HomeMy WebLinkAbout2105 ResolutionRESOLUTION NO. 2105 A RESOLUTION amending Resolution No 1981 by increasing the maximum allowable car allowance WHEREAS. Resolution No 1981 expanded the authority of the City Manager to permit employees car allowances under certain conditions, and WHEREAS, Resolution No 1981 did not increase the maximum allowable car allowance, thus leaving in place the maximum allowance first established in October 1981 under Resolution No 1461, and WHEREAS, the cost of owning, maintaining and operating an automobile has risen substantially since 1981, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO RESOLVE AS FOLLOWS: Section 1. Ai \/ ubm -t3-7Attoiney December 9, 1993 W/S hop Mtg 12/13/93 Reg Mtg 12/20/93 TO City Council FROM Gary Crutchfie SUBJECT Car Allowance anager AGENDA REPORT NO 82 I REFERENCE(S) 1 Resolution No 1981 II ACTION REQUESTED OF COUNCIL/STAFF RECOMMENDATIONS 12/13 DISCUSSION 12/20 MOTION I move to approve Resolution No , adjusting the maximum car allowance III HISTORY AND FACTS BRIEF A) The use of car allowances in lieu of maintaining a motor pool to provide mobility of city employees in the conduct of their daily business, has been in place since 1981 Resolution No 1981, approved in December 1991, set forth the conditions under which car allowances would be approved, but did not increase the maximum car allowance, thus, the maximum authorization remains at the level established more than 12 years ago in 1981 IV DISCUSSION A) The cost of automobiles themselves have risen dramatically over the course of the past 12 years In addition, maintenance and fuel costs, as well as insurance, have escalated over that period of time In addition, car allowances became subject to withholding and social security taxes last year, effectively reducing the car allowance B) In view of the time period which has passed since the maximum allowance was established and the related cost influences, staff recommends the maximum allowance be set at $350 per month No other changes are recommended in the car allowance policy RESOLUTION NO. 1981 A RESOLUTION concerning the authonty the City Manager to enter into agreements with certain employees for the payment of travel allowances to such employees for their use of private vehicles m the performance of their job duties WHEREAS, since the adoption of Resolution No 1461 in October, 1981, the City Manager has been authorized to enter into agreements for travel or "car" allowances with certain employees, and WHEREAS, such agreements have been a cost saving to the City by enabling a motor pool of reduced size and providing a means to reimburse employees who must travel between locations for meetings, heanngs, mspections, and other business or job duties, and WHEREAS, it is time to review and update the policy first authorized by Resolution No 1461, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO RESOLVE AS FOLLOWS: §1. The City Manager is authorized to enter into agreements with employees he determines eligible, for their receipt of a monthly travel allowance for their use of privately owned vehicles m lieu of their use of a City vehicle for travel on City business m and about the Tn.-Cities area (a 25-mile radius from Pasco City Hall) provided such allowance does not exceed $256 per month and the agreement contains the provisions prescribed m § 3 below 359 §2. The City Manager is authorized to use his best discretion in determining the amount of the allowance for each eligible employee, subject to the above maximum amount having given his consideration to all relevant factors including frequency of use, annual business mileage, expense to the employee to maintain a vehicle for business use, and the type and age of the vehicle required to be utilized by the employee §3.
