE IMPROVEMENT OF A CERTAIN ALLEY. THE IMPROVEMENT OF
WHICH IS TO BE PAID IN FULL OR IN PART BY THE LEVY AND
COLLECTION OF ASSESSMENTS UPON THE PROPERTY WITHIN THE PROPOSED
IMPROVEMENT DISTRICT DESCRIBED HEREIN AND NOTIFYING ALL PROPERTY
OWNERS WHO MAY DESIRE TO OBJECT THERETO TO APPEAR AND PRESENT
THEIR OBJECTIONS AT A PUBLIC MEETING OF THE CITY COUNCIL TO BE
HELD FEBRUARY 1, 1993.
WHEREAS, the Pasco City Council after having considered
the formation of a local improvement district for the improvement
of the alley lying northerly of Court Street and southerly of
Ruby Street between 19th Avenue and 20th Avenue, in the City of
Pasco, and having duly deliberated the passage of a resolution
stating the intent of the City Council to proceed with the
formation of the local improvement district and concluding that
the passage of such resolution is in the public interest;
NOW, THEREFORE,
BE IT RESOLVED BY THE PASCO CITY COUNCIL AS FOLLOWS:
1) It is the intention of the Pasco City Council to order
the improvement of the alley lying northerly of Court Street and
southerly of Ruby Street between 19th Avenue and 20th Avenue. It
is proposed that the alley be improved in accordance with
standards established by the City of Pasco. The improvement
shall include asphalt concrete surfacing, ballasting, drainage
facilities and all other work necessary in connection therewith
and incidental thereto, all in accordance with the plans and
specifications prepared by the City of Pasco, Department of
Public Works, and approved by the City Engineer.
2) The cost of such improvements shall be borne by and
assessed against the properties specifically benefited by such
improvement and included in the local improvement district to be
established, embracing as near as may be, all of the property
specifically benefited by such improvement. Actual assessments
may vary from assessment estimates so long as they do not exceed
a figure equal to the increased true and fair value the
improvement adds to the property.
3) It is the intention of the City Council of the City of
Pasco, Washington, to create a local improvement district to
include for the purpose of assessment the properties described as
follows:
Lots 1 thru 9, Block 4, Epley's Addition together with
the south 210 feet of the southwest quarter of
Government Lot 4, all part of Section 19, Township 9
North, Range 30 E W.M and records of Franklin County,
Washington.

4) All persons who may desire to object to the
improvements herein mentioned are hereby notified to appear and
present such objections at a meeting of the City Council, to be
held in the Council Chambers of the City Hall, Pasco, Washington,
at 8:00 p.m., February 1, 1993, which time and place are hereby
fixed for hearing matters relating to said improvements and all
objections thereto and for determining the method of payment for
said improvements.
5) The City Engineer is hereby directed to submit to the
City Council on or prior to February 1, 1993, the preliminary
estimates, assessment roll, and other information required by RCW
35.43.130.
6) The City Clerk shall cause this resolution to be
published in at least two consecutive issues of the Tr-City
Herald, the first publication to be at least fifteen (15) days
before the day fixed for the public hearing.
7) A copy of this Notice/Resolution together with the
estimated cost of the proposed improvement shall be mailed by the
City Engineer to the owners or reputed owners of all lots,
tracts, and parcels of property to be specifically benefited by
the improvements, as shown on the rolls of the County Assessor on
January 10, 1993.
